Job Summary:

 

To provide senior level analysis and systems support to the Pension, Payroll & Employee Benefits Division system/sub-system applications, specializing in SAP HCM and/or SuccessFactors development, integration, implementation, and liaise with stakeholders to determine systems requirements needed to enhance business processes. To provide senior level configuration driven functional solutions and liaise with various teams to develop applications to identify root cause analysis and develop and implement fixes. To manage project teams in the establishment of application architectures and enhancements.

 

Major Responsibilities:

 

  • Implements detailed project plans and recommends policies/procedures regarding system specific requirements.
  • Supervises, motivates and trains assigned staff. Assists the Supervisor, Production Support to ensure effective teamwork, high standards of work quality and organizational performance, continuous learning and participates on enterprise initiatives to ensure continuous integration of systems and data across enterprise systems.
  • Supervises the day-to-day operation of assigned staff including the scheduling, and reviewing of work. Authorizes and coordinates vacation and overtime requests for project based assignment. Monitors and evaluates staff performance.
  • Provides input into and administers assigned budget for specific assigned project, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Plans, implements, monitors, makes schema, rules, feature/functions changes and participates in various system upgrades, SAP Support Stacks (SPS), Year-end notes and SuccessFactors (SF) half-year releases.
  • Maintains, supports and enhances various functional aspects of SAP, SuccessFactors (SF) Employee Central module that includes troubleshooting of application problems, analysis of business requirements and their translations into SAP specific context.
  • Participates in sub-committees charged with identifying the payroll applications support needs of the corporation.
  • Reviews and prioritizes requests, makes recommendations, writes business/functional specifications and develops any Batch Data Communication (BDC) needs.
  • Liaises with Technology Services Division, external technical resources and software vendors regarding technical issues including hardware/network, file maintenance, client refresh, backup and restore procedures, AODA compliance and external interfaces with various systems including SAP, and SuccessFactors Employee Central.
  • Reviews payroll technical and application architectures for quality assurance, in accordance with corporate policy and SAP standards, ensuring the integrity of payroll data and records.
  • Provides advice and guidance to PPEB and Technology Services Division staff on the use of the systems, and troubleshoots and debugs issues.
  • Researches and recommends solutions to payroll application and systems architectures issues. Seeks opportunities to enhance systems, and works with Operations Unit to enable more self-service and process automation and performs troubleshooting of issues on the execution of system processes to support interfaces, payroll runs and year-end reporting.
  • Develops business functional specifications, business configuration, security, and testing documents. Performs unit testing in developing regions, recommends test scenarios to testers, reports system issues to SAP via SAP Incident, and communicates the changes to all stakeholders deemed necessary including trainers for inclusion in the Business Process Procedures and Job Aids.
  • Develops and manages project plans, performs system analysis activities, participates in the research and testing, provides contingencies, requests for resources, and establishes priorities. Provides work direction, leadership and oversight to team members on a project based assignment, assesses progress against the plan, and authorizes sign off at each stage of the project including the final production sign-off.
  • Implements system changes related to policy/contract/ legislation, Support Packs, SAP notes, SuccessFactors (SF) half-year releases, employee data workflows, and user interface (UI) and business rules, through the creation of Service Requests and Changes in SAP Solution Manager application. Determines requirements (such as staffing, SAP system landscape), reviews and identifies changes, and analyzes the impact on operations. Assists in communicating change to related areas/ stakeholders.

 

Key Qualifications:

 

  1. University degree in computer science or related discipline or the approved equivalent combination of education and/or experience.
  2. Extensive experience in SuccessFactors development and implementation experience on the Employee Central (EC) (Foundation Object, custom MDF, Business Rules, Transactions - Event Reasons, Alerts, Notifications, Workflow, File Import, Role Based Permission, Picklist, Reporting, Integration Center, etc.) module.
  3. Extensive experience in SAP HCM implementation/configuration or ECC application support experience related to Canadian payroll, time management modules (including payroll schema, time schema, features, user exits, functions, ESS/MSS portal, etc.).
  4. Extensive experience working on large and complex projects or teams which includes preparing, organizing and presenting project documentation (e.g. business cases, feasibility studies, project plans).
  5. Expertise on cloud and on premise system landscapes, including transport methodology, client configuration, quality assurance practices and change management.
  6. Highly skilled in conducting business requirement/blueprinting workshops.
  7. Knowledge of legislation such as the Employment Standards Act, provincial labour laws, and human resources policies and collective agreements related to Pensions, Payroll and Employee Benefits.
  8. Extensive analytical, conflict resolution and problem solving skills.
  9. Strong organizational skills and the ability to effectively manage workload with strict time constraints.
  10. Excellent oral and written communication skills to prepare and present detailed research proposals, methodologies, policies, standards project plans and reports.
  11. Ability to work effectively as a team member and work collaboratively with others in a multidisciplinary team.
  12. Excellent customer service skills and the ability to analyze performance quality measures and provide continuous improvement.
  13. Ability to supervise staff in a unionized environment.
  14. Ability to work evenings and weekends from time to time.
  15. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  16. Knowledge of SAP Portal/BW related to payroll and HR functionality would be an asset.
  17. Knowledge of SF Recruitment (RCM) and Onboarding (ONB) would be an asset.
  18. Knowledge of SAP S/4HANA and cloud integration would be an asset.
  19. SAP/SuccessFactors certification in any area of HR, Payroll, and/or Time Management would be an asset.
