Job Description

Reporting to the Manager, Infrastructure & Platform Services, the Senior Technical Support Specialist 1 (STSS 1) plays a pivotal role in the sustainment and advanced support of Technology Services solutions, while adhering to the Division’s IT methodologies and standards. This role involves managing complex technical support activities, leading process improvements, and ensuring cost control and compliance across technology goods sourcing, purchasing, and asset management.


The STSS 1 is responsible for providing technical leadership within the Enterprise Sustainment Team by overseeing and enhancing the planning, negotiation, budgeting, procurement, installation, and decommissioning of enterprise servers, backup devices, storage platforms, and software assets. This role requires collaboration with internal and external stakeholders to optimize contract management, cost-avoidance strategies, and operational standards.

Major Responsibilities:

The primary responsibilities of the SENIOR TECHNICAL SUPPORT SPECIALIST 1 position include, but are not limited to:

Change & Vendor Management

  • Supports technical teams across departments and/or divisional sections to research, evaluate, acquire, implement and support enterprise software and infrastructure solutions.
  • Develops, manages and reports on detailed project plans, including scope, resources, milestones, deliverables, risks and critical success factors.
  • Supports hardware and software change management, vendor relations, risk assessments, and the preparation and evaluation of RFPs, RFQs and RFIs.


Enterprise Infrastructure Operations

  • Supports capacity planning, sustainability planning, state of good repair of the TSD managed City’s infrastructure.


Budget, People Leadership & Compliance

  • Provides input into and administers assigned budgets, ensuring expenditures are controlled within approved limits.
  • Supervises, motivates and trains assigned sustainment staff, including scheduling, assigning and reviewing work, supporting performance management, and encouraging teamwork, continuous learning and innovation.
  • Ensures work complies with the Ontario Occupational Health and Safety Act, other relevant legislation, regulations and City policies.


Technical Leadership & Infrastructure Planning

  • Designs, analyzes, architects and implements plans, policies and procedures to support program-specific and enterprise infrastructure requirements.
  • Provides senior-level advice and consultation to business users and technical staff to determine requirements, evaluate solutions, recommend technical standards, and support final product acquisition.
  • Reviews and recommends emerging technologies and service improvements to enhance efficiency, reduce costs, and improve service delivery.


Key Qualifications:

Your application for the role of SENIOR TECHNICAL SUPPORT SPECIALIST 1 should describe your qualifications as they relate to:

  1. Extensive experience with enterprise servers, backup/recovery services, storage platforms and/or SAN environments, including supporting business recovery, infrastructure availability and capacity requirements. 
  2. Considerable experience supporting software licensing, compliance requirements, asset management and/or lifecycle management for enterprise technology goods and services.
  3. Considerable experience supporting technology procurement and acquisition processes, including the preparation, review and/or evaluation of RFx documents, bid reports, contract awards, technical specifications and vendor submissions.
  4. Considerable experience providing senior-level support for enterprise infrastructure environments, including servers, backup appliances, storage platforms, enterprise software, hardware/software installation, configuration, maintenance, upgrades and performance tuning.
  5. Experience leading or supporting technical projects, including planning, coordinating resources, tracking milestones/deliverables, managing risks and supporting implementation of enterprise technology solutions.

You must also have:

  • Working knowledge of contract management, purchasing and financial systems, such as SAP, ITAPPs or related enterprise procurement/contract management tools.
  • Knowledge of operating and capital budgets, including budget tracking, cost control, forecasting and/or supporting expenditures within approved budget limitations.
  • Excellent interpersonal skills, with the ability to establish and maintain effective working relationships with all levels of staff, technical teams, vendors and external contacts.
  • Excellent verbal and written communication skills, with the ability to communicate detailed technical, procurement and business information clearly and effectively to a variety of audiences.
  • Highly developed analytical, problem-solving and research skills, with the ability to evaluate technical issues, identify business requirements, assess risks and make sound recommendations.
  • Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and must qualify for the City's equipment operating permits and requirements.
  • Ability to work overtime as required.
