Job Summary:

Parks and Recreation (PR) is one of the largest divisions in the City of Toronto. We are the keepers of our common grounds – the parks, recreation facilities and natural spaces where Torontonians come together to build community and play, celebrate and explore. In our role as stewards of these spaces, we contribute to the city’s social and environmental resilience by ensuring that our parks, playing fields, recreation centres, ice rinks and pools, along with trails, meadows and ravines are beautiful, safe and accessible, and that they expand and develop to meet the needs of a growing city and are filled with vibrant, active and engaged communities.
Reporting to the Manager, Research and Analytics within the Policy and Strategic
Planning Branch of PR, you will lead junior staff and foster best practices in data engineering - coding, testing and documentation.
You will work in a matrixed environment with business domain experts including data enablement and governance, data analytics and BI, program evaluation, social programs, operations, capital construction, planning, technology transformation, and public engagement.
Major Responsibilities:
Data Engineering Leadership
- AWS expertise: Implements detailed plans and utilize a wide range of AWS services to build and maintain scalable, secure and efficient data infrastructure. Key services include S3, Redshift, Kinesis, EMR, Glue, Data Zone, Lake Formation and CloudFormation.
- Data Pipeline Development: Performs data pipeline development related activities including design, implementation and maintenance of robust ETL/ELT processes using tools such as AWS Glue, DBT (Data Build Tool) and Apache Spark.
- Data Processing: Utilize Python and Apache Spark for large-scale data processing, transformation and analysis.
- Data Modeling: Design and implement efficient data models to support analytics, machine learning and reporting needs.
- Streaming Solutions: Develop and maintain both batch and real-time data streaming solutions using technologies such as AWS Kinesis.
- Data Governance: Implement and adhere to data governance policies to ensure data quality, privacy and compliance with regulations.
- Collaboration: Work closely with data scientists, analysts and other stakeholders to understand data requirements and provide tailored solutions.
- Documentation and Knowledge Sharing: Create and maintain comprehensive documentation for data processes, pipelines, and models. Share knowledge with team members and contribute to the team's overall growth.
People Leadership and Relationship Management
- Supervises, motivates and trains assigned staff regarding data engineering ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning, and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
- Fosters successful relationships and synergies with divisional staff and staff of divisional partners and agencies through consultation and mediation, participation, presentations, and verbal and written communication.
- Manages all aspects of contracts with consultants and contractors engaged in work on data engineering including preparation of contract documents, tenders, recommendation of contract award, and monitoring contractors' progress to ensure that all work is completed efficiently and effectively.
- Works with various internal and external partners, private sector collectors, disseminators and analysts to collect and analyze data on behalf of the division.
- Works with partners on developing and implementing a data engineering and pipeline development work.
- Works with private sector partners to make City data engineering methods and results available for use by third parties.
Planning, Strategy and Communication
- Participates in the process of planning and developing long range objectives of the division and in organization and management change initiatives relating to data engineering
- Develops prototypes, proof of concepts for data pipelines supporting algorithms, predictive models and custom analysis that leverage the value of available data sets.
- Plans and develops methods and procedures for building, optimizing, and maintaining scalable data pipelines, data processing workflows, and governance frameworks to ensure data quality, security, and compliance.
- Researches best practices and prepares briefing notes and technical documentation to support data architecture decisions, pipeline development standards, governance frameworks and implementation of scalable solutions.
- Provides input into and administers assigned budget ensuring that expenditures are controlled and maintained within approved budget limitations.
- Prepares correspondence, presentations and reports to City Council, Standing Committees, Councillors and public inquiries related to divisional matters.
- Develops, maintains and implements data management, deployment and use strategy for the division with a focus on employing existing data assets in new ways and leveraging novel dynamic data sources for evidence-based decision- making.
- Ensures that data engineering solutions, technical deliverables and documentation are of high technical quality and recommendations are consistent with the Division's and City's strategic plans and results are produced in a timely and efficient manner.
- Applies multi-disciplinary concepts to develop and implement innovative solutions to complex problems.
- Produces evidence-based analytical solutions to issues related to planning, programming and operations with actionable information derived from use of data assets.
Key Qualifications:
- Bachelor’s degree in Computer Science, Data Science, Information Technology, or a related field or an approved equivalent combination of education and related experience. A masters degree would be preferred.
- Extensive experience leading data engineering projects supporting data analytics, BI reporting, data science, applied research, geospatial analysis, machine learning. Experience with data mesh architecture concepts and implementation would be considered an asset.
- Extensive experience in AWS technologies, particularly in data-related services (S3, Redshift, Kinesis, EMR, Glue, etc.) with strong proficiency in Python programming, especially for data processing tasks. AWS certifications (e.g., AWS Certified Data Analytics - Specialty, AWS Certified Big Data -Specialty) would be considered an asset.
- Considerable experience leading a data engineering team supporting data analysts, BI specialists, data scientists and other data professionals using matrix management approaches and using robust code repository management, streamlined request workflows and effective ticketing systems.
- Experience with big data processing frameworks, particularly Apache Spark, and hands-on experience with ETL/ELT processes and tools like AWS Glue and DBT.
- Knowledge of other cloud platforms (e.g., Azure, GCP) for multi-cloud strategies.
- Understanding of machine learning workflows and MLOps practices
- Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management; and communicate information in a manner that is understandable to a wide range of individuals.
- Highly developed people leadership skills and ability to coach and support staff development.
- Highly developed facilitation, problem-solving, and conflict resolution skills.
- Strategic thinking skills, with the ability to develop recommendations that advance the organization and improve service to the public.
- Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiative.
- Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
- Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
