Project Manager, Fleet Safety Continuous Improvement

The City of Toronto operates the largest municipal fleet in Canada and one of the most specialized and diverse fleets in North America. The Fleet Services Division provides comprehensive fleet management services to City Divisions, Agencies, and Corporations in support of delivering key public programs and services. This includes Fleet Safety Education, Training & Compliance, Asset Lifecycle Management, Maintenance, Sustainability, and Fuel/Energy Management.

 

Fleet Safety & Compliance is a team of skilled professionals dedicated to providing fleet safety education, training, testing and collision management on a variety of vehicles and fleet equipment types used to deliver services across the City. The team is responsible for independently governing compliance of the City’s fleet, ensuring alignment with regulatory requirements and industry best practices.

 

The Project Manager, Fleet Safety Continuous Improvement role focuses on launching and delivering fleet safety pilots and projects that lead to improvements in safe fleet operation, reduce collisions, and leverage fleet technologies that facilitate proactive and preventive fleet practices driving improvements in safety. This role involves staying abreast of industry practices, new legislation, and emerging technologies across North America, and offering guidance and consultation in alignment with the City’s Vision Zero initiatives.

Major Responsibilities:

  • Lead and oversee fleet safety-related projects and initiatives to enhance compliance, reduce risk, and improve overall safety operation.
  • Develop and implement strategic safety initiatives, including policies, procedures, and best practices aligned with legislative requirements such as the Ontario Health and Safety Act (OHSA), Highway Traffic Act (HTA), and Commercial Vehicle Operator’s Registration (CVOR) Program.
  • Provide expert guidance and project management support for safety training programs, driver improvement programs, and collision reduction initiatives.
  • Conduct risk assessments, analyze fleet safety data, and develop action plans to enhance driver and vehicle safety.
  • Prepare and oversee safety-related documentation, including training materials, policy documents, risk mitigation plans, and compliance reports.
  • Establish key performance indicators (KPIs) and track project effectiveness to continuously improve fleet safety programs.
  • Evaluate and recommend new and existing technologies (telematics, voice coaching, speed limiters, etc.)
  • Manage stakeholder engagement, working closely with internal divisions, external agencies, and regulatory bodies to advance fleet safety goals.
  • Lead research initiatives to evaluate emerging safety technologies, best practices, and innovative solutions that support the City's commitment to a safer, more resilient fleet.
  • Represent Fleet Services on various committees, working groups, and industry forums focused on fleet safety and compliance.
  • Oversee safety compliance audits, incident investigations, and root cause analyses to enhance safety culture and accountability.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Project management experience, including handling multiple safety-focused projects from inception to implementation with minimal direction.
  2. Extensive experience in fleet safety programs, including driver training systems, collision reduction strategies, and safety compliance initiatives.
  3. In-depth knowledge of OHSA, HTA, CVOR requirements, and other fleet-related safety regulations.
  4. Experience in the development and implementation of safety training programs, including train-the-trainer models for vehicles and equipment.
  5. Experience analyzing safety data, assess risks, and implement corrective action plans to enhance driver and vehicle safety.
  6. Exceptional communication skills (oral and written), including report writing, briefing materials preparation, and presenting safety programs to various audiences.
  7. Strong interpersonal, negotiation, and conflict resolution skills to engage and collaborate with internal and external stakeholders.
  8. Experience providing leadership and direction in a unionized environment, ensuring effective teamwork and compliance with safety policies.
  9. Proficiency in Microsoft Office Suite (Excel, PowerPoint, Project, Visio, Power BI, and M5 Fleet Management Software) or equivalent platforms.
  10. Advanced knowledge in drafting and presenting safety reports and recommendations to senior management and decision-makers.
  11. Experience in conducting fleet safety research, interpreting large volumes of data, and developing data-driven recommendations.
  12. Knowledge of the City of Toronto’s government structure, policies, and decision-making processes as they relate to fleet safety and compliance.

  14. Possession of a valid Ontario Class “G” Driver’s Licence, with the ability to obtain necessary City vehicle operating permits.
