Major Responsibilities:
- Sets up new accounts and issues billings.
- Provides information to tax/ratepayers, lawyers and consultants by telephone, counter enquiries or in writing.
- Calculates penalty and interest manually on tax/water accounts.
- Processes tax/water payments i.e. Property tax, utility and parking ticket.
- Prepares statement of account. Posts any payment received upon disbursement.
- Prepares quarterly report for uncollectable "write-off". Reviews tax/water accounts, details history. Prepares monthly statistical report.
- Performs balancing of revenues for the City and posts receipts totals.
- Monitors tax accounts, identifies discrepancies prepares and calculates tax adjustments for posting to tax accounts.
- Analyzes and reconciles tax/water revenue accounts.
- Calculates and processes tax adjustments related to tax billing/appeals/rebates and/or water account adjustments.
- Compiles and provides information. Identifies anomalies, issues and variances, forwards account to appropriate staff for review and/or adjustment.
- Monitors PTP/PUP accounts for payments and removes from program where necessary; inputs data to tax and utility accounts from applications and reinstates accounts.
- Attends hearings and prepares documents for hearings. Assists supervisor in providing clarification to inquiries related hearing and recommends appropriate action for resolution.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Considerable experience using a revenue management system such as Tax/Water Management and Collection Systems (TMACS/WMACS).
- Considerable experience with reconciling daily posted payments.
- Considerable experience with tax/utility calculations and adjustments.
- Considerable experience providing frontline customer service to members of the public, City staff, Council, officials and external organizations in person, by telephone and in writing.
- Considerable experience and proficiency in using a variety of computer software packages including MS Office Suite (e.g. Word, Excel), Adobe/Adobe Pro and email.
You must also have:
- Considerable knowledge of municipal taxation and property assessment legislation, policies and practices, City By-Laws, provincial legislation, regulations relating to the Municipal Act, the Assessment Act, Municipal Freedom of Information and Protection of Privacy Act, etc.
- Excellent analytical, conflict resolution and problem-solving skills.
- Strong mathematical skills with the ability to perform accurate, complex and detailed computations and calculations.
- Ability to communicate effectively both orally and in writing and establish good working relationships with clients/customers.
- Excellent organizational skills with the ability to organize and prioritize multiple tasks.
- Excellent interpersonal skills with the ability to work co-operatively with others as part of a team.
- Ability to work independently with minimum supervision and to set priorities, plan and execute tasks.
- Ability to exercise independent judgement and discretion in dealing with confidential operational matters and management staff.
- Ability to multitask and perform at a high level under pressure, especially when managing conflicting deadlines (ie. Property Tax Program)
- Ability to work within a fast-paced team environment.
- Ability to perform complex detailed computations and calculations.
- Ability to create and format reports and correspondence.
- Ability to write in a clear and concise manner.
- Excellent keyboarding (35 wpm), data entry and proofreading skills with emphasis on volume and accuracy.
