Job Description
Reporting to the Manager, Operations Coordination in the Transfer Stations & Landfill Operations Section; the Senior Project Lead will provide leadership on key sectional deliverables, development and implementation of Section’s budget, leading key procurements and projects, and supporting implementation of the Division’s Contractor Lifecycle Management Framework.
Major Responsibilities:
- Administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Prepares responses, reports, briefing notes, minutes, and other correspondence on behalf of the Manager or Director.
- Prepares staff reports to Committees and purchasing call documents such as Request for Quotations and Request for Proposals related to various business and operational requirements.
- Coordinates the implementation of new Divisional and Sectional initiatives, implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing divisional and sectional projects, operating procedures, policies and services.
- Represents the Director’s office on various committees and working groups.
- Provides input, guidance and technical expertise in the development of customer service, business or operational improvement initiatives for the Section.
- Prepares and reviews reports for management that may include project schedules, financial and operational plans, and business processes.
- Creates, analyzes and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects, both internally and externally, and provides analysis to senior management.
- Reviews work of other staff with a keen attention to detail in an effort to ensure consistency and quality.
- Makes recommendations with regards to project set-up, selection of teams and work groups, awards of contracts. Develops work plans, procurement documents, provides contract management and manages funding arrangements to ensure a high standard of work quality to advance customer service, business and operational improvement projects in a complex municipal environment.
- Makes recommendations to senior management with regards to service optimization and business process simplifications that could result in alternate service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation.
- Supports service and workforce rationalization projects covering multiple divisions, agencies and corporations and attends meetings where confidential labour relations information is discussed.
- Provides leadership on various issues management practices for the section and division
- Liaises with various senior level staff, both internally and externally, as required.
- Provides direct supervision and management of any external contractors required to effectively deliver and achieve program objectives.
- Ensures project benchmarks, deliverables and standards are controlled, and projects stay on track within a deadline driven environment.
- Participates in the process of planning and developing long range objectives for Solid Waste Management Services.
- Functions as a team player to help ensure excellent working relationships between all units within the Section.
- Supports various Project Management Teams to advance project deliverables, facilitates partnership on sectional projects, monitors and evaluates project progress.
- Assists with supervision of staff and functions as a team player to help ensure excellent working relationships between all units within the section.
- Solicits input from internal and external stakeholders on a variety of issues to achieve project goals and objectives.
- Provides strategic advice and prepares various reports, briefing notes and other correspondence to other Managers and the Senior Management Team.
- Conducts qualitative and quantitative analysis on various sectional issues and evaluates and synthesizes complex material in a format that is convenient for Senior Management.
Key Qualifications:
- Post secondary education in in Environmental Studies, Public Policy, Public Administration, Planning, Environmental/Sustainability Management, Business Management and/or other related discipline, or an equivalent combination of education and experience.
- Experience with preparing, implementing and monitoring budgets.
- Experience with contract management (e.g. preparing request for quotations, request for proposals, evaluations, awarding of contracts, etc).
- Considerable experience in leading and coordinating multiple projects and project teams.
- Experience related to waste, environment and sustainability, preferably in a municipal government.
- Experience conducting research and analysis to develop recommendations for improvement to procedures, policies and/or services
- Ability to interpret large volumes of data, and summarizing findings into reports, briefing notes, and presentations for various audiences.
- Ability to implement changes, find unique solutions to issues and work as a motivated self-starter with the ability to problem solve and use outside the box thinking.
- Ability to work both independently and as part of a team and build and sustain strong partnerships and networks including administering partnership agreements, in collaboration with a wide range of stakeholders/subject matter experts.
- Highly developed communication and presentation skills (oral and written) that include excellent report writing, presentation and conflict resolution skills.
- High proficiency in using Microsoft Office Suite (e.g. Word, Excel, PowerPoint) and other work management systems.
- Knowledge of the City of Toronto government structure, policies and decision-making processes.
- Must possess and maintain a valid Province of Ontario Class “G” Driver’s License and qualify for the City of Toronto Driver’s Permit.
- Ability to work overtime on an as required basis.
