Major Responsibilities:

Reporting to the Toronto Paramedic Services (TPS) Commander of Education and Development, the Superintendent, Education & Development:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational. performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and takes disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Operates revenue generating businesses, developing and implementing strategic business plans to market the City's services externally.
  • Hires all levels of qualified paramedics and field training officers to be assigned to operations and Paramedic Services Education and Development.
  • Develops marketing strategies to attract potential applicants (including international multimedia advertising, presentations at colleges), develops and supervises the selection process in conjunction with Human Resources, screens resumes, checks references and presents job offers to qualified applicants.
  • Provides orientation courses to all employed candidates and dismisses those who are unsuccessful in meeting the examination standards of the orientation process.
  • Coordinates the promotion of applicable staff to higher levels and ensures the continuing education of the successful candidates.
  • Provides supervisory and senior management staff with continuing medical education, initial and ongoing certification in Symptom Relief and Defibrillation and orientation to new equipment.
  • Develops and implements accredited Primary and Advanced Care Paramedic Education Programs. Revises programs accordingly to accommodate advances in emergency medical care techniques and philosophy, new equipment and new medical procedures delegated to the Primary Care or Advanced Care Paramedics by the base hospital.
  • Provides advanced and primary paramedic education programs to the operational staff to increase the skill base of the paramedic workforce in order to maximize the quality of the prehospital emergency care provided. Provides Continuing Medical Education (CME) to all paramedic staff, in compliance with the Ministry of Health mandated programs.
  • Supervises the provision of professional Toronto Paramedic Services Driver Training for driver's license upgrades, downgrades, maintenance and renewals for all staff.
  • Conducts collision analysis and forwards recommendations to senior staff for corrective actions. Maintains records of licenses, driving records and driver education for all staff and conducts regular checks of driver license abstracts with the Ministry of Transportation.
  • Maintains Ministry of Transportation signing authority for the proper monitoring and supervision of driver's license status for all staff.
  • Develops, schedules and implements return-to-work programs for paramedics after extended absences.
  • Coordinates and delivers initial and ongoing educational programs to paramedics involved with Special Operations (e.g., Bike Medics, Marine Unit, Tactical Medics, Public Safety Unit, Emergency Support Unit, CBRN) teams.
  • Coordinates the delivery of CPR and First Aid programs to the corporation and the community. Maintains continuous liaison with clinical sites, community colleges, Ministry of Transportation, Ministry of Health and allied emergency services. Participates in numerous committees to ensure increased continuous quality improvement.
  • Assumes the role and responsibilities of both an Operations Superintendent and an operational Paramedic when required to ensure service delivery.
  • Coordinates and delivers initial and ongoing educational programs to all new front-line supervisors and A/R superintendents.
  • Develops and implements innovative programs that respond to the needs of the community as required

 

Key Qualifications:

  1. Must possess and maintain paramedic certification (ACP or PCP) as required by the certifying authority.
  2. Must possess a Class F Ontario Driver’s License, or better, and meet all requirements for license maintenance as set forth in the City of Toronto’s Fleet policy and be able to obtain and maintain a City’s driver’s  permit.
  3. Experience in program planning, development and implementation of educational resources and adult education. Experience with paramedic related educational programs would be an asset.  
  4. Experience in supervising, leading, and motivating staff within a unionized environment would be considered an asset.
  5. Must be able to achieve and maintain current certification in Symptom Relief and Defibrillation under the Ontario Base Hospital Group and meet cross-certification requirements with Sunnybrook Base Hospital.
  6. Must produce proof of mandatory immunization and maintain all immunizations as required and specified by the Ontario Ambulance Act and the City of Toronto.
  7. Must meet all requirements for employment as a Paramedic in Ontario as per the Ambulance Act.
  8. Must not have had driver’s license suspended for three years prior to application, and not have more than three demerit points issued against his/her Ontario driver’s licence.
  9. Excellent communication and presentation skills, both oral and written.
  10. Ability to effectively handle day-to-day labour relations.
  11. Physically capable of performing the job demands of both an Operations Superintendent and an operational Paramedic.
  12. Must be available to work rotating shift/weekend/night/overtime/on call duty in all environmental conditions.
  13. General knowledge of the legislation and policies relating to Ambulance Services.
  14. A thorough working knowledge of all practices and procedures related to the effective operation of ambulance and special operations units.
  15. Ability to exercise sound judgement in all situations, including emergency situations and in respect to public relations.
  16. Extensive knowledge and demonstrated application of Ontario Statutes, including the Occupational Health and Safety Act.
  17. All successful applicants who have not previously provided a Police Reference Check to the City will be required to do so.
