Reporting to the Program Director, Program Management and Planning, the Senior Project Manager will lead and manage City activities related to transit expansion, with a focus on developing internal project management tools and frameworks for effective project implementation across the Division. In this role, staff will liaise internally within the Division to ensure projects are effectively managed, tracked and reported on. In addition, the successful candidate will liaise between City of Toronto divisions, Metrolinx, Ministry of Transportation and other stakeholders for the implementation of the GO Expansion, SmartTrack, Rapid Transit and Subway Programs. This includes working with a multi-disciplinary team of internal and external stakeholders to manage and resolve complex issues, and provide governance support to internal and external committees, as required.
Major Responsibilities:
- Leads and manages the development of a portfolio of project management tools, including program frameworks, templates, standardized operating procedures, metrics, data visualization dashboards and trackers aimed at ensuring all aspects of a project from scope and schedule to budget and risks are effectively tracked and managed.
- Leads and manages complex government and multi-agency transit expansion initiatives and projects including managing intergovernmental relations and corporation-wide governance tables.
- Develops comprehensive reports and policy papers for presentation to senior management, administrative and Council committees, Council and stakeholders.
- Identifies, resolves and escalates, as appropriate, key issues in accordance with established transit governance structures.
- Provides leadership and oversight over specific projects and/or programs, including reviewing work of junior staff.
- Undertakes analysis and research to provide strategic advice on a variety of complex and multifaceted issues to senior management.
- Manages strategic and effective relations with other orders of government, public agencies and partners, and enables collaborative relationships across City divisions.
- Supports technical project teams, applying project management methodologies and establishing and tracking work plans, timelines and deliverables.
- Maintains a thorough and continuous awareness of initiatives in the City’s administration, external organizations and other orders of government to inform transit expansion policy, program/project management and reports.
- Reviews, investigates, and analyzes legislation, regulations, agreements and strategies affecting the City's transit expansion portfolio.
- Prepares reports, briefings, presentations and speaking material.
Key Qualifications:
- Post-secondary education in project management, public policy, planning, economics, business administration, or a related field or the approved equivalent combination of education and/or related experience. Project Management Professional (PMP) certification is required.
- Extensive experience developing and applying project management tools, frameworks, principles and methodologies, developing and using project and change management functions and tools, and tracking status.
- Extensive experience in developing internal reporting mechanisms and conducting qualitative and quantitative analysis, including development of reports, dashboards, and data visualizations.
- Extensive experience writing reports, briefings and policy papers for senior management that include strategic advice and recommendations.
- Extensive experience managing projects/initiatives or strategic initiatives within a large-scale organization.
- Superior ability to organize and coordinate staff across multiple divisions and agencies in a complex, multi-stakeholder project environment.
- Excellent verbal, written and oral communication skills with the demonstrated ability to write and present complex information to a variety of audiences including writing reports, briefing notes, facilitating working sessions, and delivering presentations.
- Excellent critical thinking, negotiation, and problem-solving skills.
- Superior interpersonal skills and the ability to maintain effective stakeholder relationships.
- Superior understanding of the City’s legislative framework and decision-making processes and strong understanding of the operation of other government organizations.
- Superior strategic, analytical, problem solving and conceptual thinking skills.
- Sound judgement and ability to handle matters of a sensitive nature.
- Excellent political acumen and understanding of public relations and building partnerships.
- Excellent ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary environment and to work independently as required, within tight deadlines.
- Extensive proficiency in a variety of software packages including Microsoft Word, Power Point, Excel, Project, and Outlook.
