We're looking for a Senior Consultant, Talent Management to join our team and drive initiatives that strengthen organizational effectiveness, employee experience, and culture across the City. In this role, you’ll be a trusted partner to senior leaders and HR colleagues, helping to shape how we lead, engage, and grow our people.
What will you do?
Reporting to the Manager, Performance, Engagement and Recognition, you will:
- Lead and implement organizational development (OD) programs related to Performance, Engagement, and Recognition, as well as other HR projects. Develop supporting materials such as project plans, communications, and training resources.
- Lead the annual performance review cycle. Develop and manage timelines, tools, and communications for performance reviews. Partner with HRBPs and people managers to support calibration sessions and performance discussions. Provide training and resources to managers and employees on performance management best practices.
- Analyze performance and engagement data to identify trends, gaps, and opportunities for improvement. Generate reports and dashboards for HR and leadership teams to showcase progress and guide decision-making.
- Support performance management systems (e.g., Cornerstone on Demand (CSOD), SAP / SuccessFactors).
- Design and execute employee listening strategies (e.g., surveys, focus groups, feedback loops). Analyze employee sentiment and feedback data to inform organizational decisions.
- Collaborate with Relationship Managers and HR Business Partners to provide thought leadership and strategic organizational development support to business leaders, particularly in areas such as Performance Management, Engagement, and Recognition programs.
- Lead various special projects related to the evolution and elevation of talent programs.
- Leverage strategic partnerships with vendors and professional organizations and remain current on industry best practices.
- Champion a service-oriented approach to all aspects of work ensuring initiatives and programs meet client expectations and internal People & Equity partners are set up for success.
- Build relationships across the organization to understand business needs, pain points, and practical solutions as it relates to talent and leadership.
- Demonstrate commitment to diversity, human rights, accessibility, and equity.
- Recognize and leverage individual and team differences as sources of strength, innovation, ideas, and insights. Provide mentorship to junior team members.
- Champion the Toronto Public Service mission and City’s Employee Value Proposition across all levels of the organization.
What do you need to succeed?
- Post-secondary education in Human Resources, Organizational Development, Business Administration or a related field or the equivalent combination of education and/or related experience.
- Extensive experience in a talent management, performance management, employee engagement, organizational development or a related field.
- Strong project and program management skills with a track record of successfully managing multiple, complex initiatives.
- Considerable experience working with HR technology (e.g., Cornerstone on Demand (CSOD), SAP / SuccessFactors, Workday) to enable talent management programs.
- Strong presentation and design skills: ability to take complex HR program information and distill it into a logical, clear, and engaging format (clear and simple messages, presentations, tools, etc.)
- Strong communication and facilitation skills, with the ability to engage diverse audiences, ask insightful questions, listen actively, and communicate clearly.
- Skilled at building relationships and influencing stakeholders at all levels through active listening, thoughtful questioning, and clear, strategic communication.
- A collaborative mindset and a passion for driving culture and employee experience.
