Are you an urban design professional looking for a challenging position in a fast-paced environment working with a dynamic team that is helping shape the future of the City of Toronto?
We are seeking a highly qualified and experienced urban design professional to join the Transit Implementation Unit in the Transportation Planning Section of the City Planning Division to help achieve the City's planning and urban design policy objectives related to the planning and design of transit infrastructure and the development of surrounding lands.
The successful candidate will be part of an interdisciplinary team focusing on the GO Expansion, SmartTrack and Transit Oriented Communities programs, applying their extensive urban design and public realm experience to ensuring high-quality built-form, streetscapes and open spaces in the city of Toronto.
The Transportation Planning Section in City Planning is comprised of specialized professionals who combine transportation, land-use planning and urban design skills and expertise to provide a number of services, including the following:
- Planning sustainable and interconnected transportation networks to improve people's mobility choices, to create vibrant public spaces and to support economic prosperity, improving the overall quality of life in the City of Toronto.
- Leading and being champions of the transportation vision in the City's Official Plan, including development of leading-edge policies on major transportation initiatives.
- Providing evidence-based transportation planning technical analysis and best practices, supported by research and analysis of transportation and travel trends in the City and surrounding regions.
- Communicating and educating people in a clear and compelling way in undertaking inclusive and transparent engagement and collaboration with stakeholders and the public and providing an important liaison to all related transportation agencies.
Major Responsibilities:
Reporting to the Program Manager in the Transit Implementation Unit and working closely with the Program Manager for the Urban Design Programs & Strategies Unit, the Senior Planner Urban Design will be responsible for developing and implementing complex urban design built-form policies and guidelines, undertaking built form, public realm and open space analysis, and leading in urban design review for transit infrastructure and development of surrounding lands.
In addressing these responsibilities, the individual will be required to:
- Conduct complex planning studies, policy analysis and/or research, including the coordination of staff and consultant teams to support the preparation and evaluation of urban design policy, research and analysis and urban design guidelines.
- Participate and contribute urban design expertise within a high performing team environment. Mentor, lead, coordinate and motivate other professional staff to deliver efficient, high quality and timely services.
- Consult with interested parties and negotiate with interested stakeholders to produce superior urban design solutions.
- Coordinate built form policy work with the existing or planned context.
- Provide Urban Design review and input for policy initiatives, development proposals and transit projects.
- Initiate, develop and recommend innovative urban design approaches to guide and better integrate with the physical environment.
- Coordinate urban design input, identify and analyze problems / opportunities in the public realm, and develop and implement design proposals and solutions.
- Lead, coordinate and motivate staff to ensure efficient and effective delivery of the work program.
- Represent the City Planning Division at Community Councils, City Council and its Standing Committees, and at public meetings and other public forums, as well meetings with stakeholders and agencies, such as Metrolinx.
- Facilitate stakeholder meetings.
- Develop innovative solutions to urban design challenges and inform colleagues, elected officials, stakeholders and the public through reports, presentations and other appropriate means.
- Provide professional advice and support to the Division as a participant in and team lead of corporate initiatives and in intergovernmental relations.
- Prepare, coordinate and/or review requests for qualifications/proposals, terms of reference and study designs to support planning, research and policy studies.
- Coordinate and administer consultants’ studies, including leading both the overall and day- today scope of work and ensure the successful completion of required deliverables.
- Carry out special Urban Design tasks as assigned.
- Prepare for, and act as an expert witness before, the Ontario Land Tribunal.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- University degree in architecture, landscape architecture, urban design, or a professional discipline pertinent to the job function, or the equivalent combination of relevant education and experience.
- Extensive experience leading complex urban design projects from conception to completion and working in a multidisciplinary team environment.
- Extensive experience in municipal urban design, including development of complex urban design, built form and public realm plans, policies, guidelines and other implementing tools.
- Extensive experience undertaking community engagement and consultation
You must also have:
- Highly developed technical, analytical, design, graphic, verbal and written communication skills relating to urban design matters.
- Ability to work well and lead in a team environment.
- Ability to balance political, community and other stakeholder interests in the development and design of projects.
- Strong interpersonal skills to consult, engage and negotiate with the community, City Divisions, public and private agencies, and developers.
- Ability to work on assignments/projects demanding critical judgement and analytical thinking. Ability to use design industry standard software applications such as: MicroStation, AutoCAD, SketchUp, and Adobe (Illustrator and Photoshop).
- Ability to develop and maintain solid internal and external relationships.
- Highly developed presentation and communication skills to communicate effectively verbally, graphically and in writing at all levels of the organization and with elected officials, and the public.
- Comprehensive understanding of the built form, parcel and block challenges and opportunities on large complex sites.
- Ability to travel to various work sites across the City.
- Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and all relevant regulations that apply to the job duties.
- Membership or eligibility for membership in the Ontario Association of Architects, Ontario Association of Landscape Architects or related equivalent.
