The Strategic Enterprise Integration and Modernization (“SEIM”) Division within the City of Toronto, Office of the Chief Financial Officer and Treasurer provides business transformation and modernization across Finance and Treasury Service Area.


In this temporary role, reporting to the Senior Project Manager of respective project, the SEIM Lead will lead complex, multi-year, multi-divisional technology transformation projects for the Finance and Treasury Service Area and Corporation to modernize and improve City-wide applications and processes. 

 

The position will develop and implement complex, large-scale programs, projects and policy initiatives to deliver project mandates. Provide advanced project management, technical expertise and consultation services.

 


Major Responsibilities:

 

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads project management activities and provides strategic advice for various projects, activities and assignments to deliver projects and programs in a complex municipal environment. Applies the project management body of knowledge (e.g. Project Management Institute) to the planning and execution of assigned capital projects. Manages time, budget and scope to ensure successful project execution.
  • Coordinates inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels.
  • Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support capital works delivery while addressing political, community, business and other partner interests. Negotiates and coordinates with both internal and external partners on various committees and provides advice to community groups.
  • Leads project streams across various project domains including business process re-engineering, data management, test management, interface management, reporting and training/communications.
  • Supervises, motivates and trains assigned project team staff regarding data requirements for the future state solution, data analysis of the existing data in the City that requires cleansing, mapping and approaches to prevent data inaccuracies in the current and future state solution.
  • Works with Divisions to drive data migration, cleansing, transformation and load to future state solution.
  • Utilizes technology to analyze data and/or metrics from applicable systems to review data processes, identify issues, determine actions to resolve or escalate problems that require system or process improvements.
  • Documents Divisional impacts based on the future state processes based on the degree of change from the current state process.
  • Leads the documentation of project deliverables based on the work packages assigned by the Manager. Works in partnership with the implementation vendors.
  • Collaborates with internal and external customers to elicit requirements for the future state solutions. Works with consultants, staff, and other key partner in planning initiatives, feasibility studies, cost/benefit analysis and the development of future state design solutions.
  • Collaborates with the Technology Services Division as a partner in delivering the implementation of the future state solution.
  • Applies knowledge to develop cost effective solutions, workarounds and contingency plans to remove obstacles impeding project deliverables impacting project schedule milestones.
  • Advises and responds to requests from senior management and Division Head on project issues, status and technical matters.
  • Leads end-to-end project testing including unit, functional, quality assurance, integration, parallel, regression and cutover tests.
  • Creates, documents and maintains test strategies, plans, cases and scripts.
  • Executes test plans and cases utilizing testing tools across technical landscapes including development, quality assurance and pre-production.
  • Performs troubleshooting and debugging of test cases.
  • Monitors and reports progress on test plans and cases working in collaboration with Technology Services Division ensuring successful applications are defect free.
  • Trains project staff in software testing/quality assurance methodology and ensures adherence to quality standards and progress through testing lifecycles.
  • Leads and documents and reports daily/weekly progress on milestones for the team.
  • Leads and documents and reports issues, risks and decisions following the project management standards provided by the Manager.
  • Provides solutions to resolve issues, risks that impede meeting critical milestones.
  • Leads and prepares decision documents with option analysis, cost/benefit analysis and recommendations to Project Sponsors.
  • Reviews, monitors and approves system, business and training documentation including configuration documentation, testing documentation and results, business process procedures, directives and job aids. Ensures adequate documentation is maintained.
  • Develops training curriculum, training plans, training schedules. Leads training to project team or end users.
  • Represents the Division regularly at meetings for large scale, complex initiatives concerning divisional projects and leads project team meetings and presents status updates.
  • Participates in project governance meetings as required.
  • Provides input to organizational change management strategies and plans as required. Leads and communicates cutover plan tasks for project work stream and manages delivery.
  • Leads and plans production end user readiness for project work stream.
  • Leads reporting analysis through requirements gathering and future reporting capabilities.
  • Researches and reports on projects and initiatives, including writing and preparing reports to City Council and Standing Committees.
  • Organizes and delivers presentations to Committees of Council and/or senior management, as required.

 

 

Key Qualifications

 

  1. Experience with pension, payroll, benefits and/or time & attendance processing.
  2. Experience with payroll and time & attendance systems (e.g., SAP ECC, S/4, SuccessFactors, ESS/MSS and UKG Kronos/Workforce Pro etc.) 
  3. Experience with developing project documents (e.g., detailed design specifications, implementation/project plans, business cases, feasibility studies, etc.) and executing on procurement related activities (e.g., RFS, RFP, SOW etc.).
  4. Strong experience with Payroll data implementation & migration, familiarity to Rise Methodology, input/output processes, SAP solutions
  5. Considerable technology implementation & sustainment experience, paired with post-secondary education in Payroll, Business Administration, Information Technology, Computer Science, Engineering, Information Management Systems or Project Management (or an equivalent combination of education and experience), relevant SAP certification and experience in a unionized environment would be an asset.  
  6. Ability to provide work direction, training, guidance, and support to staff with the ability to work closely with a high-performance team.
  7. Familiarity in creating business and system processes and the ability to develop and implement administrative work procedures and systems.
  8. Excellent communication skills, both orally and in writing, and ability to communicate effectively at all organizational levels.
  9. Superior analytical, conflict resolution and problem-solving skills.
  10. Strong organizational skills and the ability to effectively manage workload with strict time constraints.
  11. Ability to work cooperatively as part of a team and to work independently with minimal supervision.
  12. Ability to exercise independent judgment and discretion in dealing with sensitive and confidential operational matters.
  13. Ability to establish and maintain effective working relationships with employees, client divisions, unions, outside agencies and/or politicians and other levels of government.
  14. Familiarity with relevant legislation including, Occupational Health and Safety, employment standards, labour relations, human rights, Workplace Safety & Insurance Board (WSIB), and other applicable government legislation.
