Job Description

 

Reporting to the Commander of System Performance, you will lead strategic data analytics and research initiatives focused on leveraging complex, large-scale datasets to generate actionable insights that inform divisional decision-making and policy development. You will oversee the end-to-end data lifecycle, including data collection, management, analysis, interpretation, and dissemination, while applying advanced analytical techniques, predictive modeling, and innovative data solutions to address complex operational and planning challenges.

 

Within the division, you will work collaboratively with senior leaders, cross-divisional partners, and external stakeholders to advance data-driven transformation initiatives. This includes developing and implementing data strategies, modernizing analytics environments, and integrating diverse data sources to support evidence-based decision-making. Through the application of leading-edge tools, cloud technologies, and multidisciplinary research methods, you will play a key role in enhancing service delivery, driving organizational performance, and supporting strategic priorities.

 

 

Major Responsibilities:

 

Planning, strategy and communication

  • Participates in the process of planning and developing long range objectives of the division and in organization and management change initiatives relating to data, analytics and information. (e.g. data analytics modernization roadmaps – staffing and analytics environment)
  • Develops prototypes, proofs of concepts, algorithms, predictive models, data mining and discovery and custom analysis that leverage the value of available data sets.
  • Plans and develops methods and procedures for collecting, organizing and analyzing data and interpreting results for use in decision making and applies data analytics system planning and operations, data analytics technology, data planning, data policy and data engineering.
  • Researches best practices and prepares briefing notes, technical documentation to support analysis, including positions and policies, relating to data management, analysis and dissemination for the Division.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prepares correspondence, presentations and reports to City Council, Standing Committees, Councillors and public inquiries related to divisional matters. Develops, maintains and implements data management, deployment and use strategy for the division with a focus on employing existing data assets in new ways and leveraging novel, dynamic data sources for evidence-based decision-making.
  • Ensures that data collection, management, analysis and dissemination are of high technical quality, that recommendations are consistent with the Division's and City's strategic plans and results are produced in a timely and efficient manner.

People leadership and relationship management

  • Supervises, motivates and trains assigned staff regarding data gathering, use and analytics ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Fosters successful relationships and synergies with divisional staff and staff of divisional partners and agencies through consultation and mediation, participation, presentations and verbal and written communication.
  • Manages all aspects of contracts with consultants and contractors engaged in work on data strategies and analysis including preparation of contract documents, tenders, recommendation of contract award, monitoring contractors' progress to ensure that all work is completed efficiently and effectively.
  • Works with various internal and external partners and private sector collectors, disseminators and analysts to collect and analyze data on behalf of the division.
  • Works with partners on developing and implementing a data collection, management, analysis and dissemination strategy.
  • Works with private sector partners to make City data or analysis results available for use by third parties.

 

Data analytics and research leadership

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Performs on-demand, large-scale, exploratory and targeted data research and analysis with integration and analysis tools of large datasets and applies statistical analysis and modeling for applications.
  • Uses leading-edge data analytic techniques to analyze large data sets with innovative and analytically-sound deliverables.
  • Designs, performs and interprets data-intensive applied research using varied data sources to support divisional program decisions.
  • Applies multi-disciplinary concepts to develop and implement innovative solutions to complex problems. Uses several data-intensive programming languages and statistical software packages such as: R, Python, Java, SQL, HTML, Perl, Mathematica, MATLAB, SPSS, QGIS, Tableau, Postgres, Oracle, MS SQL Server.
  • Produces evidence-based analytical solutions to issues related to planning, programming and operations with actionable information derived from use of data assets.

 

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in Statistics, Computer Science, Economics, Engineering, Mathematics or a related quantitative field or an approved equivalent combination of education and related experience.
  2. Considerable experience leading projects in data analytics, reporting, data science, applied research, machine learning or a related field.
  3. Considerable experience in manipulating, cleaning, and analyzing large datasets, as well as building data pipelines, ETL processes, and data warehousing solutions.
  4. Experience with transactional database environments such as Oracle, SQL Server, Postgres, SAP.
  5. Experience with statistical computing and object-oriented programming languages (Python, SQL, Java, etc.)
  6. Experience with large scale data processing software and cloud platforms like Azure, AWS, or GCP.

 

 

You must also have:

  • Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management; and communicate information in a manner that is understandable to a wide range of individuals.

  • Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
  • Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
  • Political acuity with knowledge/leadership in government innovation.
  • Knowledge of emergency medical services system and paramedicine is considered an asset.
