Job Summary:

 

This is an exciting one-year opportunity within the Business and Technology Transformation Branch to lead the expert implementation and coordination of digital signage across Parks and Recreation facilities. Reporting to a Project Director, this tactical role focuses on the end-to-end deployment of digital screens in diverse indoor and outdoor environments.

 

The successful candidate will act as the primary technical lead, balancing the physical setup of AV hardware with the administration of content management systems. You will serve as a vital bridge—consulting with staff to establish operational standards, navigating the requirements of the Technical Services Division, and managing vendor contracts to ensure projects move at pace.

You must be as comfortable troubleshooting network connectivity and CMS software as you are navigating corporate organizational structures and change management. This role requires a unique balance of technical know-how, speed of execution, and the diplomatic skills needed to manage stakeholder expectations effectively in a complex organizational landscape.

 

 

Major Responsibilities:

 

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads, facilitates and contributes to the design, creation, development and sustainment of standards for Parks and Recreation, including formalized project management and methodology, data warehousing architecture, data modeling, metadata, change management, and application development and migration, and solution management and business process design/updates required as a result of implementing IT applications.
  • Responsible to senior management, business and technical stakeholders for all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
  • Provides project budget and financial management such as: sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
  • Prepares and/or supervises the preparation of various formal contractual documents such as Request For Information/Proposal/Quotation (RFI/P/Q), Statement Of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
  • Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
  • Identifies and develops cross divisional and branch initiatives to produce synergies and economies of scale.
  • Negotiates with senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
  • Provides assessments and recommendations of new technology trends on the effective use, acquisition and integration of technology.
  • Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures; prepares feasibility study and recommends overall technical solutions for business initiatives and leverage existing enterprise infrastructure investments.
  • Recommends and implements security, privacy and quality assurance requirements consistent with both the Municipal Freedom of Information Privacy and Protection Act (MFIPPA), and corporate and legislated standards regarding the storage, processing and retention of confidential data.
  • Leads project sub-teams to determine requirements, researches, evaluates, designs, develops and/or acquires, implements and provides technical and business support for application software and information solutions to meet business unit requirements. Assesses and recommends scalable business and technical solutions that meet client and business requirements in the context of City or cross-divisional standards, policies and procedures for information technologies and architectures.
  • Informs and educates senior management, business users and technology peers on new technology trends on the effective use of business and technology solutions and information management, acquisition and integration of technology by the City, including determining requirements, conducting research and evaluations and obtaining all approvals and signoffs.
  • Recommends methodologies and oversees data collection for multiple business systems ensuring the most efficient methodology is employed to reduce duplication of effort.
  • Leads, facilitates and contributes to the design, creation, development and sustainment of divisional standards for Information Technology (IT), including formalized project management, solution management and business process design/updates required as a result of implementing IT solutions.
  • Identifies and analyzes current business practices and processes, data flows in the context of evolving information, architecture and performance measures, conducts and prepares feasibility studies, budgets, procurement and other reports, and recommends overall technical solutions for business initiatives and leverages existing infrastructure investments; recommends changes to meet business objectives, including the applications of IT and divisional strategies.

 

 

Key Qualifications

 

  1. Post Secondary education in a technology or business related field, or the approved equivalent combination of education and experience.
  2. Considerable project management experience in all stages of information technology projects.
  3. Experience with incident management, trouble shooting, and problem solving independently
  4. Experience with audio visual installations.
  5. Experience supervising technical installations, and coaching internal business and technical teams.
  6. Experience in analysis, design, and architecture in a technology enabled setting
  7. Ability to establish and maintain an effective relationship with corporate clients, external stakeholders, and vendors.
  8. Knowledge of relevant legislation in the area of Occupational Health & Safety, Employment Standards Act, Accessibility (AODA), Municipal Freedom of Information and Protection (MFIPPA), and collective agreements in a supervisory capacity as it related to the role.
