Job Responsibilities:


Reporting to the Health Informatics Manager, the Quality Improvement Specialist (QIS) will develop quality improvement processes and tools to enhance the strategic use of the Needle Exchange and Sexual Health Clinic’s electronic medical records system and provincial public health systems like iPHIS and Panorama. 

  • Provides quality improvement expertise and support including strategic operational business planning, performance measurement frameworks and project management
  • Develops, implements and evaluates divisional programs and projects.
  • Identifies quality improvement processes, methods, systems and analysis, using a best practices approach and evidence informed decision making.
  • Develops and implements quality assurance processes to monitor and support programs to achieve and maintain standards and to comply with legislative mandates.
  • Conducts current state assessments, environmental scans, literature reviews and documents business processes and workflows for the purpose of business process redesign and program evaluations.
  • Plans and coordinates projects (e.g. requirements gathering, gap-fit assessment, implementation of appropriate technology, return on investment analyses, budget monitoring).
  • Develops and implements communication strategies to inform stakeholders (e.g., performance measures, quality improvement initiatives, best practices and legislative changes).
  • Creates and maintains resource information for interest holders.
  • Represents the directorate or program on various committees.
  • Provides expert advice on staff training, professional development and policy development.
  • Drafts and revises related program plans, policies and procedures.
  • Develops and facilitates in-service training, staff orientation and staff development programs.
  • Attends workshops, conferences, seminars, etc.


Key Qualifications:
Your application must describe your qualifications as they relate to:

  1. Master's degree in a related field (e.g., Quality Management, Health/Nursing Informatics, etc.) or an equivalent combination of a baccalaureate degree and extensive experience relevant to the primary duties of the position.
  2. Considerable experience designing and implementing quality improvement projects, including documenting business processes and workflows, developing structures and methods for collection and analysis of program indicators/outcomes and improvement measures.
  3. Considerable experience leading concurrent projects and providing work direction to teams utilizing project management methodologies.
  4. Considerable experience developing and implementing program plans, policies, procedures and guidelines.
  5. Experience working in public health programs focussed on communicable disease control, vaccine preventable disease, or sexual health clinic or needle exchange/harm reduction.
  6. Considerable experience with public health electronic health systems (e.g. PROFILE EMR, iPHIS, Panorama, CCM, CORES, TCHIS)


You must also have:

  • Excellent written and verbal communication skills, including ability to prepare reports, recommendations, and policy documents.
  • Demonstrated computer proficiency with Microsoft Office applications (Excel, Outlook, PowerPoint, Word) as well as Visio
  • Excellent interpersonal skills and ability to build relationships with stakeholders; proactively contribute to joint initiatives.
  • Ability to work independently and with little supervision.
  • Knowledge of adult education, skill development and train-the-trainer concepts.
  • Ability to work flexible hours – overtime, shift work including evenings and weekends may be required.
