Job Summary:

Reporting to the Manager, Engineering Transit Review Unit, the Senior Engineer is responsible for planning, co-ordination, directing and performing the technical review and administrative processing of construction proposals and applications in support of Transit Programs, such as those led by Metrolinx and the Toronto Transit Commission (TTC), that impact the City of Toronto. As a Senior Engineer, you will apply expert knowledge in the design and construction of water, wastewater, and stormwater conveyance systems, providing technical guidance to ensure compliance with regulatory requirements and City standards, specifications and policies from application until completion of construction and handover. 

 

Your expertise in standard engineering principles and practices is backed by considerable experience in municipal and development engineering, enabling you to review engineering drawings, studies, reports and contracts to ensure compliance with City policies, standards and bylaws, provide detailed comments and negotiate final requirements. You will also coordinate and review comments, correspondence and sign-off from various City works departments, ensure that applicable permits and approvals are secured, as required, review permits for compliance, review municipal infrastructure-related conditions for legal agreements, and advise on land requirements associated with municipal servicing.

 

Adept at managing and delivering large, complex projects involving many stakeholders, you will lead multi-disciplinary project teams, planning, supervising and directing the work of assigned staff members, and ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning. An effective communicator, you will establish and maintain links to other City units to coordinate input and facilitate partnerships, liaise and maintain relationships with councillors, the public, consultants, government agencies, developers, contractors and other stakeholders related to assigned projects, and prepare Council reports and briefing notes on various issues.

 

This leadership role comes complete with responsibility for administering securities and financial matters related to applications, overseeing inspection and enforcement site activities, assisting the manager in reviewing divisional procedures, practices and directives, and preparing estimates to support the preparation of the budget. Overseeing and evaluating the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks will be another integral part of your role as a Senior Engineer.

 

Committed to keeping up-to-date with technological developments in the municipal engineering field, you are well prepared to represent the Division at meetings with the public, stakeholders and councillors, as a technical specialist at project, committee and organizational meetings with planners, administrators, contractors and other external service providers, and as an expert witness at hearings and in court. With continuous improvement in mind, the Division will also rely on you to conduct research on best practices, corporate policies, legislation, and initiatives by other municipalities and other levels of government.

 

 

Major Responsibilities:

  • Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure.
  • Leads multi-disciplinary project teams and supervises/directs other professional engineers and technical personnel.
  • Provides specialized design services and technical advice and expertise to support the units of the Department. Modifies established guides, devises new approaches, applies existing criteria in new manners and draws conclusions from comparative situations. Provides technical review on all development applications to ensure that they meet the Department's requirements and that there are no negative impacts on existing infrastructure.
  • Responsible for project management of ongoing or annual city wide engineering programs, special projects, engineering proposals, Capital Works Program, Best practices and other program development and new initiatives. Identifies, evaluates and provides technical expertise and recommendations for the resolution of contract issues, compliance programs, prosecutions, property, by-law, environmental and risk management issues and public safety in compliance with the city policies and by-laws. Ensures compliance within guidelines by acting as a signing authority.
  • Represents the Division/Department at meetings with public, stakeholders and councillors. Represents the Department as a technical specialist at project and organizational meetings with planners, administrators, and contractors and other external service providers as well at hearings at the Ontario Municipal Board, court proceedings and other tribunals.
  • Advises on drawings and specifications prepared by staff, contractors, consultants and co-ordinates activities of their field of supervisory personnel.
  • Secures permits and approvals as required from external agencies.
  • Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulates sound recommendations regarding such additions or alterations during design and construction phases.
  • Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations. Reviews and analyzes new technologies for utilization in existing or future service requirements.
  • Ensures the proper maintenance of all required operating records and produces or supervises the production of such operating and research reports and statements.
  • Performs site inspections and assessments of changed conditions on construction projects.
  • Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems.
  • Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.

 

 

Key Qualifications:

  1. Must be registered as a Professional Engineer (P.Eng.) and member in good standing with the Association of Professional Engineers Ontario.
  2. Extensive knowledge of engineering principles and practices associated with the design and construction of municipal linear infrastructure.
  3. Extensive experience in the review of engineering drawings for proposed municipal infrastructure and utility infrastructure, and in assessing the impact of proposed works on existing and planned municipal infrastructure.
  4. Considerable experience in preparing technical memoranda and other written correspondence.
  5. Considerable experience dealing with external project owners, utility companies, consultants, contractors and other stakeholders.
  6. Possession of, and ability to maintain, a valid Province of Ontario class "G" driver's licence and eligibility to qualify for a City driver's permit is an asset for this position.
