Job Description:

To lead strategic planning, procurement processes, and policy development related to technological advancements. To coordinate software/hardware upgrade projects, manage service delivery, optimize IT solutions, and maintain IT cameras providing comprehensive corporate security measures and support to safeguard the interests of the City of Toronto to support a hybrid workforce. To administer budgets, perform contract health assessments, and oversee vendor invoices and contracts. To supervise operational desktop support teams, lead enterprise-wide management projects and support high-impact.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work.  Authorizes and coordinates vacation and overtime requests.  Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Designs and establishes innovative solutions, creating comprehensive work breakdown structures and implementing detailed plans and develops policies and procedures to meet program specific requirements.
  • Conducts contract health assessments, resolves payables, screens and approves vendor invoices, and manages contract administration activities such as amendments, changes, and approvals.
  • Oversees operational Client Computing teams serving diverse divisional clients and ensuring exceptional service delivery across the enterprise.
  • Collaborates with the Manager Client Computing on the planning and implementation of client computing requirements for City-wide and business units, projects and initiatives.
  • Leads and manages enterprise-wide technology initiatives by designing and executing work plans to ensure the successful completion of technological project for the City of Toronto. Collaborates with various Divisions and units across the City to provide specialized support.
  • Identifies and initiates the strategic and resource planning activities for the Client Computing team, collaborating with Technology Services Division (TSD) units, Purchasing & Materials Management Division (PMMD), contracted vendors, and management.
  • Leads enterprise-wide procurement processes in collaboration with PMMD with the development of RFPs, RFQs, and RFIs.
  • Reviews vendor submissions, evaluates proposals, and represents the City in pre and post-award processes.
  • Participates in various TSD committees, teams, and groups to contribute insights and expertise in decision-making processes.
  • Leads the development of Enterprise Information & Technology policies and procedures.
  • Undertakes in-depth research on emerging technologies and initiates software/hardware upgrade projects at the enterprise level ensuring the City remains up-to-date with the latest technology. Acquires, configures, and deploys application, database, and web servers for enterprise software.
  • Supervises technological advancements and updates in order to ensure they are integrated and administered enterprise-wide to a hybrid workforce.
  • Ensures integration of business applications and new technology solutions to maintain productivity and service improvements.
  • Leads operational and network activities for enterprise projects, including data migrations, remote access, and server decommissioning.
  • Makes recommendations and provides ongoing project management for implementation of enterprise-wide strategic and planning initiatives such as the Service Now Implementation, Virtual Desktop Environment, and ModernTO.
  • Provides management and technical services to other Divisions by overseeing rollouts to hardware and software products, mitigating [remedying] virus and malware and other technological solutions.
  • Reports updates, outcomes, challenges, outages, and progress to TSD senior management staff.
  • Leads and facilitates the evaluation and selection of enterprise standard software applications, enabling effective electronic communication across City of Toronto Divisions.
  • Ensures the coordination and implementation of special projects initiated by various divisional areas including the budget planning, staff allocation, resource planning, forecasting and issues resolution to ensure successful execution of initiatives.
  • Monitors and enhances the delivery of desktop support services to end-users and all staff in City of Toronto Divisions by resolving issues regarding service levels.
  • Provides consultation and technical implementation services for new and upgrade of technology implementations for various client Divisions.
  • Optimizes services for the corporation by sourcing, acquiring, maintaining, and implementing reliable, cost-effective hardware and software solutions.
  • Establishes ongoing communication channels providing strategic advice to divisional clients based on their unique needs and providing regular updates on TSD activities and changes.
  • Leads the upgrade of IT cameras, configuring servers, and managing access control systems and system upgrades.
  • Manages the active directory for the City of Toronto, ensuring its integrity, security, and efficient operation.
  • Attends Committee meetings on behalf of TSD.

Key Qualifications:

A degree or diploma in a computer/technology field/related discipline or the approved equivalent combination of education and/or experience, with extensive desktop support experience in a large and diverse business environment heavily dependent on Information Technology.

  1. Extensive experience in a lead technical support role with demonstrated track record of successfully solving technical problems for business clients. This includes extensive experience with client computing hardware, mobile devices, workgroup print, software and administrative tools.
  2. Extensive experience in IT Desktop Lead project management
  3. Experience supervising a desktop-related technical support team in a large, diverse computing environment
  4. Highly developed problem solving and interpersonal skills: proven ability to communicate effectively at all organizational levels; exceptional verbal and written communications skills and demonstrated ability to deal effectively with all levels of management and staff
  5. Demonstrated ability to work independently and cooperatively with other I&T units
  6. Ability to manage external suppliers and organizations.
  7. Demonstrated administration and organization skills, including developing and managing program budgets and working under high service demands and severe time constraints
  8. Demonstrated ability to lead, motivate, coach, and develop teams.
