The Accounting Services Division (the Division) leads the accounting and financial reporting obligations of the City of Toronto (the City). The Division’s Financial Accounting Systems & Policy (FASP) section is responsible for providing oversight, management and support for the City’s SAP financial system, which includes executing month-end and year-end system close procedures, payment and interface processing, overseeing SAP master data governance and change requests (including vendor and vendor banking master data), managing system access and security, maintaining and updating system related internal controls, leading system updates and related user acceptance testing, and supporting the Division’s corporate partners with system related projects and service requests.
Reporting to the Manager, Financial Accounting Systems and Policy, the Senior Financial App Systems Analyst will provide the technical leadership and oversight required to ensure that the City’s financial system and related services are delivered efficiently, effectively, and meet the needs and quality standards of our user group.
The City is currently undergoing a Financial Systems Transformation Program (FSTP), which is a multi-year financial transformation initiative that is focused on transitioning the City from its current SAP ECC financial system to SAP S4 Hana. The Senior Financial App Systems Analyst will be a strategic partner to the City’s FSTP team and will play a critical role in supporting the system go-live through providing subject matter expertise on system design, functionality, and processes, with a focus on ensuring that automation and SAP best practices are being considered and implemented where possible.
As the Senior Financial App Systems Analyst you will also be responsible for planning, coordinating, and executing on the organization’s FSTP related change management activities, including working with corporate partners to re-engineer existing operating processes to align them with new system functionality, prepare specialized work packages for City staff in support of new system modules and functionality, and working closely with corporate partners to provide post go-live support across the organization.
This role will require you to collaborate and work with key stakeholders and business partners across the organization to continuously evaluate and assess the appropriateness of system configurations, functionality, processes, and procedures and to provide recommendations to senior leaders throughout the organization that strike a balance between achieving corporate goals and objectives and upholding the integrity and security of the financial system and the City’s financial reporting. You will be relied upon to provide sound advice to complex system related matters and to deliver presentations on proposed solutions or recommendations to senior management in a format that is clear, concise, and caters to the knowledge base of the audience.
Major Responsibilities:
- Develops and executes on detailed plans to deliver on SAP system design and functionality specific requirements.
- Recommends operating procedures and internal controls required to support and ensure integrity of the SAP system.
- Leads and supervises groups of corporate stakeholders through detailed user acceptance testing on new SAP system requirements and provides related change management support to the organization.
- Establishes and maintains corporate policies and related processes that are focused on upholding the integrity of the SAP system, including SAP master data processing, interfaces, vendor master data, and SAP user access.
- Plans and implements corporate wide SAP system upgrades, new releases, new functionality, and supports corporate partners with system related projects and service requests.
- Researches and provides solutions to issues, problems, or gaps related to the City’s SAP implementation project and related functionality.
- Leads the payment processing function with a focus on ensuring that accurate and timely payments are being made in support of the City’s accounts payable processing.
- Participates on project teams that require financial and technical expertise and leadership in areas involving the SAP financial system.
- Provides resource support for other areas of the City (Such as Agencies, Boards and Commissions) in their implementation of SAP financial modules.
- Researches, develops and recommends performance indicators and standards to measure operational effectiveness and stakeholder satisfaction.
- Leads the execution of system processes to support month-end and year-end reporting requirements.
- Produces reports, briefing notes, graphics, and audio-visual presentations for senior management, staff, Council, Committees, to explain and describe issues or to support recommendations.
- Develops and maintains professional relationships with department personnel by providing advice and guidance on the use of the SAP financial system.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
Key Qualifications:
- Post-secondary education or training in a discipline pertinent to the job function (e.g. Computer Science or other related discipline). SAP related certifications & Project Management Professional (PMP) Certification are considered an asset.
- Significant professional experience leading or participating in system related transformational projects for large organizations (public or private sector) and overseeing related change management activities.
- Significant experience in implementing SAP Finance and other SAP modules through enterprise transformation projects.
- Significant experience supporting an SAP ERP in a live environment.
- Significant experience and knowledge of SAP modules including Financial Accounting, Controlling, Materials Management, Funds Management, Treasury Management and Sales Distribution.
- Significant experience in documenting detailed business needs and translating them into system specific design and functionality requirements.
- Significant experience with interpreting and applying accounting standards such as Public Sector Accounting Standards and preparing and delivering on organizational financial reporting requirements, such as consolidated financial statements, with a focus on ensuring that the financial system is configured to deliver timely and accurate financial reporting that aligns with accounting requirements.
- Significant experience with assessing and maintaining a robust system of internal controls that are focused on upholding the integrity and security of the financial system, and with providing recommendations as needed to enhance the control environment in response to operating risks.
- Significant experience with delivering presentations and providing recommendations to senior level management on complex matters and topics in a format that is clear, concise, and caters to the knowledge base of the audience.
- Proficient in the use of Microsoft Office Applications (MS Word, Excel, PowerPoint, Access).
- Strong interpersonal skills and the ability to develop and maintain working relationships at all organizational levels including intergovernmental and/or stakeholder relations.
- Highly developed communications skills, both verbal and written, and the ability to communicate effectively at all organizational levels.
- Excellent research, analytical, problem-solving, conflict resolution and strategic thinking skills. Ability to conceptualize information, develop options and recommend solutions to support decision making.
- Ability to handle multiple tasks under pressure and to produce results within tight timeframes.
- Sound judgement and ability to handle matters of a sensitive nature.
