About the Role:
The Senior Project Manager P&R reports directly to the Project Director, Registration and Booking Transformation within Business & Technology Transformation, a branch of the Parks & Recreation Division. Work focuses on P&R's transition from the launch of the new Registration and Booking system, ACTIVENet, to the sustainment of the system.
The Senior Project Manager will lead a small team and all work packages under the Registration and Booking Transformation Project. Working out of Metro Hall and other locations as required, they will utilize project management, business process development/implementation and consultation/negotiation skills to drive the project forward. The Senior Project Manager is responsible for contract management, capital funding forecasts for the project, staff resourcing and supports, audit preparation, and all aspects of project management.
Major Responsibilities:
Project Management
- Provides project management leadership within the branch as a member of self-directed work team internally and externally.
- Develops, prepares, and negotiates agreements with suppliers, contractors, other divisions, partner organizations and user groups.
- Facilitates contract management for various services and products including but not limited to RFQ/RFP, valuations of bids and quotes for change orders, recommendation of vendor, contract monitoring, communication with vendor, renewals, escalations with the vendor, and problem solving with senior leadership.
- Recommends and administers assigned budget for the project(s) and required information on operational requirements, staffing requirements, known pressures and required adjustments; ensures appropriate action is taken to control expenditures within approved budget limitations by analyzing project financial data.
- Work from various facilities for the purpose of supervising a project, collecting information, running consultations, engaging with stakeholders, or completing other tasks as required to deliver a variety of different projects.
- Work with teams and other stakeholders on the development of user experience platforms, websites, or other relevant platforms as necessary.
- Manages work streams of other units on the project, ensuring vendor work streams and City work streams are aligned, and establishes priority and sequencing of work packages.
- Reviews, evaluates, and recommends the overall scheduling of the project.
- Manages the scope, budget, legal agreements, and assignments related to vendor contracts and internal service agreements.
- Prepares business cases and briefing notes for the branch Director.
- Plans, prioritizes, and manages internal and external resources in a timely and cost efficient manner to meet Council reported objectives for the project's delivery.

- Investigates internal/external complaints, where required, and implementing actions for satisfactory resolutions. Ensures quality customer service by providing timely, cost effective and optimum delivery of services.
- Cultivates effective working relationships with all stakeholders. Collaborates and integrates efforts with other City wide projects and other Divisional initiatives.
- Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Fire Code, and the Occupational Health and Safety Act (OHSA), etc.
Business Process Improvement
- Develops, reviews and implements detailed plans, implements resources and tools, and recommends policies/procedures and guidelines regarding program specific requirements and projects to ensure compliance with Council, corporate and Divisional directives. Assesses current practices and make recommendations to improve operational efficiencies.
- Develops and implements service standards, fiscal management strategies, and effective operational plans, and works collaboratively with partner branches within the Parks, Forestry and Recreation Division and other Divisions, in the form of planning modules, Service Agreements, or Service Level Agreements, to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve division's mission and goals.
Leadership
- Manages, hires, motivates, and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Schedules, assigns, and reviews work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary. Supervises non-union staff as chief of the unit.
- Represents the division/branch by providing leadership and technical expertise at project, community consultation, partnership and Committee meetings with Members of Council, service providers, various levels of government, outside agencies and community groups, environmental groups and other stakeholders to support strategic divisional and corporate initiatives.
- Anticipates, analyzes, and identifies organizational and program delivery impacts of emerging issues and activities; recommends and coordinates innovative corporate solutions using sound professional judgement, conflict resolution, and negotiation skills to successfully manage sensitive and controversial matters.
- Responds to emergency and priority situations by anticipating problems, making decisions, deploying appropriate financial and resources; provides senior level operational support to the Project Director and branch Director of the Business and Technology Transformation branch.
- Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures the creation, development, modification and implementation of adequate training, safety equipment and safe work procedures are in place, as well as, provision of safe accessible facilities and programs in order to develop a strong culture of Health and Safety, reduce risk and liability to the corporation and any Health and Safety issues. Liaises with WSIB Consultants to manage workplace injuries, costs and return to work, and ensures regular meetings of Ministry approved Health and Safety Committees.
- Acts as a key contact with People & Equity staff, while exercising good judgement and discretion with confidential human resources information pertaining to any transitions.
- Investigates, documents, prepares and collects information and recommends staff disciplinary action when necessary.
- Testifies / reports to mediations, arbitrations, and law suits.
- Provides leadership and direction for work packages of other units in the project. Collaborates with vendor's project managers to ensure vendor and City work streams and sprints are aligned.
Research and Communication
- Stakeholder engagement with all levels of staff city-wide and labour unions, develops communication materials and makes presentations.
- Anticipates, and develops briefing notes, reports, and presentation to senior management, standing project committees, escalations, and strategic decision making.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Leads the information gathering and analysis for the divisions involved in the project pertaining to their existing staff inventory, functional responsibilities, reporting relationships, skill set, affiliation, employee, and position status, etc.
- Conducts research and leads the development of new organization models, the design of any new jobs, creation, and approval of new job profiles, as well as ensures complete and accurate documentation related to complement management, changes, and adjustments.
- Researches, develops and plans organization development initiatives in support of transition.
- Maintains project plans and documentation; ensures work stream documentation is classified and maintained in the project document repository.
- Works with P&R functional specialists and stakeholders to develop training programs and plans.
Key Qualifications:
- Post-secondary education in business administration, project management, or a related discipline pertinent to the job function or the equivalent combination of education and/or relevant experience.
- Considerable leadership experience including leading, managing, and facilitating major projects, staff teams, committees or work groups.
- Experience in managing complex multi-stakeholder projects from inception through to implementation.
- Extensive experience applying project management processes and methodologies. Experience specifically as it relates to the delivery of technology solutions considered an asset.
- Considerable experience in business process development and documentation.
- Highly developed human relations, communication, negotiation, analytical and conflict resolution skills.
- Ability to operate as a fully accountable program leader and as a member of a management team and self-directed work teams.
- Ability to establish and achieve short and long-term goals, including the ability to work within ambitious timelines and budgets.
- Highly developed written and verbal communication (including experience writing reports, briefing notes, and delivering presentations) and interpersonal skills to effectively interface with senior management, staff in other divisions, community agencies and other levels of government.
- Strategic planning and development skills.
- Political acumen, judgement, and insight, including the ability to problem solve, negotiate and achieve effective business solutions and consensus among parties having different objectives.
- Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiatives.
- Strong time management skills with ability to organize, prioritize, execute tasks to meet deadlines.
- Knowledge of City by-laws and all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Fire Code, the Occupational Health and Safety Act (OHSA), the Collective Agreements and related Labour Legislation, corporate standards, policies and procedures.
