The Office of the CFO and Treasurer, Strategic Enterprise Integration and Modernization (“SEIM”) Division, as part of building the Budget Tool Revitalization project team, is seeking a Senior Financial Analyst Corporate Finance – Anaplan Model Builder to translate budget requirements into scalable Anaplan designs, working collaboratively with an external third-party implementation partner to deliver high-quality models for operating and capital planning.
The Budget Tool Revitalization project will replace the City of Toronto’s current operating and capital planning tools with Anaplan, a modern cloud-based enterprise budgeting and planning solution. This is a major city-wide transformation initiative designed to modernize financial planning.
This role provides a unique opportunity to contribute to one of the City’s most significant financial modernization initiatives, shaping new enterprise-wide budgeting and planning capabilities.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Collaborate with cross functional teams to gather, refine, and validate business requirements; provide guidance on data readiness; and support budget planning process re-engineering.
- Collaborate with financial planning division and other subject matter experts to translate business requirements into scalable optimized model designs leveraging best practices, document assumptions and processes, enhancing user experience and budget outcomes
- Participate in end-to-end Anaplan Solution implementation activities, supporting development, testing, migration, and production deployment activities for model enhancements and new build, in collaboration with an external third-party implementation partner.
- Conducts research and analysis in support of corporate policy, including review of technical and general reports, review of applicable legislation and regulations, development of numerical and quantitative models, analysis of statistical data, development of projections, design and analysis of questionnaires and surveys to compile empirical data.
- Reviews, analyzes and reports on provincial and federal statutes, bills and regulations that affect the City's programs, policies or initiatives. Consults with other orders of government during the process of developing legislation/regulations.
- Develops corporate strategies to support City capital priorities.
- Perform model testing and validation, including unit testing, regression testing, and scenario testing, to ensure accuracy, performance, and adherence to business requirements before deployment.
- Advises client divisions, agencies, boards and commissions in the development of financial and risk management strategies, policies recommending strategic and policy positions for approval in the areas of procurement, property tax, corporate initiatives, major development proposals, development charges, user fees, energy retrofit, brownfield redevelopment, heritage preservation, property management, and subsidiaries.
- Develops and maintains long-term forecasts of key City capital financing indicators.
- Identifies and makes recommendations concerning long-term capital financing policies and strategies for the annual tax supported budget.
- Develops options and makes recommendations concerning rate setting and capital funding strategy for various divisional programs.
- Leads and/or supports corporate projects representing and coordinating corporate finance interests.
- Engages, directs and reviews the work of external consultants and other advisors on a project basis.
- Advises and provides support to senior management in the recommendations on implementation development.
- Prepares reports, briefing notes, graphics, presentations, summaries and other material for staff, Council, Committees, external organizations and the public to explain and describe issues or to support recommendations.
Key Qualifications
- University degree in Finance, Business, Computer Science, Information Systems or related discipline or the approved equivalent combination of education and/or experience
- Experience on hands-on Anaplan model building for budgeting/forecasting, preferably in large public sector or enterprise contexts. Municipal budgeting practices knowledge is an asset.
- Experience with Anaplan financial planning application implementations. Professional Associate Model Builder certification – Level 1 and Level 2 required.
- Experience in translating business requirements into data models, ensuring model design aligns with financial and operational needs.
- Experience with multi‑dimensional data modeling in Anaplan, including building and maintaining lists, modules, dashboards, and complex formulas.
- Experience in collaborating with cross-functional teams, including business, technology, vendors and external partners to deliver scalable planning solutions.
- Hands‑on ability to manage data integrations and data flows between Anaplan Data Hub and business models while ensuring data integrity and synchronization.
- Excellent communication skills, both oral and written, and ability to create clear technical and end-user documentation.
- Strong organizational skills and the ability to effectively manage workload with strict time constraints.
- High attention to detail, problem-solving aptitude and discretion with confidential financial information.
- Familiarity with relevant legislation including, Occupational Health and Safety, Employment Standards Act, labour relations, human rights, Workplace Safety & Insurance Board (WSIB), and other applicable government legislation.
