This position will provide project coordination services to the Senior Project Manager and Elections Technology Management Team to complete the 2026 Election Technology Program needed to deliver the 2026 Municipal Election. The Senior Project Analyst will interact and facilitate discussions with a diverse group of technical and business stakeholders to achieve the goals of the program. This position will support the development and release management of various software solutions as well as future Election systems planning.

 

Major Responsibilities:

  • Facilitates collection of business requirements and builds consensus amongst clients on accomplishment of deliverables.
  • Liaises and co-ordinates with internal and external groups on accomplishment of deliverables. Assists with the evaluation, selection and recommendation of technical solutions and professional services and coordinates vendors and contractors in the overall solution delivery process.
  • Implements detailed plans and recommends policies and procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, hears grievances, and recommends disciplinary action when necessary.
  • Develop and control project documentation such as risk/issue management plans/logs, business requirements, project charters, procurement documents, cost tracking, project schedules, communication management plans, reports, and presentations.
  • Provides direction and guidance to project teams. Coordinates, in working with divisional partners and client staff, project activities, communication, administration, planning, writing, and monitoring
  • Prepares business cases, feasibility (including economic, organizational, operational, technical impact) studies, project charters/plans, business/functional/technical requirements, design documents, training strategies/plans and user documentation.
  • Prepares reports for the Unit Manager, Project Managers and Director making recommendations on project decisions, budgets, staffing levels and resource allocation.
  • Prepares and monitors project budgets, taking action on issue and risk management pertaining to project expenditures.
  • Develops and maintains project schedules using project management systems (such as Jira)
  • Facilitates and maintains project management processes such as issue management, project change management and risk management.
  • Prepares various formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q), Statement Of Work (SOW), Memoranda Of Understanding (MOU) and Service Level Agreements (SLA).
  • Supports the recruitment of project delivery staff and/or coordinates recruitment activities for projects.

 

 

Key Qualifications:

 

 

  1. Post-secondary education in business administration, information technology, or a related discipline, or an equivalent combination of education and relevant experience. 
  1. Considerable experience coordinating technology projects (preferably software development projects) across all stages of the project life cycle.
  2. Considerable experience preparing project administration materials (e.g., project charters, scope management plans, work breakdown structures, Gantt charts, risk management plans, RAID logs. financial management plans, resource plans, work plans. business cases, meeting minutes, executive status reports, executive presentations, analytical charts, and process flow diagrams).
  3. Experience with various project management tools (e.g. JIRA, Confluence, Office 365 Suite, Visio, SharePoint, MS Teams).
  4. Experience supervising staff, assigning work, monitoring performance, and motivating teams in a matrix-based work environment.
  5. Experience with business systems and technology analysis to support feasibility studies and go-forward recommendations.
  6. Project Management Professional (PMP) and/or Certified ScrumMaster (CSM) designations are considered an asset.
  7. Excellent interpersonal and customer service skills with the ability to communicate effectively using clear business language.
  8. Ability to work with competing demands, prioritize and meet deadlines.
