Job Summary

 

We are seeking a highly-qualified and experienced transportation planning professional to help steer complex transportation/transit planning initiatives, identify strategic multi-modal transportation needs and opportunities associated with growth and development, and develop leading-edge transportation policies for the City of Toronto. Reporting to the Director of Transportation Planning, the Senior Project Manager will manage, lead, develop and execute a diverse range of transportation planning projects and programs to shape the section’s strategic focus and to address the City's land use and transportation planning objectives and interests. 

 

Transportation Planning is a section within the City Planning Division that is comprised of specialized planning professionals who combine transportation and land-use planning skills and expertise to provide a number of services, including the following:

 

  • Planning sustainable and interconnected transportation networks to improve people's mobility choices, to create vibrant public spaces and to support economic prosperity, improving the overall quality of life in the City of Toronto.
  • Leading and being champions of the transportation vision in the City's Official Plan, including development of leading-edge policies on major transportation initiatives.
  • Providing evidence-based transportation planning technical analysis and best practices, supported by research and analysis of transportation and travel trends in the City and surrounding regions.
  • Communicating and educating people in a clear and compelling way. We undertake inclusive and transparent engagement and collaboration with stakeholders and the public., and provide an important liaison to all related transportation agencies

 

 

Major Responsibilities:

  • Developing and implementing detailed plans and programs, and recommending policies and solutions related to transportation/transit planning matters to serve the Division's strategic policy and technical analysis needs.
  • Managing assigned projects and related staff teams, ensuring effective cross-divisional teamwork and communication, high standards of work quality and organizational performance, continuous learning and innovation.
  • Assisting the Director in ensuring effective teamwork, high standards of organizational performance, continuous learning and innovation.
  • Developing, recommending and administering any related budgets for the project, including overseeing consultant procurement requirements, and ensuring expenditure control.
  • Coordinating issues management, communications and public consultation processes in accordance with established communications and reporting protocols.
  • Representing and supporting the Director at internal and intergovernmental, senior staff and steering committee meetings.
  • Conducting research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Negotiating innovative solutions to complex transportation planning challenges involving multiple stakeholders including City Divisions, TTC, Metrolinx, community associations, industry stakeholders, etc., to achieve the City's planning and development objectives.
  • Dealing with confidential and sensitive information affecting confidential labour relations matters including divisional operations, staffing and budget related implications, assets and resources.
  • Making recommendations to senior management with regard to service efficiencies, resources optimization and business process simplifications/reviews that could result in changes in staffing levels and resource allocation.
  • Preparing necessary Committee and Council reports, briefing notes, and technical reports.
  • Representing City Planning Division at meetings with Community Councils, Council Committees, elected officials and divisional staff, divisions, agencies, community and special interest groups, citizens and consultants.

 

 

 

 

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to the job function, including areas such as planning, engineering, business, finance, economics, accounting, combined with relevant project management experience, or an equivalent combination of education and experience.
  2. Extensive experience delivering complex projects with minimal direction, while balancing political, community and other stakeholder interests.
  3. Extensive experience in assignments demanding a high level of critical judgement, analytical thinking, research methodologies and long-range broad-based policy formulation.
  4. Demonstrated proficiency in conflict resolution in complex, multi-stakeholder situations.
  5. Highly developed interpersonal skills, with the ability to interact with diverse interest groups; excellent listening skills and a strong commitment to city-building.
  6. Ability to lead change and be flexible, responsive, critical and innovative.
  7. Ability to lead issues related to brownfield management and redevelopment, as well as environmental assessment processes.

 

 

You must also have:

  • Advanced knowledge of the Planning Act, the City's Official Plan, the Environmental Assessment Process, the Development Review Process, Provincial Policies and Legislation related to land use planning, transportation planning, as well as current regulations and evolving trends in the City.
  • Knowledge of research methodologies and long-range policy formulation.
  • Conflict management skills to resolve issues in complex and multi-stakeholder situations. Highly developed presentation, communication and interpersonal skills, to effectively communicate and interact with all levels of the organization, elected officials, the media and the public.
  • Superior political acuity, consulting and negotiating skills to deal with the community, developers, other City divisions, and public and private agencies.
  • Excellent organizational skills to prioritize and complete multiple project assignments.
  • Accountability, innovation, adaptability and change management skills.
  • Proficient in a variety of computer software (e.g. Word, Excel, PowerPoint, web-based applications).
  • Knowledge of other software packages (e.g. Synchro, Sim Traffic, Aimsun Next, Emme, GIS applications, etc.) relevant to supporting the Division's core requirements would be an asset. Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OHSA) and all relevant regulations that apply to the job duties.
