Job Summary:

To provide supervision in the operational activities of equipment maintenance for Solid Waste Management within the Transfer Processing & Disposal Operations Unit.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains staff, ensuring effective teamwork, high standards of quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. 
  • Ensures that unit activities are in compliance with applicable codes Provincial/Municipal legislation/code, City Bylaws departmental standards and SWM Senior Management.
  • Authorizes and coordinates vacation and overtime requests.  Monitors and evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Plans, directs and supervises activities of employees regarding electrical, electronics, instrumentation, communication equipment & switchgears at the transfer stations, collection yards, material recovery facilities and former landfill sites.
  • Utilizes Works Managements System (WMS) for planning, scheduling, tracking work history of labour, materials cost and equipment.
  • Ensures that machinery and equipment are operational and maintained with minimum downtime; coordinates with plant supervisors/associated staff, the scheduled shut down for equipment/machinery maintenance.
  • Services/maintains High Voltage Substations and Motor Control Centre (MCC) at all transfer stations, collection yards and former landfill sites and ensures that the Electrical Safety Authority (ESA) standards are maintained.
  • Analyses equipment breakdown, Implements and monitors the Preventative Maintenance Programs prepares records regarding same, audit and track the life cycle of all electrical/electronic systems/equipment in preparation for annual budget.  Maintains energy management; tracks energy use on machinery/equipment; adjusts as necessary for maintenance or suggest replacement for energy efficiency.
  • Ensures appropriate training are available for staff on, equipment, Personal protective Equipment (PPE), Hazards, Safe Working Procedures (SWP) and standards are adhered.
  • Conducts on-site visits for observations of Landfill Flare Systems; inspects equipment for various checks and/or tests as required.
  • Participates in the identification of major capital projects. Provides input into project execution from an operational perspective.
  • Responds to inquiries/complaints from senior staff, project stakeholders, union staff and the public and takes appropriate action to resolve unsatisfactory situations.
  • Leads employees, sub-contractors and suppliers through construction and maintenance projects; reviews safety and work practices. Provide technical support for in-house capital works projects.
  • Executes new electrical construction and estimates/orders materials from engineering drawings.
  • Works with Purchasing Materials Management Division, Legal Services and other operating Divisions to develop Request for Proposals, Quotations and/or Tender documents, to procure design, services contracts and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts as they relate to electrical work.
  • Responds to unscheduled maintenance requirements and emergency situations.
  • Maintains knowledge of technological developments in the electrical methods/materials; applying appropriately.
  • May be required to work shifts, weekends, overtime and holidays.

 Key Qualifications

Your application must describe your qualifications as they relate to:

  1. Post-secondary education or trades license in a discipline pertinent to the job function or an equivalent combination of education and experience.
  2. Must possess and be able to maintain a current Certificate of Qualification as an Industrial Electrician 442A or as a Construction and Maintenance Electrician 309A in accordance with the Regulations enforced in the Province of Ontario.
  3. Extensive experience in undertaking or supervising electrical work within an industrial or commercial setting including repairing and maintaining electrical systems of buildings, facilities and industrial equipment.
  4. Extensive experience in building maintenance, specifically in the areas of electrical, High Voltage Substations, Programmable Logic Control (PLC) and Heating Ventilation and Air Conditioning (HVAC) electrical/control systems and Building Automation Systems (BAS) equipment.
  5. Considerable experience in supervising unionized technical/trade staff both in house and contractors.
  6. Experience with the use of Work Management Systems (WMS).
  7. Experience in the implementation of health and safety procedures, with particular emphasis on building and maintaining related electrical/mechanical equipment.
  8. Experience using and troubleshooting software and programs similar to Siemens and Allen Bradley would be an asset.
  9. Must possess and be able to maintain a valid Province of Ontario, Class "G" and must qualify for the City's equipment operating permits and requirements.
  10. Knowledge of common building operational policies and various related acts, codes, standards including the Electrical Safety Authority (ESA), Ontario Building Code (OBC), Ontario Fire Code, etc.
  11. Knowledge of and ability to interpret collective agreements, Occupational Health & Safety Act (OHSA), Workplace Hazardous Materials Information System, applicable codes, standards, guidelines and government legislation as they apply to electrical services.
  12. Knowledge in the use of a computer and programs (i.e. Microsoft Suite).
  13. Ability to lead, motivate, coach and develop technical trades' teams.
  14. Ability to develop and implement preventative maintenance plans.
  15. Ability to read and interpret schematics, blueprints and engineering drawings.
  16. Ability to plan and organize work with a minimum of direction.
  17. Ability to work day, afternoon and night shifts, including weekends as required
  18. Proficient in various competencies including strong interpersonal, customer service, leadership, team work, written and oral communication and conflict resolution skills.
  19. Effective administrative, planning, human resources and financial management skills.
