We are seeking a highly skilled and forward-thinking Senior Consultant – LMS & Learning to join our team and drive initiatives that strengthen organizational effectiveness, employee experience, and culture across the City. In this role, you’ll be a trusted partner to senior leaders and HR colleagues, helping to shape how we lead, engage, and grow our people.


The ideal candidate will possess deep expertise in talent platforms, content curation, and data-driven reporting to drive engagement, alignment, and capability-building across the organization.

What will you do?

Reporting to the Manager, LMS & Learning, you will:

LMS Administration, Security & Governance (60%)

  • Lead full administration of the LMS and talent systems, including configuration, upgrades, performance cycles, and content curation.
  • Manage system security, access controls, workflows, and data integrity in compliance with internal and external standards.
  • Collaborate with IT, Privacy, and Information & Security teams to uphold governance, ensure compliance, and drive automation.
  • Oversee support operations, training for divisional LMS administrators, and continuous system optimization.
  • Oversee content library integration, catalog maintenance, and learning paths, ensuring alignment with organizational learning strategies.
  • Partner with TEAM Central (the City’s staff support centre) to provide oversight on Tier 1 and Tier 2 support requests, ensuring resolution, regular check-ins to review ticket trends, root causes, and implement process improvements.
  • Manage Divisional System Administrators community of practice and develop training and resources to support their work.
  • Assist in monitoring system performance on a continuing basis, assess requirements and make recommendations for such procedural changes, as may be required to improve efficiency and performance.


Project Management, Change Management & Strategy (20%)

  • Oversee complex system projects from planning through execution, ensuring solutions are well-aligned with business objectives and delivered with excellence.
  • Support change initiatives by delivering solutions that enhance employee skills and drive business transformation.
  • Conducts testing and implementation of design concepts to meet functional requirements including User Acceptance Testing (UAT).
  • Design and lead engaging workshops and sessions for stakeholders and teams, fostering engagement, collaboration, and actionable outcomes.
  • Identify risks, develop mitigation plans, and document lessons learned post-implementation.
  • Implement and support strategies for content curation, including leveraging external providers and internal resources.
  • Ensure curated learning content quality, relevance, and accessibility across organization.
  • Review, update and implement effective evaluation methods to assess the impact of curated learning content offerings and adjust as needed for continuous improvement.
  • Maintain expertise in L&D trends, talent systems, and LMS advancements to inform strategy and innovation.
  • Manage vendor contracts and vendor relationships.


Data Analytics (15%)

  • Develop and maintain dashboards and recurring reports to track learning completions, system utilization, compliance, content effectiveness, and talent performance metrics.
  • Analyze user behavior and system data to derive insights, influence decisions, and inform future strategy.
  • Present findings and actionable recommendations to leadership and business stakeholders.
  • Maintain up-to-date knowledge of technical developments, as they pertain to the area of specialization, including: applicable legislation, industry standards and procedures, regulations and techniques.
  • Partner with data stakeholders teams to enhance data translation, streamline integrations, and align reporting capabilities with organizational goals.
  • Collaborate cross-functionally to improve system interoperability and data flow between platforms, supporting enterprise-wide analytics initiatives.


eLearning Development Design & Development (5%)

  • Apply instructional design principles to develop engaging, learner-focused content.
  • Contribute to the development of blended learning solutions and curriculum mapping.
  • Support creation and maintenance of eLearning modules using authoring tools (e.g., Articulate, Rise, Captivate).


What do you need to succeed?

  • Bachelor’s degree in Human Resources, Organizational Development, Adult Education, Instructional Design, Business Administration, or a related field;
  • Practical experience in learning and development, talent management, leadership development, or a related field.
  • 7+ years of experience administering Learning Management Systems (LMS) and digital learning technologies (e.g. CornerStone On Demand, SuccessFactors)
  • Proficiency in eLearning authoring tools, accessibility and LMS standards (SCORM, online learning modules, interactive simulations, and assessments packaged as SCORM files).
  • Proficiency in reporting and data analysis.
  • Strong project management skills with a track record of successfully managing multiple, complex initiatives.
  • Exceptional communication and facilitation skills with the ability to engage diverse audiences.
  • Ability to ask good questions, listen well, and communicate concisely.
  • Ability to build strong relationships and influence stakeholders at all levels.
  • Strong presentation and design skills: ability to take complex information and distill it into a logical, clear, and engaging format.
  • Certification in adult education, professional designation (e.g., Certified Training and Development Professional (CTDP), Certified Human Resources Professional (CHRP)) is a plus.
