Reporting to the Manager, Strategic Programs, the Project Manager  is responsible for prioritization, planning and implementing strategic projects and initiatives in the area of homelessness including the Street Needs Assessment and the City's Interdivisional Protocol on Encampments in the Toronto Shelter and Support Services Division with the ultimate goal of enhancing services for people experiencing homelessness in Toronto.


Responsibilities include, but are not limited to:

  • Develops and implements detailed project plans and monitor projects to ensure completion in accordance with approved plans.
  • Prepare project reports and status updates for senior staff.
  • Establishes change plans to support new program and system changes.
  • Makes recommendations and prepares draft communication material to support program management including program guides, forms, and general communication to support program outcomes
  • Establishes and builds partnerships with key stakeholders to collaboratively plan, design, and implement strategies and tools (policies and procedures, coordination of workflows, partnership agreements, alignment with other divisional and corporate initiatives etc.).
  • Ensures strong communication between units and external stakeholders.
  • Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities to recommend innovative divisional solutions.
  • Develops and implements data planning tools, guidelines and operational policies; establishes service standards and clear expectations related to service delivery.
  • Initiates and manages data collection and quality assurance/integrity processes; assist in the development and capacity building of shelter staff to meet identified data collection requirements.

  • Motivates and trains external stakeholders, ensuring high standards of work quality and performance.
  • Leads working and/or advisory groups to inform project planning and implementation.
  • Leads program development processes by identifying, formulating and recommending new program features and preparing and supporting the delivery of detailed implementation plans
  • Collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
  • Develop contract documents and manage procurements for consultant and contractor assignments
  • Supervises, motivates and collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.

 

Key Qualifications

  1. Post-secondary education in a relevant discipline (e.g., social sciences, public administration, etc.) or an equivalent combination of education and/or relevant experience (e.g., project management certificate, change management certificate, agile certification).
  2. Considerable experience managing complex projects in the human or social services field, supporting project development and monitoring, tracking and evaluating projects related to policy, planning and research from inception to completion.
  3. Considerable experience in writing complex reports (e.g., briefing notes, staff reports, etc.) for senior leadership.
  4. Considerable experience establishing and maintaining effective partnerships and working relationships with stakeholders in diverse community programs or initiatives.
  5. Experience managing, leading and motivating a team of professionals and managing consultants, while supporting organizational objectives.
  6. Ability to lead change management initiatives with the goal of creating a progressive organizational culture that supports effective program delivery.
  7. Ability to establish and achieve short- and long-term goals, including the ability to work within ambitious timelines.
  8. Strong written and oral communication skills with the ability to communicate with stakeholders at all levels of the organization and different levels of government.
  9. Highly developed strategic, organizational, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, research, performance measures, as well as the ability to respond to emerging issues.
  10. Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  11. Knowledge of relevant issues and trends as related to housing and homelessness is an asset.
  12. Must be familiar with government legislation in the area of Occupational Health and Safety.
