We are looking for a Senior Consultant, Employee Transactional Services (Projects & Operational Excellence). This role is dedicated to advancing Employee Transactional Services (ETS) operational excellence, leading process enhancements, aligning models, and supporting the unit’s long-term vision and strategy
This is not a traditional HR operations role. It is a project-driven, high-impact opportunity for a seasoned HR professional who thrives in ambiguity, sees inefficiencies as opportunities, and is motivated to improve how things work, end-to-end—while ensuring consistent, high-quality HR service delivery.
What you’ll do
In this role, you will operate as a strategic project lead within ETS, owning initiatives from concept through to implementation. You’ll work across People & Equity and with partners such as Talent Acquisition, Pension, Payroll & Employee Benefits, Legal Services, and operational leaders to design and deliver more efficient, client focussed HR processes and ways of working.
You will also play a key leadership role in guiding project teams, ensuring projects are completed on schedule and delivered in accordance with collective agreements, legislative requirements, and best practices.
The Senior Consultant promotes innovation and continuous improvement, and ensuring team members are equipped to deliver high-quality, client-focused service aligned with organizational standards.
In particular as a Senior Consultant, Employee Transactional Services (Projects & Operational Excellence) your work will span:
Project Delivery & Change Management
Leads the development and execution of detailed project plans that support program-specific requirements, ensuring initiatives are delivered on time, within scope, and aligned to service expectations. Oversees the planning, coordination, and delivery of change management strategies to support adoption and long term sustainability. Monitors project progress and outcomes, evaluating effectiveness and identifying opportunities for improvement or course correction. Contributes to financial planning by providing input into budgets and ensuring delivery within approved constraints. Provides recommendations to support effective service delivery and operational planning, ensuring consistent, high-quality outcomes.
Leadership & Cross-Functional Collaboration
Provides leadership across cross-functional teams by fostering collaboration, promoting accountability, and encouraging high-performance outcomes. Engages with stakeholders, partners, and colleagues across the organization to ensure alignment, accuracy, and consistency of processes and procedures. Partners closely with Payroll, Legal Services, and other HR functions to support the delivery, implementation, and resolution of human resources matters. Participates actively as a member of the management team, contributing to goal setting, issue resolution, and proactive problem solving.
Continuous Improvement & Transformation
Drives continuous improvement by developing, recommending, and implementing best practices, process enhancements, and change management strategies that improve efficiency, effectiveness, and service quality. Evaluates and redesigns business processes to streamline workflows, eliminate redundancies, and reduce low-value manual transactions. Leverages data analysis of service and transaction metrics to inform decision-making, support reporting, and identify performance improvement opportunities. Researches and implements technological solutions that enable automation and integrate with existing HRIS systems, enhancing overall operational capability and efficiency.
Research, Innovation & Strategic Contribution
Conducts research into assigned areas, incorporating industry developments, legislative requirements, corporate policies, and practices across other levels of government. Uses insights to inform recommendations, support innovation, and enhance program delivery. Contributes to the evolution of People & Equity (P&E) programs through ongoing enhancements and improvements. Provides strategic input to support long-term service delivery planning and operational effectiveness within ETS.
Training & Capability Development
Develops and recommends training programs and continuous learning opportunities that enhance team capability and support the effective adoption of new processes and technologies. Ensures the successful implementation of redesigned processes through structured training and knowledge transfer.

What you bring to the role
- Post-secondary degree in Human Resources, Business Administration, or a related field or an equivalent combination of education and experience
- Considerable experience in an HR generalist role or specialized experience in one or more of the following areas: HR operations, Organizational Development, HR strategy and project management.
- Considerable experience leading HR projects end-to-end, including planning, execution, stakeholder engagement, and implementation
- Proven ability to research, analyze, and translate data, legislation, collective agreements, and HR practices into operational policies and procedures
- Highly developed analytical and problem-solving skills, with a track record of improving processes and service delivery
- Strong leadership and people management skills, including coaching, performance management, and fostering high-performing teams
- Exceptional interpersonal, consulting, and communication skills, with the ability to build trust and influence at all levels, including senior leadership
- Ability to manage multiple priorities in a complex, fast-paced, and high-volume environment
- Experience working with HRIS systems and data tools (advanced Excel required; SAP/SuccessFactors considered an asset)
- Experience or exposure to payroll and/or benefits operations is an asset
- CHRL designation is an asset
