This is an exciting opportunity to join our newly established Strategy & Integration team within the People & Equity Division. This role is dedicated to advancing P&E's operational excellence, leading process and policy enhancements, aligning models, and supporting the division's long-term vision and strategy.

 

As the Senior HR Consultant, Strategy & Integration, you will lead the planning, coordination, rollout, and delivery of projects and programs to enhance client service levels by identifying and addressing areas for improvement. Your responsibilities will include, but are not limited to, reviewing and renewing processes and policies, utilizing past diagnostics, change management and diversity, equity and inclusions principles as a foundation to modernize the workplace experience, and enhancing model realignment opportunities for service division and workload fragmentation.


What will you do?

Reporting to the Manager, Business Transformation & Change Management, you will perform the following major responsibilities: 
 

Driving Operational Excellence & Process Improvement
Staying at the forefront of industry best practices, this role involves conducting research on process re-engineering to enhance service quality. A key responsibility is contributing to the development and implementation of P&E policies that promote efficiency and effectiveness. By liaising with all P&E units, the role ensures that proposed program changes are strategically assessed and proactive solutions are recommended. Additionally, staying informed of corporate initiatives and divisional activities within the City is essential to maintaining alignment and ensuring policies support organizational objectives.

 

Strategic Project Execution & Change Management
Effective project execution is a core aspect of this role, requiring the ability to organize, plan, and manage projects while adhering to scheduling constraints. Success in this area depends on defining clear project goals, maintaining strong communication with stakeholders, and seeing projects through to completion. The role also involves designing and executing strategies that support employee adoption of process and policy changes, leveraging change management principles to ensure smooth transitions. Additionally, the position is responsible for developing and implementing detailed plans, recommending programs, policies, and procedures that align with project and program requirements.

 

Stakeholder Communication & Collaboration
Keeping key stakeholders informed is a crucial component of this position. Regular updates, trend identification, and the communication of lessons learned help ensure that managers and teams stay engaged and aware of relevant developments. Ongoing collaboration with various areas within P&E is necessary to provide the Strategy & Integration team with accurate and up-to-date information. The role also involves responding to requests from senior staff and executive management while ensuring the timely preparation of reports related to corporate initiatives and divisional activities.

 

Empowering Teams Through Leadership & Growth
Strong leadership and problem-solving capabilities are essential in this role. Providing strategic recommendations to support the Manager in planning and service delivery is a key responsibility. Additionally, this position involves supervising, motivating, and training employees to foster a collaborative environment that prioritizes teamwork, high-quality work standards, and continuous learning. Ongoing support and coaching are provided to employees to ensure compliance with service standards and best practices. Further, the role is responsible for designing, developing, and implementing training curriculums to keep staff informed and equipped with updated policies, processes, and programs.

To succeed in this role, you should possess a strong background in project management and implementing change management plans, with a solid understanding of relevant human resources practices, collective agreements and employment legislation.

You are an excellent communicator and presenter with outstanding interpersonal and negotiation skills. You excel at engaging individuals at all levels and cultivating positive working relationships to develop innovative solutions. You will play a key role in achieving and sustaining program goals by staying informed about industry best practices.

You are resourceful and possess well-developed problem-solving skills, along with proficiency in various de-escalation techniques.

 

With your experience in resolving confidential issues, you demonstrate the ability to make independent decisions and take initiative.

 

Last, but not least, you have a post-secondary education in a relevant discipline or an equivalent combination of education and experience in human resources. A CHRP/, CHRL, Project Management, Change Management experience or other relevant professional designation would be an asset.
