Job Summary:
The Project Manager will play a crucial role in articulating the strategic direction of the Shelter Management Information System (SMIS) and making those changes a reality. A new role, this position will be responsible for coordinating all SMIS change work across the division, from initial concept to implementation, with a strong emphasis on governance, strategy, and modernizing SMIS. The Project Manager will maintain a broad view of the SMIS’ alignment with divisional needs while providing essential support to SMIS governance, and ensure seamless communication and collaboration among various teams within the Toronto Shelter & Support Services (TSSS) Division.
Major Responsibilities include but are not limited to:
- Collaborates with advisory committees and subject matter experts to drive the evolution of SMIS and its governance to meet the needs of Toronto’s homelessness response system.
- Develops and implements detailed project plans to support improved governance, oversight, and changes to SMIS.
- Conducts research, identifies stakeholder requirements, and analyzes business processes for opportunities to optimize operational efficiencies, effectiveness and service delivery to clients.
- Prepares materials and makes recommendations to support SMIS governance, business processes, and general communication to support improvements to SMIS to meet the needs of Toronto’s homelessness response system.
- Establishes and builds partnerships with key stakeholders to collaboratively plan, design, and implement strategies and tools (policies and procedures, coordination of workflows, partnership agreements, alignment with other divisional and corporate initiatives etc.).
- Anticipates, analyzes and identifies gaps and emerging issues; recommends innovative divisional solutions using sound professional judgment, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters, while ensuring alignment with other City and divisional priorities and objectives.
- Collaborates with multi-disciplinary team and diverse stakeholders to ensure the delivery of high-quality project management on divisional SMIS projects.
- Prepares status reports making recommendations on project decisions, budgets, staffing levels and resource allocations for senior staff.
- Develops and updates project documentation such as integrated project plan, risk/issue management plans and logs, impact assessments, project charters, procurement documents, cost tracking, project schedules, communication management plan, reports and presentations.
- Ensures strong communication between SMIS stakeholders across the division and more broadly (when appropriate).
- Monitors work output, reviews project deliverables and ensures project staff and divisional stakeholders complete assigned deliverables on time, on schedule and on budget and at quality standards.
- Develops a comprehensive SMIS Responsibility Matrix to support operational business processes related to SMIS.
- Leads working and/or advisory groups to inform project planning and implementation.
- Develops contract documents and manages procurements for consultant and contractor assignments.
- Supervises, motivates and collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
- Develops, recommends and administers project budgets and ensures that expenditures are controlled and maintained within approved budget limitations.
- Liaises and co-ordinates with internal and external groups on accomplishment of deliverables.
- Documents meeting minutes and distributes project communications.
- Implements and maintains project management processes such as issue management, project change management and risk management.
- Ensures the quality of work and service meets corporate and divisional standards and all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.
Key Qualifications
- Post-secondary education in a relevant discipline (e.g., social sciences, psychology, business/public administration, etc.) or an equivalent combination of education and/or relevant experience.
- Considerable experience leading or managing projects (or a significant part of a project) in digital transformation, or business process improvement, within the health and human or social services sectors; experience in the context of municipal government is an asset.
- Considerable experience establishing, building and sustaining relationships with stakeholders to assess and adapt business processes and tools to achieve organizational and system outcomes.
- Considerable experience managing, leading and motivating a multidisciplinary team of professionals, while supporting organizational objectives.
- Experience making recommendations to senior leadership in order to influence decision-making.
- Ability to achieve alignment and support from Senior Leadership on solutions to operational and business problems in the face of competing priorities/pressures.
- Highly developed strategic, organizational, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, research, performance measures, as well as the ability to respond to emerging issues.
- Ability to support governance and oversight of IT assets to ensure that decision makers and Senior Leadership have access to necessary information to inform decisions.
- Ability to lead change management initiatives with the goal of creating a progressive organizational culture that supports effective program delivery.
- Ability to establish and achieve short- and long-term goals, including the ability to work within ambitious timelines.
- Strong written and oral communication skills with the ability to communicate with stakeholders at all levels of the organization and different levels of government.
- Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
- Knowledge of relevant issues and trends as related to housing and homelessness is an asset.
- Knowledge of relevant legislation including Accessibility for Ontarians with Disabilities Act (AODA), and Municipal Freedom of Information and Protection of Privacy Act is an asset
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
