The City of Toronto (the City) is currently undergoing a Financial Systems Transformation Program (FSTP), which is a multi-year financial transformation initiative, enabled by modern technologies that will meet current and future business needs. This includes standardizing finance processes and oversight, internal control, reporting and compliance activities as well as modernizing our finance service operating model, and streamlining the underlying financial platform to ensure consistent access to timely financial information in an efficient and effective system.

 

A significant component of the City’s FSTP is the implementation of SAP S4/Hana. Reporting to the Manager Financial Transformation, the Senior Financial App Systems Analyst will provide technical leadership and oversight to the City's SAP S4/Hana implementation project. This role is critical to driving the technical and strategic direction of the project as it will be part of the team that is responsible for providing the technical support needed to execute on the organization’s system specific design and functionality requirements.

 

The Senior Financial App Systems Analyst is also responsible for planning and coordinating the organization’s project related change management activities, including working with corporate partners to re-engineer existing operating processes to align them with new system functionality, prepare specialized work packages for City staff in support of new system modules and functionality, and working closely with the Program Director, Project Managers, and other corporate partners to provide post go-live support across the organization. This SAP leadership position will be relied upon to build and leverage strong partnerships with key corporate stakeholders and apply proven communication and problem-solving skills to deliver sound technical advice to complex system related matters, and to present related findings or recommendations to the project’s leadership team and other project related governance groups.

 

 

Major Responsibilities Include:

  • Develops and executes on detailed plans to deliver on SAP system design and functionality specific requirements.
  • Recommends operating procedures and internal controls required to support and ensure integrity of the SAP system.
  • Leads and supervises groups of corporate stakeholders through detailed user acceptance testing on new SAP system requirements and provides related change management support to the organization
  • Establishes and maintains corporate policies and related processes that are focused on upholding the integrity of the SAP system, including SAP master data processing, interfaces, vendor master data, and SAP user access.
  • Oversees planning and implementation of corporate wide SAP system upgrades, new releases, new functionality, and supports corporate partners with system related projects and service requests.
  • Researches and provides solutions to issues, problems, or gaps related to the City’s SAP implementation project and related functionality.
  • Oversees payment processing from SAP with a focus on ensuring that accurate and timely payments are being made in support of the City’s accounts payable processing.
  • Participates on project teams that require financial and technical expertise and leadership in areas involving the SAP financial system.
  • Provides resource support for other areas of the City (Such as Agencies, Boards and Commissions) in their implementation of SAP financial modules.
  • Develops performance indicators and standards to measure operational effectiveness and stakeholder satisfaction.
  • Supervises the execution of system processes to support month-end and year-end reporting requirements.
  • Produces reports, briefing notes, graphics, and audio-visual presentations for senior management, staff, Council, Committees, to explain and describe issues or to support recommendations.
  • Develops and maintains professional relationships with department personnel by providing advice and guidance on the use of the SAP financial system.

 

 

 

 

Key Qualifications:

 

  1. Post-secondary education or training in a discipline pertinent to the job function (e.g. Computer Science or other related discipline). SAP related certifications & Project Management Professional (PMP) Certification are considered an asset.
  2. Extensive professional experience with leading or participating in system related transformational projects for large organizations (public or private sector) and overseeing related change management activities.
  3. Extensive experience in implementing SAP Finance and other SAP modules through enterprise transformation projects.
  4. Extensive experience and knowledge of SAP modules including Financial Accounting, Controlling, Materials Management, and Sales Distribution
  1. Extensive experience in documenting detailed business needs and translating them into system specific design and functionality requirements.
  2. Extensive experience with interpreting and applying accounting standards such as Public Sector Accounting Standards and preparing and delivering on organizational financial reporting requirements, such as consolidated financial statements, with a focus on ensuring that the financial system is configured to deliver timely and accurate financial reporting that aligns with accounting requirements.
  3. Extensive experience with assessing and maintaining a robust system of internal controls that are focused on upholding the integrity and security of the financial system, and to provide recommendations as needed to enhance the control environment in response to operating risks.
  4. Extensive experience with delivering presentations and providing recommendations to senior level management on complex matters and topics in a format that is clear, concise, and caters to the knowledge base of the audience.
  5. Proficient in the use of Microsoft Office Applications (MS Word, Excel, PowerPoint, Access).
  6. Strong interpersonal skills and the ability to develop and maintain working relationships at all organizational levels including intergovernmental and/or stakeholder relations.
  7. Highly developed communications skills, both verbal and written, and the ability to communicate effectively at all organizational levels.
  8. Excellent research, analytical, problem-solving, conflict resolution and strategic thinking skills. Ability to conceptualize information, develop options and recommend solutions to support decision making.
  9. Ability to handle multiple tasks under pressure and to produce results within tight timeframes.
  10. Sound judgement and ability to handle matters of a sensitive nature.
  11. Knowledge of relevant standards and legislation (e.g., National Standard for Psychological Health and Safety in the Workplace, Ontario Human Rights Code, Occupational Health and Safety Act). to support the Toronto Public Service values ensuring a culture that champions equity, diversity, and respectful workplaces
