Job Summary
Reporting to the Manager Information Services on the Business & Technology Transformation unit, the Senior Business & Systems Analyst will manage projects and provide senior level enterprise system expertise and application support for Parks, Forestry & Recreation (PF&R) Division.
Central to this role is the Enterprise Work Management System (EWMS) implementation and sustainment of IBM Maximo. Working on both the EWMS program team and IBM Maximo Implementation team you will provide specialized IBM Maximo functional and technical solution support and integration support for IBM Maximo Asset Management, Spatial Asset Management, and Maximo integrations to other enterprise systems in the City, including SAP, 311 Salesforce, ESRI ArcGIS, as well as various other divisional data sources.
Major Responsibilities:
- System Implementation and Sustainment
- Proficient in IBM Maximo, ensuring integration with other systems like SAP and Esri GIS.
- Sustains and optimizes Maximo, addressing system issues, performing updates, and implementing best practices.
- Maintains, supports, and enhances various functional aspects of the system landscape, including troubleshooting daily issues, analyzing application problems, performing fit-gap analysis, and configuring systems.
- Maintain business and technical knowledge of enterprise systems and related mobile applications for current and upcoming technological advancements.
- Researches, evaluates and implements enterprise software products.
- Develops innovative approaches to enhance system functionality and automate processes.
- Project Management & Leadership
- Leads project teams through all stages, ensuring effective teamwork and adherence to corporate standards.
- Takes responsibility for project aspects, including charter, plan, budget, risk management, and quality practices.
- Develops and implements detailed project documentation and plans, performs system analysis activities, participates in the research and testing, provides contingencies, recommends resources, and establishes priorities
- Conducts research into assigned areas, ensuring that research takes into account developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government
- Manage small to mid-size strategic initiatives and projects, including leading or co-leading inter-Divisional workgroups, providing work direction to team members, and assessing progress against the plan.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Provides leadership, innovation, expert consultation, and documentation in support of all stages (Concept, Definition, Planning, and Execution) of a project or initiative.
- Prepares formal contractual documents and reports for senior management.
- Business Process Analysis & Improvement
- Provides expertise in documenting and eliciting detailed business requirements, as well as translating them into system-specific contexts, particularly in relation to specific modules and associated mobile applications.
- Develops and implements detailed plans, and recommends policies and procedures to address program-specific requirements.
- Identifies and analyzes business processes, proposing technical solutions and conducting feasibility studies.
- Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ technologies and/or process redesign to effectively deliver City services.
- Collaborates effectively with cross-functional teams, end-users, and management.
- Liaises with Corporate IT, external resources, and software vendors regarding technical issues.
- Organizes, participates, and conducts proof-of-concept initiatives and feasibility studies with client stakeholders that will assist in the determination of adopting new innovative technologies and processes to derive more efficient service delivery to support City programs and initiatives.
- Chairs sub-committees to identify support needs and contribute to the creation of unit work plans.
- Prepares reports to senior management supporting recommendations on changes in technology solutions, business methods, and business processes to aid in decision-making.
Key Qualifications
- Post-secondary education in Computer Science or a related discipline, with extensive experience in application administration, development, and sustainment of large-scale integrated technology applications, or an approved equivalent combination of education and/or experience.
- Experience in implementing and supporting the IBM Maximo system (specifically IBM Maximo Work Management, Asset Management, and Spatial Work Management) with on-premises and/or cloud-based business platforms, using modern integration technology including APIs, REST, JSON and IBM Maximo Integration Framework.
- Extensive Experience working as a Maximo functional consultant (asset and work management) to liaise with customers and the technology team, leading requirement gathering and validation, as well as driving functional design workshops.
- Extensive experience as a Technology Services Lead on large-scale information technology systems, including system development life cycle, rapid application development methodology, enterprise architecture planning approach and in-process review facilitation.
- Experience in functional and technical areas of IBM Maximo with solution development skills. This includes BIRT report development and performing Fit-Gap analysis.
- Effective teamwork, facilitation, communication, conflict resolution and problem-solving skills, including incident management in projects, assignments and service agreements with an aptitude to work independently and collaboratively with others in a multidisciplinary team.
- Experience in a government/public sector setting with geospatial or enterprise work management system projects is an asset.
- Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery.
- Ability to develop project plans, projections and cost/benefit analysis of proposed solutions.
- Ability to develop, maintain and execute both test plans and disaster recovery plans.
- Ability to work flexible hours, including days, afternoons, nights and weekends, as required.
- Ability to be on call for support of production systems, as required.
- Ability to travel across various office locations within the City of Toronto, as required.
