As a Senior Engineer you’ll provide technical expertise, and engineering input on the planning, programming and implementation of the Division's programs, projects and infrastructure. With your extensive experience and highly developed ability to plan, organize and co-ordinate large, complex projects, you’ll be part of the Basement Flooding Protection Program, advancing and improving the programming, applying engineering knowledge, as well as plan and co-ordinate City-wide assignments by ensuring technical accuracy and adequacy.
Overseeing and evaluating the work performance of internal/external capital delivery teams with respect to quality, timelines, cost and completion of required tasks will be an integral part of this senior role.
Design, Engineering and Infrastructure Planning for Water, Stormwater and Wastewater Systems
Within the Water Infrastructure Management (WIM) Unit, you will provide senior‑level engineering leadership and technical expertise in the planning, design, and delivery of Basement Flooding Protection Program (BFPP) projects, including storm and sanitary sewer systems, stormwater management facilities, water distribution and transmission systems. Your role will include advanced technical reviews of engineering studies, reports, and design drawings, as well as the review and application of City’s technical standards, design criteria, policies, bylaws, procedures, and guidelines related to infrastructure servicing and growth management. Acting as a subject matter expert on multidisciplinary teams, you will provide support for monitoring capital delivery of the BFPP projects. You will also participate in WIM infrastructure planning and capital delivery programming on BFPP initiatives.
Project and Program Management Accountabilities
Leading by example, you will manage a portfolio of complex infrastructure projects and City‑wide programs, including BFPP delivery and multi‑year capital initiatives. This will involve leading and participating in multidisciplinary project teams, including internal staff and external professional engineers, and mentoring engineering and technical personnel to ensure high standards of work quality, effective teamwork, and continuous learning. You will oversee project scope, schedules, budgets, risk management, and change control, including leading project change reviews and scope change approvals on behalf of WIM. Your responsibilities will include preparation of capital business cases, project charters, tracking project status, issues and changes, providing updates to the public, the City Council and senior leadership. You will collaborate in the preparation of capital and operating budgets, determine long‑term infrastructure investment requirements, and manage complex cost‑sharing arrangements for municipal infrastructure projects, while supporting the Manager in work planning, goal setting, and program delivery.
Driving Technical Excellence, Innovation and Continuous Improvement
Recognized for your advanced technical judgment and commitment to best practices, you will continually assess opportunities to improve service quality, efficiency, and effectiveness across WIM programs. You will monitor, investigate, and evaluate emerging technologies, work techniques, and performance standards, applying this knowledge to enhance existing practices and future infrastructure programming and delivery. This includes working closely with Capital Delivery Units and progressing the BFPP and ensuring alignment with corporate standards and regulatory requirements. You will analyze performance and quality control measures, formulate recommendations for improvement, and contribute to the evolution of engineering, project management, and asset management practices within Toronto Water.
Stakeholder Engagement, Governance and Communication
An effective communicator at all organizational levels, you will prepare and deliver briefings, presentations, technical reports, and staff reports for City senior management, City Council, Committees, and public education and communication initiatives. You will represent Toronto Water as a technical specialist in meetings with elected officials, City divisions, government agencies, consultants, developers, contractors, and members of the public. Your role will require ongoing coordination with internal stakeholders, such other WIM units, Capital Planning, Operations, Engineering and Construction Services, Transportation Services, Capital Delivery Coordination (SCCO), and external stakeholders, such as approval authorities, various Provincial and Federal agencies, consultants and contractors, to ensure alignment, accurate reporting, and effective partnerships. Through clear communication and collaborative engagement, you will help advance Council‑mandated programs, including supporting the acceleration and successful delivery of the Basement Flooding Protection Program.
Key Qualifications
Among the other strengths you bring to the role of Senior Engineer will be the following key qualifications:
- Must be registrated with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO.
- Completion of post-secondary education degree or diploma in civil and/or municipal engineering.
- Proven extensive technical experience in the planning, design, and delivery of municipal linear infrastructure, including storm and sanitary sewers, stormwater management systems, water distribution/transmission systems.
- Experience with project coordination / management, including project scheduling, cashflow tracking, risk and issues documentation, resource allocation, task tracking and team coordination and management in an engineering environment, preferably on municipal infrastructure design and construction projects.
- Highly effective written and verbal communication skills, preferably with experience in preparing and presenting technical reports, memos, briefing notes, and recommendations for a diverse group of stakeholders.
You bring extensive knowledge of legislation, including the Occupational Health and Safety Act and its regulations for construction projects, along with knowledge of City’s developing policies, by-laws, guidelines, technical design criteria and standards.
It would be an asset to have experience in water distribution system hydraulic modeling (i.e., InfoWater) and review, hydraulic/hydrologic sewer system modeling (i.e., InfoWorks), and/or Geographic Information Systems (GIS) spatial analysis.
A valid Province of Ontario Class "G" Driver's Licence, with an ability to drive to different sites in a timely manner, is also required.
