Job Summary:
To design, implement and maintain integrated security systems across City facilities, ensuring alignment with corporate policies, operational needs and compliance standards and to develop long-term security strategies, integrating emerging technologies, and leading large-scale projects to enhance security infrastructure. across all City facilities.
Reporting to the Security Systems Supervisor, the Security System Technician will provide overall security services to City owned and/or operated properties through the maintenance of various security systems and respond to routine and emergency security system failures while maintaining the utmost confidentiality at all times.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Designing complex, integrated security systems that combine access control, CCTV, intrusion detection and intercom systems across diverse City facilities considering specific security needs, technological compatibility and scalability.
- Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Creating long-term strategies for security infrastructure including leading efforts to upgrade or replace aging systems and integrating emerging technologies requiring comprehensive knowledge of multiple security domains.
- Responsible for working with various City divisions to ensure that security systems align with corporate policies and operational goals including leading large-scale projects, supervising testing and installing teams, and collaborating with external contractors on system enhancements and optimizations.
- Performs installations of access control systems, CCTV, intrusion systems and intercom systems.
- Controls how and when staff move throughout City facilities by accessing the control programming interface.
- Investigates and diagnoses corrective and preventative maintenance work by accessing the City's incident reporting application.
- Monitor system data to identify potential security threats and recommending preventative measures including setting up automated monitoring and analytics for incident trends and developing proactive responses based on observed patterns.
- Reads and interprets blueprints, diagrams, schematics and specifications.
- Creates schematic drawings for new security installs.
- Advanced problem-solving skills to tackle unique, complex system failures that require innovative approaches, custom solutions or modifications to standard setups to enhance operational effectiveness.
- Mounts panels, field devices and power supplies as required.
- Performs yearly preventative maintenance checks all access control system and CCTV components.
- Design a strategy for minimizing operational disruptions during repairs, such as scheduling work during off-peak hours, coordinating with building management, or using interim security measures. This approach balances technical needs with operational concerns, addressing common sources of resistance.
- Creates maintenance reports and suggestions for corrective measures.
- Performs system testing as required.
- Conducts electronic physical security audits of premises and systems, identifies and quantifies shortcomings and makes recommendations.
- Interpreting and implementing security-related legislation and City policies across all City facilities including advising on compliance with standards such as the Ontario Occupational Health and Safety Act or other relevant regulations.
- Promotes services provided by the Unit throughout the corporation that contribute positively to the results of the Unit, Division and Corporate vision.
- Maintains up to date knowledge of various security system products.
- Design and deliver training for system testers or facility staff, focusing on security system use, emergency procedures and troubleshooting.
- Lead efforts to resolve security system outages with a focus on minimizing impact to building operations. This includes swift troubleshooting, clear communication with affected staff, and strategic planning to prioritize repairs while addressing stakeholder frustrations professionally.
- Implement service recovery protocols that address stakeholder needs during prolonged outages or critical repairs. These protocols should include temporary solutions, frequent progress updates to stakeholders, and procedures for safely managing access during disruptions.
- Handle escalated cases where resistance from building staff may affect the security system’s operation. Use diplomacy and conflict resolution skills to ensure system requirements are met while acknowledging and addressing staff concerns to find mutually acceptable solutions.
- Pioneer the integration of advanced technologies (e.g., AI-based surveillance, IoT devices, real-time analytics) to enhance traditional security systems. This responsibility includes evaluating and implementing these technologies, which improve system intelligence, reduce response times, and address complex security challenges in novel ways.
- Provide prioritized support and regular check-ins on security systems within councillors' constituency offices. Ensure systems are operational, addressing any technical issues that may arise, and maintaining a secure environment for both staff and the public.
- Serve as a point of contact for City councillors and their office staff, addressing specific security system needs and troubleshooting issues. This includes timely responses to service requests and coordinating with division staff to maintain security system functionality across City facilities.
- Partner with division staff to address and resolve complex security system issues in high-traffic or sensitive areas, ensuring minimal disruption to daily operations. This collaboration ensures that system repairs and upgrades meet the needs of all stakeholders involved.
- Travels to various locations throughout the City of Toronto.
Key Qualifications:

- Considerable experience performing security system installations and corrective maintenance at commercial and industrial properties within the Electronic Security System industry.
- Education, training and/or certification in a discipline pertinent to the job function, or the equivalent combination of education and industry related experience.
- Must possess and be able to maintain a valid Province of Ontario, Class "G" Driver's License and qualify to obtain and maintain a City Driver's Permit.
- Considerable experiencing installing, programing and troubleshooting large scale IP based access control and CCTV systems such as C-Cure, Milestone, DSC, Commend, etc.
- Strong knowledge of computer networking, including IP Addresses, Subnets, Multicast audio/video, etc.
- Knowledge of electronic test equipment such as AC/DC digital multimeters, AC line tester/monitors, AF generators, battery testers, event recorders, and ground-loop recorders.
- Ability to operate and maintain computerized state of the art security equipment.
- Ability to prepare and maintain clear, concise, and legible work order reports, detailed records and correspondence using a computer and a variety of software applications including Microsoft Office Suite, mainframe systems, databases, etc.
- Ability to follow security standards, work plans, and policies and procedures.
- Highly developed interpersonal and customer service skills, including problem solving, decision making and communication skills with the ability to respond to staff and the public in a courteous and effective manner.
- Ability to work with minimum supervision and to set priorities, plan and execute tasks, meet designated deadlines, often within time restraints and exercise discretion.
- Ability to report to various work sites to carry out security systems related duties.
- Comprehensive knowledge of common security policies and various related Acts, Codes, and legislation including the Fire Code, Human Rights Code, WHMIS, etc. that apply to this work.
- Knowledge in applying the Occupational Health & Safety Act, including confined space entry, ladder safety and other safety procedures and regulations applicable to the above work.
- Familiar with City of Toronto, including location of streets, property locations, etc.
- Ability to maintain vehicles and equipment in a clean, tidy and safe condition.
- Must be physically capable of performing the required duties in all weather conditions including the ability to lift, work at heights, in confined spaces and the ability to climb ladders, lifts and/or scaffolding.
- Ability to work rotating shifts, weekends and holidays.
- Ability to provide and pass a Criminal Record Check with Judicial Matters to the satisfaction of Corporate Security.
- Familiarity with managing budgets or financial resources related to security system projects, including tracking expenditures, forecasting costs, and ensuring alignment with approved budget limitations.
- Familiarity with emerging technologies in the security domain, such as AI-based surveillance, IoT devices, and real-time analytics, with the ability to evaluate, implement, and integrate these technologies into existing systems.
- Demonstrated experience in developing and delivering training programs for technical staff and end users, including creating instructional materials, conducting hands-on sessions, and assessing training effectiveness.
