The Sr Financial Analyst Corp Fin will provide strategic leadership for accounting functional design and delivery as part of the Payroll system transition to SAP S/4HANA, while optimizing the payroll accounting processes and serving as a functional expert for financial operations.
This role ensures alignment with business objectives, accounting requirements, and SAP best practices, enabling a standardized, accurate, and efficient payroll solution through strong governance, stakeholder engagement, and end-to-end oversight.
The role is critical in shaping the functional direction of the project and ensuring that system design and configuration effectively support organizational and operational requirements.
Major Responsibilities:
- Leads the functional design and delivery of payroll related accounting processes as part of integrating and transitioning the City’s payroll function to SAP S/4 HANA.
- Ensures that all payroll related financial information is captured completely and accurately in the system, and that it is being accounted for in accordance with Public Sector Accounting Standards, financial reporting requirements, or any other regulatory requirements.
- Provides subject matter expertise across payroll and accounting, including the design and validation of wage type to general ledger (GL) mappings, ensuring that the financial system is being configured to deliver timely and accurate financial reporting that aligns with accounting requirements, establishing effective internal controls, and validating audit readiness.
- Develops and executes project plans for payroll modernization, including process design, data migration, integration, and end-to-end validation, while managing risks, issues, and dependencies.
- Leads and supervises groups of corporate stakeholders through detailed user acceptance testing on new SAP Payroll system requirements and provides related change management support to the organization
- Oversees payroll accounting related data readiness, including data cleansing, GL account reconciliation, and validation to ensure financial accuracy and auditability.
- Leads parallel payroll accounting testing and financial reconciliation to ensure payroll results align with legacy systems and downstream financial impacts.
- Monitors project health and provides regular updates to senior leadership, including risks, mitigation strategies, and key decisions.
- Researches and provides solutions to issues, problems, or gaps related to the City's SAP S/4 HANA Payroll implementation project and related functionality.
- Supports financial reporting activities related to payroll, including account reconciliations, audit support, and compliance with corporate accounting policies.
- Engages and manages external vendors and consultants to ensure quality delivery and alignment with project objectives.
- Leads and supports staff, fostering a high-performance, accountable, and collaborative team environment.
- Participates in the coordination and facilitation of the City's external/internal audit engagement related to the City's SAP S/4 HANA Payroll implementation project and related functionality.
- Maintains an up-to-date- understanding of relevant accounting standards (i.e. Generally Accepted Accounting Principles, Canadian Auditing Standards, Public Sector Accounting Standards, International Financial Reporting Standards), Provincial statutes and regulations, City by-laws and Council directions and agreements.
Key Qualifications:
- Post-secondary education or training in a discipline pertinent to the job function (e.g. Computer Science, Accounting, and or other related discipline). SAP related certifications, Project Management Professional (PMP) Certification, and CPA designation are considered an asset.
- Significant professional experience leading or participating in system related transformational projects for large organizations (public or private sector) and overseeing related change management activities.
- Significant experience in implementing SAP Finance and other SAP modules through enterprise transformation projects.
- Significant experience supporting an SAP ERP in a live environment.
- Significant experience and knowledge of SAP modules including Financial Accounting, and Controlling.
- Significant experience in documenting detailed business needs and translating them into system specific design and functionality requirements.
- Significant experience with interpreting and applying accounting standards such as Public Sector Accounting Standards and preparing and delivering on organizational financial reporting requirements, such as consolidated financial statements.
- Significant experience with assessing and maintaining a robust system of internal controls that are focused on upholding the integrity and security of the financial system, and with providing recommendations as needed to enhance the control environment in response to operating risks.
- Significant experience with delivering presentations and providing recommendations to senior level management on complex matters and topics in a format that is clear, concise, and caters to the knowledge base of the audience.
- Proficient in the use of Microsoft Office Applications (MS Word, Excel, PowerPoint, Access).
- Strong interpersonal skills and the ability to develop and maintain working relationships at all organizational levels including intergovernmental and/or stakeholder relations.
- Highly developed communications skills, both verbal and written, and the ability to communicate effectively at all organizational levels.
- Excellent research, analytical, problem-solving, conflict resolution and strategic thinking skills. Ability to conceptualize information, develop options and recommend solutions to support decision making.
- Ability to handle multiple tasks under pressure and to produce results within tight timeframes.
- Sound judgement and ability to handle matters of a sensitive nature.
