The Operations & Maintenance section of the Transportation Services Division manages all aspects of road operations including maintenance and repair of surface facilities, winter maintenance, contract development, delivery, inspection and patrol, resolution of complaints, and signs and pavement markings to ensure the cost effective and environmentally friendly delivery of operating and capital programmes.

The Road Operations unit responsibilities include maintenance on sidewalks and roadways, delivering winter services utilizing in-house forces, CafeTO installations, and road cleaning.

As a Senior Project Manager, you will lead, manage, and undertake various projects activities and assignments within the Road Operations Unit to support the developments of programs, policies, processes and procedures and reports for existing services and new initiates within the division.

In this role, you will be working in hybrid work model, following City of Toronto's Workplace Modernization Program, supported by the City's Remote Work Policy.

Major Responsibilities:
The primary functions associated with this position include, but are not limited to:


  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides strategic policy advice, day-to-day operational support and professional judgement on complex and contentious issues for the General Manager and senior management.
  • Develops, plans, coordinates and facilitates Divisional training programs for services and activities performed by the section such as standard practices for contract delivery and management and other technical training.
  • Assists the Divisional senior management team with coordinating administrative processes, including communication plans, activity summaries and accomplishment reports for various activities.
  • Liaises with other coordinators and members of the Emergency Management Committee, ensuring coordination with other Divisions, Agencies, Boards and Commissions, when required.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.

  • Supervises the day to day operation and work of a diverse team of staff including the scheduling, assigning and reviewing of work and monitoring service standards and delivery.
  • Undertakes complex, multidisciplinary engineering and planning studies in the Infrastructure Planning Unit, which is responsible for the functional planning of transportation infrastructure and facilities and Environmental Assessments for additions or modifications to the City's road network.
  • Leads, manages, and undertakes projects, activities, and assignments pertaining to the delivery of business performance support, contract development and controls, performance measures, and divisional business processes, technical training, and internal compliance reviews.
  • Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support project delivery while addressing political, community, business and other stakeholder interests.
  • Reviews, produces and comments on draft materials. Negotiates and coordinates with both internal and external stakeholders on and outside of project technical advisory committees.
  • Manages a team responsible for the preparation, issuance and award of various maintenance contracts and related documents.
  • Leads the development of standardized methodologies and procedures for various activities overseen by the section.
  • Ensures compliance with the Ontario Occupational Health and Safety Act, the Construction Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • Applies the Project Management Body of Knowledge (e.g. PMBOK from the Project Management Institute) to the planning and execution of assigned projects. Manages time, budget and scope to ensure successful project execution.
  • Develops, plans, administers, monitors and coordinates planning and project activities.
  • Represents the Transportation Division at meetings with standing committees, elected officials and staff of other sections, divisions, agencies municipalities community and special interest groups, citizens and consultants.
  • Prepares staff reports and correspondence for a variety of audiences and makes presentations to senior division staff, elected officials and the public; considers implementation challenges and financial implications to the City.
  • Develops responses to information and action requests from members of Council including preparing Council reports and briefing materials, as required.
  • Establishes, maintains and develops linkages to other divisions, agencies, boards and commissions to ensure effective partnerships. Solicits input from other divisions, agencies, boards and commissions and others on programs, standard and directions.
  • Maintains an awareness of developments and advancements in relevant fields and adjacent jurisdictions to improve technical competency and to provide state-of-the- art advice.
  • Advises and responds to requests from the Manager, Director and/or General Manager on project issues, status and technical matters.
  • Forms working groups and similar task-focused committees as necessary to ensure well-developed and timely outcomes for all study components.
  • Takes on new projects and assignments as they may arise at the direction of the Manager.
  • Collects, analyzes and summarizes data from various sources to support program and policy recommendations for the section.
  • Establishes, maintains and develops linkages to other departments, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
  • Oversees external consultant assignments and projects, including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors
  • Embraces diversity and inclusion, fosters teamwork and consistently contributes to a positive workplace culture by demonstrating and promoting cooperation and collaboration.
  • Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, residents, property owners and other stakeholders, as required, on behalf of the City in order to achieve and implement the program and policy objectives.


Key Qualifications

  1. Post-secondary or a discipline pertinent to the job function and/or equivalent combination of education and experience.
  2. Extensive experience in project management/leadership role, delivering projects within a transportation function, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  3. Extensive experience analyzing existing programs and new initiatives and making recommendations to management on policies, processes, and procedures
  4. Extensive experience in planning, supervising, monitor, mentor and directing the work of staff and handling day to day personnel issues.
  5. Considerable experience managing/leading complex multidisciplinary contracts and services in Transportation or Engineering and Infrastructure Planning, business process improvement, technical training.
  6. Possession of a valid Ontario Class "G" Driver's License with the ability to qualify for a City of Toronto fleet permit. Access to a properly insured automobile for work related purposes will be considered an asset.
  7. Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity would be asset.
  8. Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the general public, elected officials, internal and external clients and consultants.
  9. Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.
  10. Knowledge of AutoCAD, Adobe Creative Suites, Microstation, SketchUp, and/or ArcGIS or QGIS would be considered an asset.
  11. Knowledge of various legislation related to the field, including the Occupational Health and Safety Act.
