Job Description

The Integrated Technology Systems unit (ITS) in the Solid Waste Management Services Division provides technology support and solution delivery services to enhance and support current SWMS operations and its future evolution by undertaking digital business transformation and modernization opportunities in collaboration with the City's Technology Services Division.

 

ITS is looking for a Senior Project Manager to take on a permanent leadership position within the Technology Project Management Office (TPMO), a branch of ITS focused on delivering capital technology projects that support SWMS operations and strategic priorities. 

 

Working in a collaborative environment, the Senior Project Manager will lead and provide direction to ITS staff and project team members on the definition, initiation, delivery and implementation of technology projects. As a key contributor to a multi-disciplinary team, the Senior Project Manager will develop detailed plans and strategies and make recommendations to efficiently and effectively manage the TPMO work plan, taking into account developments within the field, corporate policies and practices, and legislation and initiatives by other levels of government.

 

Leveraging their skills in project management, change management, program evaluation, and stakeholder engagement, the Senior Project Manager will lead and support a broad range of initiatives for and in partnership with other City Divisions, as well as the vendor and service provider communities in the tech sector.

Major responsibilities include:

  • Provides leadership for projects, ensures effective teamwork and communication, manages stakeholder expectations, high standards of work quality and organizational performance and continuous learning.
  • Develops reviews and implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prepares or reviews, and advises on, studies, plans, specifications and designs regarding the construction and/or modification of SWMS systems and infrastructure.
  • Self-checks completed work assignments, seeks supervisory review of completed work and makes revisions as requested.
  • Works with Purchasing, Technology Services, Legal Services and other divisions to develop Request for Proposals and/or Tender documents, to procure technology solution or services contracts, evaluates responses and makes recommendations for award of contracts.
  • Assists in the negotiation and execution of contracts.
  • Assists in the preparation of reports to standing committees and Council on matters related to short or long-term plans, procurement of contracts or the design or execution of capital projects.
  • Prepares annual Capital budgets for all accounts related to the assigned capital projects.
  • Applies the project management body of knowledge (Project Management Institute) to the planning and execution of assigned SWMS capital projects. Manages time, budget and scope to ensure successful project execution.
  • Consults with the public and with internal and external agency stakeholders as required to support the planning or execution of capital projects.
  • Reviews, tracks and evaluates consultants and/or contractors progress and performance as it relates to the delivery of assigned capital projects to ensure adherence to schedule, funding, project scope and terms of contract.
  • Tracks and reports on the status of assigned capital projects including work completion and budget and schedule expenditure. Reports on system impacts based on baseline or revised schedules.
  • Reviews and/or leads the review of all documents or project artefacts relating to all aspects of assigned capital projects.
  • Makes presentations on the development or progress of assigned projects to SWM staff, senior stakeholders or related participants of the capital program.
  • Provides technical support to the collection, transfer, processing and disposal operations, and closed landfill operations.
  • Develops and promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
  • Fosters and maintains cooperative working relationships within and external to the division.

Key qualifications:

  1. Post-secondary education in computer science or a related discipline, or an equivalent combination of education and related experience.
  2. Extensive experience managing and delivering large-scale information technology projects, managing multiple projects from inception to implementation and evaluation, including managing and balancing project budgets, management of project teams, providing contract management oversight where required, and the ability to handle multiple and diverse projects and priorities in a detail and deadline-oriented environment.
  3. Experience engaging and collaborating with internal and external stakeholder groups, including stakeholders of multiple levels of seniority (staff, management, and senior management), to build and sustain partnerships and deliver effective and strategic solutions.
  4. Experience working in a SWM environment considered an asset.
  5. Knowledge of a variety of computerized office systems including MS Office (i.e. Word, Excel, PowerPoint, Outlook), database software packages, and digital meeting and collaboration tools.
  6. Ability to prepare, organize and present business cases, proposals, solutions, and budgets, or similar formal documents and statements, to various audiences, including stakeholders, clients and the public.
  7. Ability to work under pressure and prioritize activities to meet tight deadlines.
  8. Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.
  9. Ability to exercise discretion, sound judgment and political acumen.
  10. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  11. Exceptional oral and written communication and presentation skills with the ability to deal effectively throughout all levels of the organization, and with political representatives, consultants, contractors, and the public.
  12. Knowledge of government structure, policies and decision-making processes is an asset.
  13. Available for occasional meetings or events in evening and on weekends.
