The Accounting Services Division (the Division) within the City of Toronto (the City) is responsible for the development and governance over the City’s accounting policies and general ledger, providing accounting advice, coordinating the implementation of new public sector accounting standards, performing complex accounting analysis, delivering on the City’s financial reporting and management reporting obligations, and ensuring that all transactions are accounted for in accordance with the Public Sector Accounting Standards (PSAS).
The Division is comprised of three sections: Accounting Policy and Advisory Services (APAS), Corporate Financial Reporting (CFR), and Analysis and Compliance (A&C).
The Division's CFR section is seeking a Senior Financial Analyst:
The CFR section plays a pivotal role in promoting transparent financial reporting both within the City and across its Agencies and Corporations. Throughout the year, the team prepares several external-facing reports, including the City’s consolidated financial statements, sinking funds financial statements, consolidated trust fund financial statements, the Provincial financial information return, and the annual financial report.
Beyond reporting, the CFR section supports key management decision-making by tracking, monitoring, and reporting on the City’s critical financial resources – reserves and reserve funds. It also oversees and facilitates the City’s external audit engagement, serves as a trusted accounting advisor to other City Divisions and Agencies and Corporations, and advances the City’s position on climate-related reporting through partnerships with Canadian municipalities, research institutions, and accounting standard-setting bodies.
As a Senior Financial Analyst, Accounting Services, you will have an essential part in driving accounting and financial excellence within the organization. Through data-driven analysis and accounting research, you will be responsible for determining whether the City’s financial information is presented in accordance with Public Sector Accounting Standards (PSAS) and compliant with City policies and processes, advising stakeholders regarding complex financial governance, accounting, and funding arrangements, leading modernization and transformation-related initiatives, visualizing data, and preparing the City’s annual and quarterly filings, as required.
The Division’s mandate calls for a level of expertise acquired through a Canadian Professional Accountant designation (i.e., Chartered Professional Accountant) supplemented by extensive professional experience in an accounting, auditing, and/or financial reporting environment. Such a background will have included extensive knowledge of, and experience with, Generally Accepted Accounting Principles, PSAS, management reporting, budgeting, project management, stakeholder engagement, and process improvement.
By keeping abreast of relevant PSAS, Provincial statutes and regulations, City by-laws, Council directions, and corporate priorities and initiatives, you will be well prepared to review financial system reports, make accounting treatment and funding-related recommendations, assist in the development of internal controls, performance measures, and benchmarks, as well as monitor the City’s financial position and performance.
Your track record of success is also supported by extensive experience using tools, such as Microsoft Office applications (i.e., Microsoft Excel, Word, and PowerPoint), and computer-based accounting systems (e.g., SAP and Oracle). You know how to interpret and leverage data to identify and investigate anomalies and trends, address potential misstatements, and most importantly, equip your stakeholders, including City executives, with powerful information.
As an excellent communicator, you are comfortable dealing effectively and professionally with various levels of staff within the City and externally. You will liaise with divisional representatives to ensure that accounting transactions, including those related to the City’s reserves and reserve funds, are appropriately recorded and reflected in the City’s general ledger. You will be required to present accounting positions to divisional staff and leadership and provide support for recommendations made. Finally, you will partner with the City’s consolidated Agencies and Corporations to ensure that intercompany transactions are reconciled and that reporting packages and entity financial statements meet the City’s consolidation requirements.
Your experience leading, motivating, and training staff in a unionized environment will have equipped you to handle leadership duties, such as supervising the day-to-day operation of all assigned staff, with a focus on ensuring effective teamwork and high standards of work quality. Familiarity with Ontario Statutes, including the Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation, is essential to this role. Among the many strengths you bring to the role of Senior Financial Analyst, Accounting Services, the following are the key qualifications of the position:
- Canadian Chartered Professional Accountants designation with CPA Ontario or another CPA provincial body (e.g., CPA, CA, CMA, or CGA), accompanied with minimum 5 years of professional experience in a public or private sector accounting environment.
- Considerable accounting, financial reporting, TCA reporting, and/or auditing experience in a public or private sector entity.
- Considerable experience with municipal accounting and/or Generally Accepted Accounting Principles, including Public Sector Accounting Standards (PSAS), Canadian Auditing Standards, Provincial statutes and regulations, City by-laws, and Council directions.
- Considerable experience performing financial and accounting analysis to support decision-making processes, as well as identifying and investigating unusual financial trends and transactions to evaluate the accuracy of accounting treatment decisions.
- Experience leading, motivating, and training staff in a unionized environment
- Excellent customer service and interpersonal skills, including the ability to communicate effectively to all organizational levels.
- Excellent organizational and multi-tasking skills with the ability to juggle multiple priorities with competing timelines.
