Job Summary
Reporting to the Commander, Community Safeguard Services, the Toronto Paramedic Service’s Superintendent Paramedic Services Planning (Emergency Management) is responsible for the development, implementation, and management of Paramedic Services’ initiatives in support of medical, procedural and financial effectiveness during large scale emergencies/disasters as well as planned and unplanned medical coverage.
Major Responsibilities:
The primary responsibilities will include, but are not limited to:
- Continuously monitors, assesses and responds to ongoing impacts of health care restructuring in the City and beyond, including representing Toronto Paramedic Services in multiple Emergency Preparedness and Management groups. Determines and communicates Toronto Paramedic Service’s response to system changes and advises on operational options.
- Provides team-based project management, Paramedic Services system response design and implementation for major mass gathering, public events, implementing the IMS structure.
- Works in cooperation with the other services representatives in the Toronto Paramedic Services Divisional Operations Centre (DOC) to provide coordinated response to major emergencies as part of the City of Toronto Emergency Operations Centre Network.
- Develops, maintains and tests the strategic components of Toronto Paramedic Services Major Incident Plan and Incident Management System ensuring that these components are effectively integrated with the tactical components developed by Operations staff.
- Provides design, implementation and evaluation assistance to hospitals, long term care institutions and other allied agencies in the development of disaster plans and their integration into the Toronto Paramedic Services major incident management process.
- Responsible for the coordination, development and currency of the Toronto Paramedic Services mass casualty plan as well as integrating large scale incidents with the City of Toronto’s Office of Emergency Management (OEM).
- Responsible for the design, coordination and participation of Toronto Paramedic Services in annual internal and external response plan exercises with relevant parties and stakeholders.
- Works collaboratively with the City of Toronto and external agencies performing comprehensive review of city infrastructure projects to assess potential impacts to Paramedic Services and recommend mitigation strategies where required.
- Benchmarks Toronto Paramedic Services against comparable Paramedic Services nationally and internationally by identifying new and emerging issues. Provides leadership in identifying, implementing and supporting a “best practice” approach for the implementation of high-performance Paramedic Service responses to major incidents.
- Participates in complex organizational and management change initiatives.
- Collaborates actively with all other City divisions, agencies, and commissions as well as with Council members to advance the mission of Toronto Paramedic Services.
- Authors, and/or coordinates the submission of Toronto Paramedic Services staff reports to Standing Committees or to Council and maintains a status log of all staff reports as required.
- Attends Standing Committee meetings to represent Toronto Paramedic Services as required.
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Provides leadership on the identification, implementation and support of a “Best Practices” approach for the administration and management of Toronto Paramedic Services.
- Develops, implements and manages projects impacting pre-hospital care delivery and out of hospital care initiatives.
- Serves as the project lead for the Division’s business continuity process, business impact assessments and the unit’s strategic planning process with responsibility for the development, coordination, and currency of the unit’s contribution to Toronto Paramedic Services Strategic Plan.
- Coordinates the development of the Toronto Paramedic Services Planning Unit’s annual budget for the Commander.
Key Qualifications:
- Post-secondary education in Emergency Management or a discipline pertinent to the job function or equivalent combination of education and experience.
- Considerable experience in planning emergency services in a large/complex organization within a relevant area such as emergency management, paramedic services, police services, fire services or health care services.
- Considerable experience in leading operational responses, plan development, design and implementation of exercises and training, hazard identification and risk assessment, critical infrastructure, public education, business continuity management, emergency social services, incident management system, emergency operations centre operations, special events and community engagement.
- Technical knowledge and proficiency in a range of core functions of Paramedic Services or similar agency.
- Strong program management and evaluation skills with ability to develop Paramedic Services benchmarking and best practices.
- Well developed project and management skills, including management of project teams and the ability to handle multiple tasks concurrently.
- Strong research and analytical skills to support policy development activities, ability to conceptualize and develop options and recommendations to support decision making.
- High attention to detail with database management skills
- Considerable experience in preparing comprehensive reports and the application of relevant information to support policy analysis and decision making.
- Well developed communication skills, both written and oral communication.
- Well developed issues management, conflict resolution and interpersonal skills, with the ability to build good internal/external working relationships.
- Sound judgement and ability to handle matters of a confidential/sensitive nature as it relates to Council and other senior staff.
- Thorough knowledge of the Incident Management System (IMS) with accredited certification in at least IMS 200 or ability to acquire it.
- Familiarity with government legislation in the area of Occupational Health and Safety.
