Job Summary:
Reporting to the Manager, Clinical Assets & Projects in the Clinical Services directorate, the Quality Improvement Specialist (QIS) will provide performance management expertise and support cross-cutting projects including the identification of areas of collaboration/overlap, process and data mapping, development of key performance indicators, development and implementation of data reporting initiatives, and dashboard creation. The QIS will work collaboratively to drive efficient and safe provision of clinical services.
Major Responsibilities:
- Provides quality improvement expertise and support including strategic operational business planning, performance measurement frameworks and project management.
- Develops, implements and evaluates divisional programs and projects.
- Identifies quality improvement processes, methods, systems and analysis, using a best practices approach and evidence informed decision making.
- Develops and implements quality assurance processes to monitor and support programs to achieve and maintain standards and to comply with legislative mandates.
- Conducts current state assessments, environmental scans, literature reviews and documents business processes and work flows for the purpose of business process redesign and program evaluations.
- Plans and coordinates projects (e.g. requirements gathering, gap-fit assessment, implementation of appropriate technology, return on investment analyses, budget monitoring).
- Develops and implements communication strategies to inform stakeholders (e.g., performance measures, quality improvement initiatives, best practices and legislative changes).
- Creates and maintains resource information for stakeholders.
- Represents the directorate or program on various committees.
- Provides expert advice on staff training, professional development and policy development.
- Drafts and revises related program plans, policies and procedures.
- Develops and facilitates in-service training, staff orientation and staff development programs.
- Attends workshops, conferences, seminars, etc.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- A Master's degree in a related field (e.g., Quality Improvement, Health Informatics, Health Sciences, Health Administration) or an equivalent combination of education and/or extensive experience relevant to the primary duties of the position.
- Considerable experience leading and supporting quality improvement initiatives within a public health, healthcare, government, or other complex organizational setting.
- Considerable experience developing, implementing, and evaluating programs, projects, or organizational initiatives.
- Considerable experience with at least five (5) of the following in the context of policy development, program planning, and/or service delivery: program reporting strategies, system design, data collection methodologies, data quality reporting, data analysis, monitoring, and data security.
- Experience in use of project management, change management, risk management methodologies.
- Experience designing, developing, and delivering training and education sessions.
You Must Also Have:
- Knowledge of federal, provincial, and municipal public health legislation, standards, and regulatory requirements affecting program delivery and quality improvement.
- Proficiency in Microsoft Office applications (Excel, Outlook, PowerPoint, SharePoint, Visio, and Word) and data analysis and visualization tools (e.g., PowerBI, OBIEE, Stata, Tableau). Knowledge of quality improvement, quality assurance, performance measurement, and program evaluation principles, methodologies, and best practices.
- Excellent written and verbal communication skills, including the ability to prepare reports, recommendations, policies, procedures, briefing materials, and other written materials.
- Excellent interpersonal, consultation, and relationship management skills, with the ability to build and maintain effective working relationships with diverse stakeholders.
- Ability to analyze, interpret, and synthesize qualitative and quantitative information to support evidence-informed decision-making and continuous improvement initiatives. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
Assets:
- A certificate in performance management or quality improvement (i.e. Lean or Six Sigma).
- Ability to apply appropriate AI tools to complete required job functions.
