The Accounting Services Division within the City of Toronto (the City) is responsible for delivering on the City's financial reporting obligations and ensuring that the City's financial transactions are accounted for in accordance with the Public Sector Accounting Standards (PSAS). 

 

The Division's Corporate Financial Reporting section is seeking a Senior Financial Analyst:  

 

Reporting to the Manager, Tangible Capital Assets, the Senior Financial Analyst (SFA) will be responsible for leading the City's tangible capital asset (TCA) reporting process. This includes preparing and monitoring the annual and ongoing work plan, serving as primary financial advisor and leader to an assigned portfolio of City divisions and the City's consolidated entities, and providing interpretations of complex capital projects and Generally Accepted Accounting Principles (GAAP), including Public Sector Accounting Standards (PSAS). 

 

This role requires significant interaction with the City's key stakeholders and in particular, you will liaise with representatives from City divisions and the City's consolidated entities to ensure proper interpretation and application of PSAS requirements and corporate accounting policies, deliver related training, and prepare accounting position papers on the City's complex accounting transactions. In addition to this, you will bring extensive experience completing analysis for tangible capital assets and performing related activities (i.e., developing TCA policy, interpreting PS 3150, and providing TCA advice to stakeholders and consolidated entities).

As a successful candidate, you are an excellent communicator who is capable of translating accounting guidance for non-finance professionals, as well as enjoys collaborating and/or interacting with a diverse mix of stakeholders, including but not limited to other divisional staff, external auditors, City Council or its sub-committees, and senior levels of government.

Among the many strengths you bring to the role of Senior Financial Analyst, Accounting Services, the following are the key qualifications of the position: 

 

  1. Canadian Chartered Professional Accountants designation with CPA Ontario or another CPA provincial body (e.g., CPA, CA, CMA, or CGA), accompanied with minimum 5 years of professional experience in a public or private sector accounting environment. 
  1. Considerable accounting, financial reporting, TCA reporting, and/or auditing experience in a public or private sector entity. 
  1. Considerable experience with municipal accounting and/or Generally Accepted Accounting Principles, including Public Sector Accounting Standards (PSAS), Canadian Auditing Standards, Provincial statutes and regulations, City by-laws, and Council directions. 
  1. Considerable experience performing financial and accounting analysis to support decision-making processes, as well as identifying and investigating unusual financial trends and transactions to evaluate the accuracy of accounting treatment decisions. 
  1. Considerable experience performing research, including report writing, data collection, and critical analysis of information from various sources. 
  1. Excellent customer service and interpersonal skills, including the ability to communicate effectively to all organizational levels. 
  1. Knowledge of financial and internal controls. 
  1. Excellent organizational and multi-tasking skills with the ability to juggle multiple priorities with competing timelines. 
  1. Proficient in Microsoft Office Suite (e.g., Word, PowerPoint, and Excel) and computer-based accounting systems (e.g., SAP and Oracle). 
  1. Demonstrates strong analytical, conflict resolution, and problem-solving skills to develop, recommend, and implement effective solutions. 
  1. Has sound judgment and the ability to address confidential, sensitive matters. 
  1. Ability to take initiative and work independently with minimum supervision and to plan, prioritize, and execute tasks. 
  1. Ability to work overtime when required.
  2. Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
