Job Description:
The City of Toronto’s Congestion Management Plan takes a multi-faceted approach to keeping Torontonians moving. Pressures contributing to longer travel times in Toronto include rapid growth of population, a road network with no space to expand, and construction impacts from development activity, major infrastructure renewal and construction of higher order transit. This role is an exciting opportunity to shape the Congestion Management Plan, led by Transportation Services, to forward continuous improvement, adapting to emerging opportunities and challenges, and setting the foundation for measuring and reporting on progress over time. Reporting to the Manager, Strategic Policy & Initiatives, this Senior Project Manager will lead research, consultation and development of the 2025-2029 Congestion Management Plan update, supporting Transportation Services and engaging partners including Engineering & Construction Services, Strategic Construction Coordination Office and external agencies including the TTC, Toronto Police Services, and Toronto Parking Authority. Going forward, the CMP will expand on and past the current five key measures including i) leveraging technology to move people as efficiently and safely as possible; ii) helping transit move faster and more reliably; iii) managing intersections with on-the-ground traffic management and enforcement support; iv) enhancing traffic management for major special events and adopting a travel demand strategy around major events; and v) active planning and coordination of City-wide construction projects in year.

Major Responsibilities:

  • Leads, develops, monitors, evaluates, and implements detailed plans for complex, large scale programs, and recommends policies and guidelines regarding program specific requirements.
  • Manages assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Allocates Capital and Operating budget funds, develops business cases and ensures that project expenditures are controlled and maintained within approved budget limitations.
  • Acts as resource person for public inquiry on program activities.
  • Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, individuals, property owners and other interest groups, as required, on behalf of the City to achieve and implement the program and policy objectives.
  • Works with other City staff to develop, to procure study, design, goods, or services contracts; evaluates, responds, and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts.
  • Develops Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for purchasing call documents including RFQ, RFP, REOI, and RFI, ongoing liaison between Corporate Purchasing and program staff, undertaking briefings during the proposal stage, evaluation of proposals, recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.
  • Oversees contract management of assigned projects. Monitors, reviews, tracks, and evaluates consultants' progress and performance. Ensures quality assurance/quality control, adherence to schedule, budget, scope, change orders, warranty, time and materials as they relate to the delivery of capital/operating projects, and the General Conditions of the contract.
  • Creates and manages, interdisciplinary teams and consultation processes while addressing, community, business and other interests. Negotiates and coordinates with both internal and external interest groups on various committees and provides advice to community groups.
  • Ensures work is undertaken in a manner that meets requirements under the Highway Traffic Act, Accessibility for Ontarians with Disabilities Act, and other legislation, applicable policies, technical standards and guidelines. Reviews and produces comments on draft materials and circulates for input from appropriate City staff and interest groups.
  • Leads consultation programs for the Division, including managing the development of outreach activities (written, electronic, web-based, and others), organizing information centers, workshops and chairing public meetings and meetings with interest groups, including various advisory committees, government agencies, property owners, community associations and Aboriginal communities.
  • Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • Obtains and/or meets environmental, planning and other approvals/requirements, using both consultant and/or in-house resources.
  • Represents the Transportation Division at meetings with Community Councils, standing committees, elected officials and divisional staff, divisions, agencies, community and special interest groups, citizens and consultants, and provides media liaison.
  • Facilitates requests from elected officials and the public and generates a range of options for programs and policies, assessing the implications and feasibility of options and recommends viable solutions and implementation strategies.
  • Prepares staff reports and correspondence for a variety of audiences, makes presentations to senior division staff, elected officials and the public and updates relevant documentation; considers implementation challenges and financial implications to the City.
  • Develops responses to information and action requests from members of City Council, including preparing Council reports and briefing materials, as required.
  • Establishes, maintains and develops linkages to other divisions, agencies, and boards to ensure effective partnerships. Solicits input from other divisions, agencies, boards and commissions and others on programs, standard and directions.
  • Advises and responds to requests from the Manager, Director and/or General Manager on project issues, status, and technical matters.
  • Maintains an awareness of developments and advancements in areas related to projects and researches best practices, policies and procedures concerning the Division. Monitors projects with the help of other city divisions to ensure completion in accordance with approved plans, agreements of undertaking and long-term maintenance.
  • In all work, seeks to ensure that both processes and outcomes mitigate or remove physical and/or systemic barriers experienced by people with disabilities, and Indigenous, Black and other equity-deserving groups.

 

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to the job function (i.e., urban/regional planning, transportation planning/engineering, urban geography or studies, public policy, etc.) or the equivalent combination of education and experience.
  2. Extensive experience in strategic and operational policy development and planning, policy analysis, and program evaluation in transportation, public realm management, and/or urban mobility.
  3. Extensive experience in project management, managing complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
  4. Experience in managing external consultants, contractors, and funded partners, including administration of legal agreements, supervision of deliverables, monitoring project scope and compliance, and evaluation of performance.
  5. Highly developed interpersonal and stakeholder management skills to engage, influence, and work constructively within a complex multi-stakeholder environment (e.g., elected officials, senior management, City staff, other orders of government, private sector, and community organizations).
  6. Critical judgement, adaptability, and problem-solving skills to develop creative solutions to complex operational, policy and evaluation problems while fostering, supporting, and advancing innovation and/or change management from within a large organization.
  7.  Ability to engage diverse communities/interest groups in ways that support and advance equitable, accessible and inclusive city-building practices.
  8. Analytical skills to utilize a variety of quantitative and qualitative research methods and apply the research outcomes to projects and policies.
  9. Highly developed communication skills to provide thought leadership on a transportation-, public realm-, or mobility- related issues through speaking engagements, social media, broadcast media, or other public/professional channels, as well as, prepare technical letters, reports, presentations and communications materials for management, internal staff, elected officials, other agencies, and the public.
  10. Knowledge of relevant federal, provincial, and municipal legislation, regulations and standards in areas of occupational health & safety, vehicles, drivers, traffic, right-of-way management, and parking
  11. Knowledge of emerging transportation technologies and/or current issues in managing and improving urban mobility for all.
  12. Ability to prioritize and complete project assignments working both independently and as a part of a team.
  13. Proficient in Microsoft Office software (i.e., Word, Excel & PowerPoint) and other relevant software/programs.
