Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

- As a Senior Engineer / Senior Project Manager in Design and Construction, Water Treatment & Solid Waste Facilities Unit, Major Infrastructure Section, you'll support the Division’s capital works program by leading the delivery of major water treatment and solid waste projects at various water treatment plants, water storage and pumping station facilities, solid waste transfer stations, and closed landfill sites across the City.
- You will provide project management, stakeholder management, and engineering expertise during preliminary design, detailed design, construction and post construction phases of various large-scale, complex and multi-disciplinary capital works projects, such as: environmentally and compliance mandated projects and improvements, state of good repair major capital projects, process-enhancement and efficiency improvement projects, facility and process upgrades, and various supporting studies.
- Recognized for your ability to provide coaching, training and work direction to other project staff, you'll effectively manage, supervise or direct project team members, engineering consultants, technical personnel and contractors. You'll not only ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, but also participate in preparing capital and operational budgets related to assigned projects, administer the assigned project budgets, and control expenditures within approved budget limitations.
- An integral part of your job as a Senior Engineer / Senior Project Manager will be to engage engineering consultants by preparing Requests for Proposals (RFPs), evaluating proposals for compliance with the City's purchasing processes and managing, overseeing and reviewing the work of engineering consultants. Working in collaboration with the engineering consultant, you'll also be called upon to prepare Requests for Quotations (RFQs) and Construction Tender packages, as required, and to oversee construction.
- Full project management accountabilities
Following best project management practices, and Division guidelines and manuals, you'll manage large scale infrastructure projects - from initiation, scoping and gathering of background information, to assisting the client and manager in preparing the capital budget, through project execution and up to warranty completion. It will be your responsibility to ensure that all required permits and approvals are secured, stakeholders are identified and consulted, projects are on schedule and that expenditures are within budget and yearly cash flow estimates. This will see you leading multi-disciplinary project team staff, and mentoring other professionals and technical personnel, to meet deadlines and ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning. - You’ll prepare and assess financial forecasts, develop schedules, scope requirements and changes, develop terms of reference, fully define project deliverables, and manage, document and obtain authorization for changes. You’ll prepare and co-ordinate procurement documents, and lead the review of drawings, purchasing documents and specifications prepared by staff, contractors and consultants. You will lead and co-ordinate consultant teams and their field staff to deliver studies, and design and construction projects. You’ll ensure compliance within guidelines by acting as a signing authority, finalize contract payments, and implement quality control/quality assurance for both design and construction.
- As a Senior Engineer / Senior Project Manager, you may be required to facilitate complex cost-sharing arrangements for the construction of municipal infrastructure, negotiate and settle financial disputes and claims from contractors, consultants, vendors, other stakeholders and external parties, evaluate proposals, tenders and/or bids and make recommendations for award of contracts.
- Technical expertise, innovation, and continuous improvement
Recognized for keeping current with technological developments in the field of engineering, you will conduct research into your assigned area, ensuring that it considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Equipped with this up-to-date knowledge, you will provide specialized services and technical advice and expertise to support varied units, modifying established guides, devising new approaches, applying existing criteria in new ways, and drawing conclusions from comparative situations. The Division will also rely on you to formulate recommendations based on your analysis of continuous improvement and control measures for quality, efficiency and effectiveness of services, and your review of new technologies for utilization in existing or future service requirements. - This highly accountable role, with both leadership and hands-on responsibilities, will give you the opportunity to demonstrate your thorough understanding and knowledge of design and construction processes and management, including contract law and the Construction Act, the change management process, and claim and dispute resolution processes. Knowledge and understanding the Occupational Health and Safety Act and its Regulations for construction projects, proficiency using MS Office and the ability to learn new and custom software interfaces are also required.
- Communication and stakeholder management
An effective communicator - verbally and in writing - at all organizational levels, able to liaise effectively with a diverse group of stakeholders, including both technical and non-technical audiences, you'll also demonstrate your ability to manage their expectations as you carry out complex programs and projects in a political environment with many interdependent components and diverging interests and priorities. In addition, your writing skills will prove invaluable as you prepare technical reports, Committee and Council reports, and presentations. You're also well prepared to establish and maintain linkages to other units in the City to co-ordinate input and ensure effective partnerships.
Key Qualifications
Among the other strengths you bring to the role of Senior Engineer / Senior Project Manager will be the following key qualifications:
- Post-secondary education in Chemical Engineering, Civil Engineering, Environmental Engineering, or a related field, or the equivalent combination of education and/or experience.
- Extensive experience in project management and applying engineering principles through design and construction, with a focus on large-scale, multi-year, multi-disciplinary retrofit/rehabilitation projects, preferably within operating municipal water, wastewater, or solid waste facilities.
- Extensive experience and proven ability to build strong stakeholder relationships (including with internal clients, consultants, goverment agencies, suppliers and contractors) and manage negotiations (including construction claims management and dispute resolution).
- A valid Province of Ontario Class "G" Driver's License.
- Knowledge of legislation related to the Construction Act, Ontario Water Resources Act, Safe Drinking Water Act, Occupational Health & Safety Act, Accessibility for Ontarians with Disabilities Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act, and Conservation Act.
Note: To be eligible for the Senior Engineer role, registration with Professional Engineers Ontario (PEO), or licensing as a Professional Engineer in good standing in another Canadian province or jurisdiction with the ability to obtain a P.Eng. licence with PEO.
