As the Senior Systems Integrator (Payroll Transformation Technical Project Manager), you will report to The Senior Enterprise Services Technical Lead (Senior Project Delivery). The Senior Systems Integrator (Payroll Transformation Technical Project Manager) is critical to driving technical, strategic direction for the Payroll Transformation Project and provides leadership to the technical team that will support the project. The Senior Systems Integrator (Payroll Transformation Technical Project Manager) is also responsible for planning and coordinating the impact of sustainment change and specialized work packages for the projects, working closely with the Program Leads, Project Coordinators, and other stakeholders. This technical position is required for delivering project and working closely with business clients and stakeholders. This individual will focus on strong partnerships and apply proven communication and problem-solving skills to guide and assist the project on work packages related to development, integration, and quality assurance.

Major Responsibilities:

  • The primary responsibilities of this position include, but are not limited to:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work.  Authorizes and coordinates vacation and overtime requests.  Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Plans and implements upgrades, new releases, new functionality, and deployment of Enterprise Applications Systems to new business units.
  • Prepares documentation detailing the processes followed in the Enterprise Applications Systems and assists in the establishment of policies and procedures.
  • Prepares and manages Business Cases, Requests for Proposal (RFP), Requests for Quotation (RFQ), and Requests for Information (RFI) and participates in the evaluation and selection of technical solutions.
  • Acts as a subject matter expert to management on emerging technology trends and guidance on various Enterprise Applications Systems technology roadmaps.
  • Provides resource support for other areas of the City of Toronto including Agencies, Boards and Commissions in their implementation of Enterprise Applications Systems.
  • Plans and develops short- and long-term work packages.
  • Participates, investigates, and coordinates the response to the annual internal and external audit and ensures compliance with audit complaint processes.
  • Develops and submits performance indicators and standards for the section to measure operational effectiveness, customer satisfaction and to establish employee objectives. Monitors customer service feedback as appropriate.
  • Prepares work estimates, status reports as required for sponsors, managers and/or senior management team.
  • Plans, establishes priorities, monitors and adjusts work to accomplish goals impacting the City's divisions including projects that affect the City's operation, Agencies, Boards and Commissions as required through new implementations or upgrades.
  • Establishes corporate standards and maintains the Enterprise Applications Systems.
  • Develops and maintains professional relationships with division personnel by providing advice and guidance on the use of the Enterprise Applications Systems.
  • Ensures integrity and security of City's confidential data, records, reports and sensitive information in accordance with corporate policy and SAP standards.
  • Manages and provides solutions to issues/barriers identified in the operations of the Enterprise Applications Systems.
  • Participates on project teams that require technical expertise and leadership in areas involving Enterprise Applications Systems.
  • Coordinates the unit's operations related to Enterprise Applications Systems maintenance.
  • Advises Divisions, City Agencies, Boards and Commissions on various issues related to Enterprise Applications Systems.
  • Leads initiative to gather and decipher the business needs and identifies solutions by working with business and the technology areas to gather requirements for development and management.
  • Oversees the analysis, validates and the documentation of business and system requirements.
  • Conducts and leads the workshops to formalize designs. Modifies and creates business processes that will be used to implement the business transformation solutions, thorough review of research and fact-finding combined with understanding of applicable business processes, systems, and industry requirements.
  • Leads IT initiatives by following the systems development life cycle (SDLC) approach and successfully manages all the phases of initiation, planning, requirements gathering, design, development, testing, implementation, and maintenance of the Enterprise applications.

 

 

What you bring to the role:

 

Your application for the role of Senior Systems Integrator (Payroll Transformation Technical Lead) should describe your qualifications as they relate to: 

  

  • Post-secondary degree/diploma in computer science, business administration, finance, accounting, payroll, or related disciplines, or an equivalent combination of education and extensive experience. 
  • Considerable experience in leading Technology concurrent complex projects including all stages of project life cycle as per the project charter, scope management plan, risk management plan, issue management process, financial management plan, and scheduling plan. Leadership experience in technical implementations of Payroll Applications is an asset.
  • Considerable experience managing staff resources, contractors and vendors and conducting vendor management, performance, and service level agreements.
  • Extensive software product and project management experience in software implementations and upgrades, with a preference for Cloud systems implementation.
  • Experience with system integration and data migration, SAP S/4HANA integration with third party tools is an asset.
  • Considerable Quality assurance leadership experience in software testing of large applications (unit, functional, automation, integration, system, regression, penetration, security, performance, and user acceptance testing).

Must also have:

  • Project management designation such as Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or other recognized project management certifications.
  • Strong knowledge of Payroll Operations and associated digital platforms is essential, acquired through hands-on experience in payroll-related projects or sustainment activities within operational or technical functions.
  • Strong customer service orientation and a demonstrated ability to establish and maintain effective stakeholder relationships and manage client deliverables and expectations.
  • Strong written and oral communication skills, including presenting and composing written documents to senior IT and business stakeholders.
  • Familiarity in decommissioning legacy systems.
  • Familiarity with RFP, RFI, and RFQ processes
  • Time management estimation capabilities and ability to perform several tasks and projects concurrently.
  • Ability to analyze technology standards, techniques, and product specifications.
  • Knowledge of current and emerging technologies and skills to evaluate and recommend new technology for introduction into a complex technical environment.
  • Strong ability to motivate teams and create a collaborative working environment.
  • Highly developed leadership, interpersonal, conflict resolution, negotiation, facilitation, and problem-solving skills, with the ability to work collaboratively in a multidisciplinary team environment and independently as required.
  • Ability to analyze technology standards, techniques, and product specifications.
