Major Responsibilities:
The Senior Project Manager, Strategic Projects Real Estate Services provides expert valuation and advisory services to support the City’s real estate portfolio and strategic initiatives.
Reporting to the Manager, Policy and Appraisals, this role leads complex appraisal assignments, oversees external consultants, and ensures all valuation work aligns with municipal polices, industry standards and current market conditions.
The ideal candidate is an innovative, analytical and results-driven professional with strong leadership, problem-solving, and stakeholder management capabilities who:
- Prepares and reviews appraisals of all types of real property interests, including fee simple, leasehold, leased fee, strata and easement.
- Conducts detailed property analysis, including review of surveys, zoning, land use policies, title, servicing and development potential.
- Performs financial and feasibility analysis, using tools such as the Discount Cash Flow (DCF), Net Present Value (NPV) and Internal Rate of Return (IRR).
- Provides expert valuation advice to the City’s divisions, agencies and corporations and senior leadership.
- Engages, manages, and evaluates external appraisal consultants, including defining scope of work and evaluating deliverables
- Supports negotiations by providing reports recommending price/rent and highest/best use of properties.
- Ensure all appraisal reports meets professional standards, regulatory requirements and City expectations.
- Prepares reports recommending price/rent and highest and best use of the properties
- Represents the City as an expert witness at tribunals, mediation/arbitration hearings and the Ontario Land Tribunal.
- Mentors and support property officers and project managers, fostering professional development and a collaborative team environment.
- Participates in interdivisional working groups and steering committees as a Real Estate Services Division representative.
- Maintains an awareness of industry trends, emerging practices and public-private partnership models to enhance the City's real estate portfolio and development strategies.
- Acts on behalf of Manager as required.
Key Qualifications:
- Accredited Appraiser Canadian Institute (AACI) designation in good standing.
- Extensive experience in real estate appraisal including complex valuation assignments in the public and private sector
- Extensive management experience in real estate appraisal
- Considerable experience supporting negotiations, acquisitions, expropriations or dispute resolution processes.
- Strong knowledge of appraisal methodologies and real estate markets.
- Solid understanding of municipal planning, land use policy and relevant legislation (i.e. Expropriation Act and Planning Act).
- Advanced financial analysis skills, including DCF, NPV, IRR and financial modeling.
- Exceptional analytical, problem-solving and decision-making skills.
- Strong negotiation and stakeholder management skills.
- Ability to exercise sound judgment and work independently with a high degree of initiative.
- Excellent written and verbal communication skills, including presentation and reporting to senior leadership.
