Job Summary:

The Municipal Licensing and Standards Division (MLS) supports the City of Toronto by contributing to the safety, vibrancy and maintenance of communities by being a leader in the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services. MLS has led major bylaw reviews and introduced new regulatory regimes over the past few years including Private Transportation Companies (Uber/Lyft), Short-Term Rentals, RentSafeTO Apartment Building Standards, and many more. In this role, you will focus on digital business transformation initiatives to effect change through a customer experience-centred approach. You’ll help develop and/or implement effective, innovative solutions to meet divisional and client needs in the areas of technology-led modernization and change management.


The Senior Business Analyst will support business transformation projects with strong business requirements and ensure that the current and future processes are documented, analyzed, and communicated. In addition, the Senior Business Analyst will assist with ensuring that system enhancements follow good change management practices.


Major Responsibilities
:

  • Develops and implements detailed plans and policies/process by understanding business goals and translating them into system requirements that define project scope and specifications.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Documents and analyzes business processes, system requirements, functional capabilities, capability gaps, costs and benefits, conducts data and process flow analysis, and business process modeling.
  • Serves as a liaison between Operations and IT to assist or gather business requirements needed for system modifications, enhancement, and implementations.
  • Prepares or contributes to technology solutions, including product visions, use case models and supplementary specifications including screen and report mock-ups, business rules, human centric focus of designs, personas, etc to ensure the solutions meet business needs.
  • Develops test strategies, test plans and scripts, test cases, requirements matrix and testing progress reports and executes and documents tests of technology solutions and business processes and validation of the division's business management system(s) enhancements, web pages and applications to support the implementation of processes and procedural changes.
  • Develops and prepares management information reports and conducts analyses using the division's performance management information system.
  • Contributes to the division's case management systems by identifying, mapping and documenting business processes.
  • Evaluates and makes recommendations on the effectiveness of the division's business management system(s) web technologies or methods for delivering information and services, and the usability and standards compliance of information products and user interface screens.
  • Identifies service issues and gaps, recommends, and supports continuous improvement.
  • Prepares business cases, project charters and project plans to support transformational and enhancements projects.
  • Prepares reports to senior management, supporting recommendations on changes in technology solutions, business methods and business processes including, but not limited to, appropriate staffing levels and resource allocation; project documentation; managing project scope; adjusting schedules when necessary; determining daily priorities; ensuring efficient and on-time delivery of project tasks and milestones; following proper escalation paths; and managing customer and supplier relationships, etc.
  • Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
  • Designs and administers statistical and/or quantitative financial models in support of policy, process analysis and improvements.
  • Provides consultations, presents, and facilitates requirement sessions with senior management and large groups of stakeholders on multi-million-dollar projects.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations. Manages the Division's Information Technology capital budget.
  • Initiates, coordinates, reviews and evaluates divisional and unit statistics including performance measurements, Key Performance Indicators, business intelligence.
  • Guides and leads small project teams and subject matter experts in the development of business and system requirements, test plans and cases and during execution of user acceptance testing.
  • Leads or assists with the development of business cases, project proposals, plans, schedules and work breakdown structures, implementation and operational transition plans.
  • Provides analytical support to confirm accuracy, veracity and validity of statistical data and test results.
  • Monitors and reports on trends, highlighting potential sensitive or high risk related trends to senior management.


Key Qualifications:

  1. Post-secondary education in Business Analysis, Computer Science, Project Management or an approved equivalent combination of education and/or related experience.
  2. Considerable business and systems analysis experience across small to large-scale projects, delivering solutions through web, phone, digital imaging (back office), and case management platforms.
  3. Considerable experience in Agile/Scrum software delivery model.
  4. Considerable experience in data analysis and interpretation, business intelligence and reporting tools, and software system implementations such as Salesforce, digitization and document management systems, case management systems, etc.
  5. Experience in workflow and data modeling using spreadsheet and diagraming tools and applications.
  6. Excellent oral communication, writing, presentation, and interpersonal skills, to solicit requirements, provide troubleshooting support, prepare technical documentation and reports on issues, risks and solutions to all levels of staff, management councillors, the public and external stakeholders.
  7. Highly developed facilitation, problem-solving, and conflict resolution skills.
  8. Excellent organizational, prioritization and multi-tasking skills to manage a workload with competing demands and deadlines.
  9. Ability to use and knowledge of JIRA, Confluence, HP ALM, SharePoint, MS Office, Visio, Wireframe Tools.
  10. Ability to support change management initiatives and apply change management principles and practices.
  11. Excellent customer service skills with the ability to deal effectively with all levels of staff, councillors, external stakeholders and the public. 
  12. Ability to work as a team member, demonstrating leadership and organizational capabilities.

  14. Knowledge of Municipal Freedom of Information & Protection of Privacy Act (MFIPPA).
  15. Familiarity with government legislation in the area of Occupational Health & Safety.
