Job Description
Transportation Electrical Construction & Maintenance unit is seeking two (2) Project Manager positions. This unit is responsible for the maintenance, construction, and management of traffic control devices and traffic management systems, as well as the management of the Street Lighting and pedestrian‑scale lighting.
Capital Construction
Reporting to the Senior Engineer of capital construction, the Project Manager is accountable for the successful delivery of complex capital construction projects related to traffic signals and ITS infrastructure. The role provides technical leadership, project and contract management, and people leadership, while ensuring compliance with City standards, legislation, and best practices.
Streetlighting
Reporting to the Senior Project Manager of Streetlighting, the Project Manager is accountable for the delivery of the Street Lighting Agreement and Pedestrian Scale Lighting operations and maintenance program. The role provides leadership in project, contract, and stakeholder management related to lighting construction, maintenance, and electrical services procurement. The Project Manager leads coordination across internal City divisions, Toronto Hydro, third parties, and external agencies, ensuring effective planning, design, procurement, construction, and ongoing operations. The position provides technical and program leadership to multidisciplinary teams, ensuring compliance with City standards, service level agreements, legislative requirements, and industry best practices for streetlighting and electrical infrastructure.
Major Responsibilities
Specific responsibilities may include, but are not limited to, the following:
- Lead the planning, execution, and delivery of complex, multi-disciplinary projects in accordance with divisional priorities, approved scope, schedule, and budget
- Provide project leadership and oversight to internal staff and external consultants assigned on a project basis, fostering effective teamwork and high standards of performance
- Develop, implement, and monitor detailed project work plans, schedules, milestones, and deliverables across all phases of project delivery
- Manage day-to-day project activities, including task assignment, coordination of resources, progress tracking, issue resolution, and risk management
- Administer assigned project budgets, monitor expenditures, forecast costs, and ensure financial controls are maintained within approved limits
- Lead procurement activities, including the development of Terms of Reference, scopes of work, technical specifications, and purchasing documents (RFQ, RFP, RFI, RFSQ, REOI, tenders)
- Coordinate consultant and contractor selection processes, including site briefings, proposal and tender evaluations, recommendations for award, and contract execution
- Manage consultant and contractor performance throughout the project lifecycle, including compliance monitoring, deliverable reviews, and contract administration
- Coordinate and facilitate collaboration with other City divisions, agencies, boards, commissions, utilities, community groups, and external stakeholders
- Lead stakeholder engagement activities to support project objectives, address concerns, and ensure alignment with City policies and Council direction
- Ensure projects comply with applicable legislation, City standards, policies, and best practices, including the Construction Act, OHSA, and related regulation
- Prepare and maintain accurate project documentation, including schedules, reports, drawings, records, and correspondence
- Develop and present project updates, communications, recommendations, and outcomes to senior management, Councillors, and Committees as required
- Monitor contract compliance, performance metrics, and Auditor General recommendations, and implement corrective actions as necessary
- Support continuous improvement by identifying efficiencies, innovative delivery approaches, and lessons learned
- Represent the Division at meetings, conferences, and industry events as required
- Act on behalf of the Senior Engineer/Senior Project Manager as assigned and provide support to divisional leadership in achieving strategic objectives
Key Qualifications
- Post-secondary education in a professional discipline pertinent to the job function including civil engineering, traffic/transportation engineering, systems engineering, electrical engineering, computer engineering, or an equivalent of education and experience.
- Considerable experience in at least one of the following areas: traffic signals, Intelligent Transportation Systems (ITS) and/or Streetlighting
- Experience in project management and coordination, delivering multiple, diverse projects and priorities from inception through implementation and evaluation, with minimal direction, while balancing political, community, and other stakeholder interests in a detail‑ and deadline‑oriented environment
- Experience in managing project budgets and/or capital planning, leading a procurement process, overseeing assignments, and implementing innovative solutions.
- Professional Engineer (P.Eng.) designation in Ontario and Project Management Professional (PMP) designation or equivalent certifications are considered assets.
- Strong leadership capacity, provide work direction and handle multiple priorities in a detailed and deadline-oriented environment.
- Strong knowledge of applicable legislation, standards, and guidelines, including the Occupational Health and Safety Act, Highway Traffic Act, AODA, Ontario Traffic Manual (Book 7), and relevant industry standards (e.g., TAC, ITS Canada, ITE, IMSA, MUTCD, RP-8, ESA, CSA, ANSI, PMA, Ontario Provincial Standards).
- Demonstrated ability to plan, organize, and coordinate multiple concurrent projects, including managing budgets, schedules, consultants, contractors, and technical risks.
- Highly developed written and verbal communication skills, with the ability to communicate effectively with senior staff, elected officials, media, and the public.
- High proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, etc.), project management software (MS Project, PTP, etc.) and other computer applications (CAD, GIS, SAP, Municipal Maintenance Management Systems, Asset Management Systems, AGI32, etc.).
- Valid Ontario Class G driver’s licence and daily access to a reliable personal vehicle for use on City business.
