The Strategic Coordination Unit within the Strategic Capital Coordination Office (SCCO) acts as a liaison between City Divisions, Agencies, Corporations and third-party utilities to enhance capital coordination while integrating a longer-term portfolio wide view with the current capital coordination process.

 


This role will require:

  • You will be providing leadership, planning and execution in coordinating for infrastructure planning, construction coordination and operational support for City divisions working within areas of intensive urban growth and significant multi-jurisdictional construction activities (known as Clusters areas), and in the planning, design and implementation of major infrastructure of key city-building initiatives which have a significant impact on infrastructure throughout the City of Toronto.
  • Engage & work with internal and external partners, including the Province, private development companies and utility organizations, to negotiate, develop and communicate mutually accepted capital delivery coordination schedules over the full planning / design / build lifecycle of capital improvements within Cluster zones;
  • Leading the development of coordinated infrastructure delivery plans (Cluster Plans) with various infrastructure delivery partners; and analyzes, evaluates and interprets information to develop recommendations for improvement to existing SCCO projects, operating procedures, policies and services.

 

 

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prepares and review reports and infrastructure delivery plans (Cluster Plans) for management related to project schedules, technical drawings, financial and operational plans and business processes.
  • Creates, analyzes and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects, both internally and externally, and provides analysis to senior management and members of Council.
  • Reviews the work of staff with a keen attention to detail in an effort to ensure consistency and quality
  • Makes recommendations to senior management with regards to service optimization and business process simplifications that could result in alternate service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation.
  • Provides leadership on various issues management practices. 
  • Liaises with various partners, agencies, senior and executive level staff both internally and externally, as required.
  • Coordinates the implementation of new SCCO priorities and initiatives.
  • Provides input, guidance and technical expertise in the development of customer service improvement initiatives.
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations to advance the development of coordinated infrastructure delivery plans (Cluster Plans) with various Divisions, agencies and third-party utilities.
  • Represents SCCO on various Committees and Working Groups.
  • Ensures project benchmarks, deliverables and standards are controlled, and projects stay on track within a deadline driven environment.
  • Prepares staff reports to Committees and purchasing call documents such as Request for Quotations and Request for Proposals related to various SCCO requirements. 
  • Participates in the process of planning and developing long range objectives for the SCCO.
  • Prepares responses, reports, presentations, briefing notes, minutes, and other correspondence on behalf of Senior Management Team.
  • Assists with the supervision of staff and functions as a team player to help ensure excellent working relationships between all sections and units within the SCCO.
  • Solicits input from internal and external stakeholders on a variety of issues to achieve project goals and objectives. 
  • Provides strategic advice and prepares various reports, briefing notes and other correspondence to the Senior Management Team.
  • Conducts qualitative and quantitative analysis on various SCCO issues and evaluates and synthesizes complex material in a format that is convienient for the Senior Management Team.

 

 

Key Qualifications

 

  1. Post-secondary education in Engineering, Urban Planning, Public Administration, Business or a related discipline, or an equivalent combination of education and experience.
  2. Considerable years of progressive experience in program management, infrastructure planning, or public sector service delivery.
  3. Experience conducting qualitative and quantitative research and analysis to support strategic decision-making.
  4. Proven track record in preparing reports, briefing notes, and presentations for senior leadership and/or Council.
  5. Strong proficiency in project management tools and methodologies.
  6. Ability to interpret and analyze technical drawings, financial data, and operational plans.
  7. Experience in GIS (Geographic Information Systems), spatial analysis, spatial databases, cartography and mapping.
  8. Familiarity with performance measurement frameworks and KPI development.
  9. Demonstrated ability to lead cross-functional teams and manage complex stakeholder relationships.
  10. Experience supervising staff and fostering collaborative working environments.
  11. Skilled in coordinating multi-agency initiatives and infrastructure delivery plans.
  12. Excellent written and verbal communication skills, with the ability to synthesize complex information for diverse audiences.
  13. Strong strategic thinking and problem-solving abilities, with a focus on service optimization and process improvement.
  14. Knowledge of municipal government structures, policies, and legislative frameworks.
  15. Experience representing organizations on committees and working groups.
  16. Ability to manage budgets and ensure financial accountability.
  17. Comfortable working in a deadline-driven, high-pressure environment.
