Job Description

To research and analyze information for the planning of procurement needs, Contracted Services and Contracts for the TS&LO section of Solid Waste Management Services Division. Provides analysis and recommendations for policies and procedures as related to in house and contracted services.

Major Responsibilities:

Reporting to the Supervisor Contracted Services, the RA1 will have responsibilities as follows:
 

  • Collects, analyzes, evaluates, and interprets information/findings to develop recommendations for improvement to existing operating procedures, policies, and services.
  • Conducts research, collects information, and prepares documents such as procedures and unit operations.  
  • Prepares procurement documents, like Requests for Quotations, Requests for Proposal, Request for Tender, Noncompetitive procurement, Low Volume Quote, etc. related to services or goods required by the F&EM Unit.
  • Adhere to relevant City policies & procedure, collaborate with suppliers and procurement team, ensuring required documentation is obtained and stored, and that documentation and records are maintained according to appropriate framework.
  • Prepares Committee/Council reports regarding solid waste operations and contractual requirements, diversion initiatives based on research, documents findings, supporting data, recommendations, and theories.
  • Provides support to the unit by liaising with PMMD, CAPS and corporate procurement team for procurement needs.
  • Reviews and maintains documents to ensure timely payment to contractors/supplier, resolve Invoice issue, and keep track of payments. Reviews invoices for accuracy.
  • Provides support to the SWM Contract Management function by assisting with and making recommendations on the development of procedures, protocols, work practices and tools to measure/document contractor performance and to document data to support processes in the unit.
  • Participates in problem solving by identifying, interpreting, and monitoring deficiencies in various documents.
  • Provides support and recommendations, in the development of City initiatives.
  • Attends meetings and represents Solid Waste Management Services Transfer station and Landfill Operations on various committees and working groups.
  • Prepares summaries of information/findings using a range of analytical and statistical techniques.
  • Documents findings, and analyses collected and available data to determine trends and make recommendations.
  • Provides analysis and support for policy, procedure, and process development.
  • Prepares and coordinates various updates, documents, briefing notes, summaries, and reports such as various contracts, memos and circulates information.
  • Provides research, analysis and reports related to establishing needs, requirements, term & conditions, and planned budget.
  • Prepare various responses on enquiries(addenda), related to bid.
  • Develops, and sets up new and existing computer applications to store and retrieve data related to Divisional projects and activities.
  • Utilizes computerise maintenance management system, analyze information navigates system and uploads data.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. University or college graduate with preference in Business, Accounting, Environmental Studies, Science, Certified Engineering Technologist or other related discipline, or an equivalent combination of education and experience.
  2. Experience with a variety of Software database, word processing and spreadsheet applications such as Excel, SAP Computer Maintenance Management Systems (CMMS), etc.
  3. Experience in preparing procurement documents for material and service contracts (RFQ, RFP, RFT, LVQ Etc.).
  4. Experience in conducting research, analysis, interpreting large volumes of data, summarizing findings, creating graphic presentations, with an ability to create statistical reports and databases.
  5. Experience identifying needs and initiating, coordinating, and managing implementation of solutions.

You must also have:

  • Experience in waste management operations with an in-depth knowledge of Solid Waste collection operations, policies and procedures is considered an asset.
  • Experience in Maintenance and/or Facility operations is considered an asset.
  • Ability to prepare clear and succinct summaries, reports and correspondences for Senior management, committees, and council.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplace
  • Highly developed communication and presentation skills (oral and written) that include excellent report writing, presentation and conflict resolution skills.
  • Excellent Organisational skills, including the ability to take initiative in order to solve problems.
  • Excellent leadership and interpersonal skill and the ability to work effectively as member of team.
  • Good judgement and decision-making skills.
  • High degree of conceptual ability and capacity to develop creative solutions to refinement of operating procedures, development of policy and evaluation of problems.
  • Ability to obtain a valid Ontario Class "G" driver's license, and qualify for the City's equipment operating permits and requirements pertaining to driving City vehicle for travel to various work locations is considered an asset.
