A Senior Engineer in Design and Construction/Linear Underground Infrastructure –Stormwater Management Infrastructure Unit, provides project management, construction site management, stakeholder management, technical support, coordination with internal City's divisions and external agencies. The program involves storm water management and more specifically rehabilitation of streams and other storm water management infrastructure such as outfalls, ponds and green infrastructure. The projects are generated as a result of Environmental Assessment studies, state of good repair priorities and Council directed initiatives for the purpose of mitigating and building resilience to reduce the risk of flooding, degraded water quality and extreme erosion impacts.

 

The Senior Engineer, works as part of a larger integrated delivery team which oversees, reviews, supports and carries on the study, design and construction activities work of staff and engineering consultants, while acting as the liaison with other City's divisions, external stakeholders and public as required.

 

Major Responsibilities:

  •   Develops, reviews, and implements detailed work plans, recommends policies and enforces criteria regarding program specific requirements.
  •   Leads, facilitates, or participates in internal technical working groups and stakeholder engagement including other City divisions, agencies, community and interest groups, industry members, higher educational institutions, and other levels of government to ensure appropriate involvement and feedback at all stages of green infrastructure projects.
  •   Manages assigned studies, design activities and associated permits and compliance requirements, ensuring effective teamwork and communication, following high standards of work quality
  •   Manages construction assignments including site admin and inspection, change and risk management and other construction activities
  •   Conducts investigation tasks and engineering research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  •   Maintains state-of-practice knowledge in in assigned topics, including stream rehabilitation and stormwater management  including Low Impact Development, including comparable peer cities and regulatory proposals and changes by other levels of government that may impact the City of Toronto.
  •   Asesses current practices and improves procedures and protocols in collaboration with City divisions through comprehensive knowledge of City Policies and Guidelines with respect to Capital Works and other Guidelines as it relates to stream rehabilitation and stormwater management
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Participates in the preparation of capital and operational budgets for their assignments.
  • Deals with complex cost-sharing arrangements for the construction of municipal infrastructure. Leads multi-disciplinary project teams throughout various project phases (Studies, EA, Design and Construction and Monitoring) and supervises/directs other professional engineers and technical personnel.
  • Provides specialized design and technical advice and expertise to support the units of the Department.
  • Modifies established guides, devises new approaches, applies existing criteria in new manners and draws conclusions from comparative situations.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of contract issues. Identify and obtain support for other issues like: compliance programs, prosecutions, property, by-law, environmental and risk management and public safety in compliance with the city policies and by-laws.
  • Represents the Division/Department at meetings with public, stakeholders and councillors, such as assisting the Unit Manager and Program Team to identify, address and ensure timely response to resolve ongoing and emerging issues, complaints and customer service deficiencies facing the division and its operations, and liaise with Members of Council and their staff on behalf of the Program as required.
  • Represents the Department as a specialist at project and organizational meetings with consulting companies, contractors, associations involved in design and construction work and other external service providers as well at court proceedings and other tribunals.
  • Prepares Briefing Notes, Committee and Council reports, presentations, Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and makes recommendations for award of contracts.
  • Reviews and approves where applicable, contract payments and implements quality control/quality assurance for construction.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
  • Secures permits and approvals as required from external agencies.
  • Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulates sound recommendations regarding such additions or alterations during design and construction phases.
  • Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations.
  • Reviews and analyzes new technologies for utilization in existing or future service requirements.
  • Ensures the proper maintenance of all required operating records and produces or supervises the production of such operating and research reports and statements.
  • Performs audits, site inspections and assessments of changed conditions on construction projects.
  • Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems.

 

Key Qualifications:

        1. Completion of post-secondary education degree in either civil, environmental or water resources and/or fluvial geomorphology or an equivalent combination of education and experience may be considered
        2. Extensive project management experience from inception to implementation including  planning, design and construction of stream rehabilitation projects.
        3. Considerable experience with hydrologic and hydraulic models.
        4. Considerable experience in development of standards and guidelines.
        5. Experience in construction management related to flooding and erosion mitigation or similar scope of work, including scope change management, risk mitigation and contract administration
        1. To be eligible for this position, registration with Professional Engineers Ontario(PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. licence with PEO required.
        1. Ability to exercise tact and diplomacy when dealing with senior management and political staff on sensitive issues or customer service issues and inquires related to capital works delivery in the public right-of-way in.
        2. Knowledge of Legislation related to the Occupational Health and Safety Act, Construction Lien Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act and Federal Fisheries Act.
        3. Ability to read, interpret and report on engineering plans, drawings, technical memos, reports and specifications.
        4. Ability to plan, organize and coordinate multiple interdisciplinary assignments and meet required timelines.
        5. Ability to communicate complex technical issue to a variety of audiences with a customer Services focus.
        6. Highly developed interpersonal, client service and teamwork skills.
        7. Ability to collaborate and work effectively with consultants, contractors, colleagues, elected officials, developers and other internal and external clients and stakeholders.
        8. Ability to travel to various work locations and construction sites in a timely and efficient manner, a valid Province of Ontario Class "G" Driver's License and access to a vehicle required.
