The Strategic Enterprise Integration and Modernization (SEIM) Division within the City of Toronto provides business transformation and modernization across Finance and Treasury Service Area.

 

In this temporary role, reporting to the Senior Project Manager, the Senior Business and Systems Analyst (Sr. B&SA) will provide senior-level systems and software expertise for complex, multi-year, multi-divisional initiatives within the Financial Planning Division. The primary responsibility will be the Budget Tool Revitalization (BTR) project, which will replace the City of Toronto’s current financial planning systems with Anaplan, a unified cloud-based solution, to modernize and streamline budget processes.

 

The Senior Business and Systems Analyst will play a key role on large, complex initiatives, bringing business analysis expertise and best practices to drive results. The role will work and collaborate with project staff, City divisions and agencies, vendors, and consultants to gather requirements, design and test integrated technology and policy solutions, and mentor Business Analysts on the Budget Tool Revitalization (BTR) project. This Sr. B&SA will ensure consistent standards, quality deliverables, and the successful modernization of the City’s financial planning systems.

 

Major Responsibilities:

 

The Senior Business and Systems Analyst (Sr. B&SA) will lead the implementation of the Anaplan solution. This role supports the City of Toronto’s financial planning projects and enterprise modernization initiatives. The Sr. BS&A will translate complex business requirements into actionable system solutions that deliver measurable results. The role applies industry-standard practices, including BABOK methodology and BPMN 2.0 standards to ensure efficient data-driven decisions and alignment across stakeholders

  • Apply best practices to elicit, document, and validate business processes, financial planning workflows and system requirements in support of Anaplan implementations.
  • Conduct detailed analysis of budgeting, forecasting, and financial planning processes to identify inefficiencies, bottlenecks, and opportunities for automation and optimization within Anaplan.
  • Gather, document, and translate business requirements from the Financial Planning division, City divisions, agencies, and other stakeholders into functional specifications. Ensure alignment with organizational objectives and Anaplan system capabilities.
  • Develop detailed process models, industry-standard flow diagrams, and use cases to support system design, transformation initiatives, and stakeholder alignment.
  • Lead data mapping, validation, migration and reconciliation efforts between legacy financial systems and Anaplan, ensuring data integrity, consistency, and readiness for adoption.
  • Maintain a comprehensive Data Dictionary defining key financial planning elements, integration logic, BI reports, dashboards, formats, screens /UI, transformation logic, validation rules, and ownership to support Anaplan reporting and integration.
  • Collaborate with IT teams, architects, Anaplan model builders, and external vendors to ensure solutions meet business needs, support scalability, and adhere to best practices in financial planning systems.
  • Support solution testing, including test case creation, execution, defect identification, and resolution, ensuring the Anaplan system functions according to documented requirements.
  • Develop business cases, provide inputs for project charters, design documents, user guides, and training materials to facilitate successful adoption and maximize ROI from the Anaplan platform.
  • Act as a change agent within finance teams, driving adoption of Anaplan tools, new processes, and best practices; provide training, walkthroughs, and ongoing support during and after implementation.
  • Coach and guide business analysts and team members to strengthen skills, ensure best practices, and drive project success.
  • Conduct financial analysis and define key performance indicators (KPIs) to measure planning effectiveness, model performance, and efficiency improvements.
  • Participate in inter-divisional working groups, committees, and external stakeholder engagements to ensure financial planning initiatives are aligned with organizational goals, City policies and business analysis principles.
  • Conduct research into assigned areas, ensuring consideration of developments in the field, corporate policies and practices, applicable legislation, and initiatives by other levels of the government. Use insights to inform process improvements and system designs.
  • Prepare visual presentations, reports, and executive briefings to communicate insights, recommendations, and progress to leadership.
  • Collaborate on and support end-to-end software implementation planning, ensuring thorough documentation of decisions, project artifacts, and business deliverables

 

 

Key Qualifications:

 

 

  1. Post-secondary education in Computer Science, Finance, Business Administration, or a related discipline, and/or extensive experience delivering large-scale IT projects, or an equivalent combination of education and relevant experience.

 

  1. Extensive experience modeling business processes using BPMN 2.0, creating standardized diagrams that clearly define current-state and future-state process workflows, identify gaps, and support process automation and system implementation.

 

  1. Experience in leading or supporting Anaplan implementations, including the design of workflows, development of data models, system integrations, data migration, analytics, disclosure reporting, and automation of budgeting processes for financial planning.

 

  1. Demonstrated expertise in eliciting, documenting, and translating detailed business requirements particularly in financial planning and management processes into system-specific functional specifications.

 

  1. Strong facilitation skills with extensive experience leading business workshops to document current state (“AS-IS”) process, define future-state processes, identify pain points, and deliver measurable cost savings through process improvements and benefits realization.

 

  1. Proven experience as a lead contributor to enterprise transformation and modernization projects ideally within the public sector environment.

 

  1. Ability to work effectively as a core member of multidisciplinary project teams (internal and external resources), demonstrating independence, collaboration, and strong interpersonal skills.

 

  1. Skilled in preparing, organizing, and presenting business cases, proposals, solutions, budgets, and other formal documentation to diverse audiences, including senior management, stakeholders, clients, and elected staff.

 

  1. Strategic analytical thinker capable of developing and executing plans that align with organizational objectives and drive measurable outcomes.

 

  1. Exceptional communication, stakeholder engagement, and relationship management skills to influence and collaborate effectively in complex, multi-stakeholder environments, including elected officials, senior management, City staff, and other orders of government.

 

  1. Strong critical judgment, adaptability, and problem-solving skills to design creative solutions for complex operational, policy, and evaluation challenges while supporting innovation and change management initiatives.

 

  1. Highly organized with the ability to prioritize, manage, and deliver multiple project assignments both independently and collaboratively.

 

  1. Certified Business Analysis Professional (CBAP) certification and Certified Anaplan Model Builder certification is considered an asset.

 

  1. Knowledge of government legislation, particularly in occupational health and safety, and a commitment to advancing equity, diversity, and respectful workplace values within the Toronto Public Service.
