Reporting to the Manager, LMS & Learning, the Senior Consultant will play a key role in designing and executing an enterprise-wide learning strategy and approach, curating learning content and providing strategic guidance, insight development and direction on a variety of client engagements and projects. This position requires a strategic thinker with strong project management skills, expertise in learning, design and development.  In this role, you will have a unique opportunity to shape the future of learning within our organization, elevate our learning culture and drive impactful results.

 

What will you do?

  • Support the design, facilitation, and execution of learning processes, ensuring alignment with organizational goals and workforce planning needs.
  • Lead the design and delivery of innovative learning initiatives that align with the City’s organizational priorities.
  • Partner with key stakeholders to assess organizational needs and recommend tailored learning interventions. 
  • Provide expertise in instructional design, adult learning principles, and blended learning approaches to clients.
  • Review, update and implement effective evaluation methods to assess the impact of learning programs and adjust them as needed for continuous improvement.
  • Manage complex learning initiatives from inception to completion, including developing recommendations, implementing solutions, and ensuring quality in service delivery and alignment with business priorities.
  • Design and lead engaging workshops and sessions for stakeholders and teams, fostering engagement, collaboration, and actionable outcomes.
  • Support organizational change initiatives by developing learning solutions that build employee capabilities and support business transformation efforts.
  • Champion a service-oriented approach to all aspects of work ensuring initiatives and programs meet client expectations and internal People & Equity partners are set up for success.
  • Drive success through high-quality program management planning including but not limited to the creation of communication plans, tailored leader and employee tools and resources, and clear program rollout packages.
  • Partner and consult with leaders within the Community of Practice.
  • Stay current on learning and development best practices and trends.
  • Lead various special projects related to the evolution and elevation of talent programs.
  • Build relationships across the organization to understand business needs, pain points, and practical solutions as it relates to talent and leadership.
  • Collect and analyze data: track and report on key performance indicators to ensure continuous improvement and effective outcomes.
  • Demonstrate an understanding of and commitment to the Toronto Public Service mission and values. Act professionally and ethically at all times and demonstrate political impartiality.

What do you need to succeed?

  1. Post-secondary education in a relevant discipline (Human Resources, Organizational Development, Adult Education, Business Administration) or an equivalent combination of education and experience in a related field.
  2. Extensive experience in learning and development, talent management, leadership development, or a related field.
  3. Experience with Learning Management Systems (LMS) and digital learning technologies.
  4. Strong project management skills with a track record of successfully managing multiple, complex initiatives.
  5. Exceptional communication and facilitation skills with the ability to engage diverse audiences.
  6. Ability to ask good questions, listen well, and communicate concisely.
  7. Ability to build strong relationships and influence stakeholders at all levels.
  8. Strong presentation and design skills: ability to take complex information and distill it into a logical, clear, and engaging format.
  9. Certification in adult education, professional designation (e.g., Certified Training and Development Professional (CTDP), Certified Human Resources Professional (CHRP)) is an asset.
