Major Responsibilities
- Assists in ensuring process and procedures are in compliance with City and Provincial purchasing regulations and requirements, e.g., Construction Act, Adjudication, Fair Wage, and assists in interpreting related application(s).
- Prepares and reviews the procurement documents to ensure all information is complete. Follows up with team members as required to resolve any related issues. Provides related adhoc reports as and when requested by the Manager or other division staff.
- Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Departmental projects, policies and services and in the development of theories, concepts and objectives for new Departmental projects, policies and services.
- Liaises with divisional staff, purchasing, accounting services, legal services, etc., and other corporate partners, as required in the preparation of competitive and non-competitive procurement documents for the purchase of goods and/or services such as: Requests for Quotation (RFQs), Requests for Proposal RFPs), Requests for Tender (RFT), Requests for Supplier Qualification (RFSQs), Invitational Calls (ICDs), Low Value Quotations (LVQs), Roster Work Assignments, Offers to Purchase (OTPs), Non Competitive procurement (NCP), etc.
- Perform research and analyses on Blanket Contract usage and Divisional Purchase Order usage to prepare requirements and related volume estimates and trends.
- Prepares Purchase Order Amendments (POAs) and related research and analysis for inflationary adjustments, Option Year renewals, term extensions, funding increases and over expenditures.
- Prepares documentation such as Briefing Notes, Recommendation Memos, Bid Award Panel reports, Staff Reports, Purchase Requisitions, etc.
- Uses electronic systems such as TMMS/EWMS and related software in reviewing Service Requests/Work Orders and works directly with staff who attend to repairs and maintenance locations.
- Prepares briefing notes, abstracts, report summaries and presentation materials using a range of analytical techniques such as spatial (GIS), statistical, economic, technical and historical data.
- Writes reports for Senior Management based on research. Documents findings, supporting data, recommendations and theories. Prepares and co-ordinates briefs and summary reports, on subjects such as legislative changes, research information and implications of findings.
- Maintains library e.g., research data, statistics, acts, books, periodicals, reference material and council minutes. Collects, purchases, indexes/catalogues and files material. Updates material using personal computer. Modifies/develops reference system.
- Attends meetings with divisional staff; networks with other Divisions, various levels of government, committees, internal and external stakeholders and community agencies as required.
- Provides research support and prepares background material to address inquiries from other Divisional staff, Councillors, members of the public, consultants and special interest groups on all aspects of Divisional programs and services; documents findings, supporting data, recommendations and theories; circulates data throughout Division.
- Assists with administrative support and operational duties within the section as required
Key Qualifications
- Post-secondary education in a related field and/or purchasing designation, Accounting, Finance, Business Administration or an equivalent combination of education and experience.
- Experience in contract preparation, procurement, payments, and management.
- Experience in research, data collection (manipulation and visualization), analysis, interpretation of data and writing summaries as related to contract development and/or operations administration using spreadsheets and word processing using Microsoft Office Suite (e.g. Excel, Access, Word and Power Point, Visio).
- Experience with Financial Systems such as SAP, SAP-ARIBA Procurement and Work Management Systems (e.g., software relevant to supporting the City Division such as PTP, TMMS, RACS, Maximo, and/or any other work management systems).
You must also have:
- Ability to research, analyze, interpret and present quantitative and qualitative information on municipal maintenance requirements and/or municipal asset management.
- Ability to prepare reports pertaining to productivity and performance related topics from a variety of sources.
- Good communication skills and ability to prepare clear and succinct summaries, recommendations, and reports to senior management, committees and council both orally and in writing.
- Knowledge of relevant regulations, legislation and policies related to the position, such as the City's Purchasing and Financial policies and procedures, minimum maintenance standards, the City of Toronto Act and Occupational Health & Safety Act.
